18:24:45 From Evin Erdoğdu : Noted Jonathan thank you
18:25:23 From Cheryl Langdon-Orr : Thanks JZ
18:28:19 From Cheryl Langdon-Orr : Very Impressive Numbers so 241 before close of the year :-)
18:28:30 From Judith Hellerstein : We also have some new Individual members in naralo
18:28:58 From Amrita : How many ALS members and individuals joined this year?
18:29:46 From Judith Hellerstein : I think we had more than 2 Individual members but maybe only 2 from the recent call
18:29:51 From Cheryl Langdon-Orr : Tessim I wonder if at the start of 2020 if we could see an analysis of how we are going with the aim of at least 1 ALS [Ind Member} from each country … Just seems like we could benefit from that information as well
18:30:10 From Amrita : +1 Cheryl
18:30:17 From Cheryl Langdon-Orr : That should also be addressed to Alp I assume
18:30:25 From Judith Hellerstein : Happy birthday to Cheryl
18:30:35 From Cheryl Langdon-Orr : Thank you Judith
18:30:36 From Evin Erdoğdu : Thank you Alp
18:31:45 From DANIEL K. NANGHAKA : great growth in numbers
18:33:24 From DANIEL K. NANGHAKA : is that related to GDPR issues? @Sebastian
18:33:43 From Filina Natalia : @Daniel, yes
18:34:08 From Judith Hellerstein : If they agree to allow their name to be published than I see no issue
18:34:08 From Glenn McKnight, Foundation for Building Sustainable Communities : California laws are interesting. Also India has a new privacy law
18:34:13 From Cheryl Langdon-Orr : Well noted Alan
18:34:47 From Judith Hellerstein : I agree with alan. a productive and contributing member
18:34:49 From Satish Babu : +1 Alan. It is nearly impossible in some countries to have an independent ALS
18:34:54 From Amrita : @Glenn Indian privacy law is still under review. It was tabled in the lower house and is under review of a committe
18:35:05 From Sarah Kiden : We had a discussion in AFRALO. The general feeling was that the names should be published so that people know who the individuals are. And I agree, this is a good discussion to have
18:35:11 From Amrita : It will be taled next year hopefully in the monsoon session
18:35:23 From Judith Hellerstein : @sarah I agree with you
18:35:24 From Nadira AL-ARAJ : or to make sure that individual members do confirm it is OK that their name is published on At-Large website
18:35:27 From Roberto : +1 Alan on both points
18:35:31 From Dev Anand Teelucksingh : agree with Sarah - the names should be published
18:36:05 From Alan Greenberg (ALAC) : It is new.
18:36:10 From Bukola Oronti : +1 Nadira.
18:36:11 From Amrita : If Individual members agree to have their names published and it is done so after consent - I do no think it will be against GDPR
18:37:12 From Filina Natalia : +1 Amrita
18:38:07 From Roberto : My personal opinion is that to have the individual names listed is not against GDPR. For Europe, I will just ask the question to the individual members - a while ago we asked if any had objection to have name and country publicshed, and nobody had objections
18:38:14 From Justine Chew : All unaffiliated individual member names are published under the At-Large website.
18:38:16 From hanan khatib : the names are listed on At Large work space
18:38:26 From Roberto : This said, we can ask for legal advice
18:38:36 From Dev Anand Teelucksingh : indeed Amrita - it’s also helps to raise awareness to other persons within the country that other person / stakeholders in ICANN exist
18:38:41 From hanan khatib : but not e mails and no data
18:38:50 From Dev Anand Teelucksingh : agree Roberto
18:39:17 From Alan Greenberg (ALAC) : Right now we publish names without permission - https://atlarge.icann.org/individual-members/naralo.
18:39:35 From Sarah Kiden : Agree with Roberto
18:39:39 From Carlton Samuels : If you have members and it is important that they are purposefully identified, why would the rules not outline the purpose and baseline PII required?
18:39:42 From DANIEL K. NANGHAKA : some ALSes are just there by name and they do not have any activites
18:40:11 From LILIAN IVETTE DE LUQUE : Agree Daniel
18:40:25 From Roberto : If we decide not to publish individual names, maybe we should have the same policy in the EURALO Individual Users’ Association’s web site - this is what we have at the moment: https://individualusers.org/our-members-community/
18:40:33 From Abdulkarim Oloyede : we need to define what we mean by participating?
18:40:33 From Dev Anand Teelucksingh : @hanan - re emails, the mailing lists archives are public. also SOIs are public ,
18:40:52 From Marita Moll : Thank you @ Justine. Yes, the names of individual members and countries in NARALO are published on the At Large list.
18:41:05 From Nadira AL-ARAJ : here are APRALO list of individual members
18:41:08 From Javier Rúa-Jovet (ALAC) : I hereby approve and consent to ICANN and At-Large to publishing my name and my email as an individual member from North America!
18:41:11 From Nadira AL-ARAJ : https://atlarge.icann.org/individual-members/apralo
18:41:19 From Carlton Samuels : The presumption of the talk is that ALS are SPVs. This is not the case in entirety. For some the ICANN remit is a tittle in the activities.
18:41:34 From Javier Rúa-Jovet (ALAC) : Said loudly to the GDPR Gods!
18:41:44 From Jonathan Zuck (ALAC) : our mantra
18:42:17 From Cheryl Langdon-Orr : SOunds like a list of additional wrk to do regarding all this in 2020...
18:42:36 From Justine Chew : @Alan, look at this: https://atlarge.icann.org/individual-members/naralo
18:43:09 From Marita Moll : Thanks @ Alan -- that helps explain some of my confusion.
18:43:19 From Glenn McKnight, Foundation for Building Sustainable Communities : I assume in some countries their names shouldn't be provided ie. Kashmire and elsewhere to protect them from persecution
18:44:32 From Marita Moll : I hope we are not on route to becoming a secret society
18:45:25 From Filina Natalia : @Cheryl, we supposed to manage that in our O&E strategy, as part of enhance of our comms relations. Just come back to this task and detailed it.-) +1@Marita
18:45:36 From Satish Babu : We usually record a primary and secondary contacts for each ALS.
18:45:48 From Judith Hellerstein : @sebastien i note that on the euralo ALS individual site you list some observers who are Canadian
18:45:54 From Alan Greenberg (ALAC) : @Marita, in a GDPR rule, that is exactly what we could potentially be moving towards.
18:46:01 From Javier Rúa-Jovet (ALAC) : I also hereby approve and consent to ICANN and At-Large to publishing a picture of me (if it’s a good one, of course)!
18:46:25 From Marita Moll : @ Alan -- yikes
18:46:45 From Vanda Scartezini : alberto guess just we
18:48:56 From Filina Natalia : @Javier-)))) Colleagues, I need to run out now, hope to come back in 35 min. My apologize
18:48:56 From Sebastien Bachollet : @Judith I am not in charge of this association, but I guess that it is one way to be aware of what is happening in other region. But it is more ment to be for countries that are in the « boarder »
18:48:57 From LILIAN IVETTE DE LUQUE : hi vanda
18:49:15 From Maureen Hilyard (ALAC) : Thank you for raising the translation tool, Judith. A success story.
18:49:20 From silvia.vivanco : Thank you Judith, the tool has improved significantly
18:49:37 From Sarah Kiden : Looking forward to testing it in AFRALO
18:49:49 From davekissoondoyal : Thanks Judith
18:50:53 From Judith Hellerstein : @sarah I think we decided that we need to put in an Additional budget request to get them to start working on it
18:51:06 From Sarah Kiden : Noted @Judith
18:51:09 From Cheryl Langdon-Orr : :-)
18:51:17 From Javier Rúa-Jovet (ALAC) : happy bday @CLO!
18:51:20 From Cheryl Langdon-Orr : thatnk you I had a nice day
18:51:25 From Sarah Kiden : Happy birthday @Cheryl!
18:51:26 From Bukola Oronti : happy birthday Cheryl
18:51:38 From Yrjo Lansipuro : Happy Birthday, Cheryl!
18:51:52 From Judith Hellerstein : @sarah and others please try and get started to work on this as it needs to be done by early January
18:52:06 From Roberto : @Judith - I don’t understand whether your comment is related to https://individualusers.org/our-members-community/. If so, can we please take it offline, so That I can understandtand better and fix the possible problem. Thanks
18:52:20 From Javier Rúa-Jovet (ALAC) : May it also rain @ AUS and stop those fires.
18:52:33 From Alberto Soto : Unfortunately I ran out of phone for a few moments. I wanted to affirm that we have ALSs that work a lot in their region, and with ICANN issues, and that publish a lot, but not in RALO or ICANN. I think it is the subject of each RALO to achieve its integration and participation. At-Large would earn a lot with this. And it is an important division of labor that would give excellent results.
I'm already on the phone again.
18:52:49 From Cheryl Langdon-Orr : That Board W'shop overlaps the GNSO Council's Strategic Panning session days so I assume the Board my also interact woth the Council in Jan at some stage
18:53:21 From Carlton Samuels : Happy Birthday CLO. Many Happy returns
18:54:33 From Ron da Silva : @cheryl yes maybe.. it worked out last year so hoping we’ll be able to pop in on the strategic planning session again this year too..
18:54:48 From Katambi Joan (ISOC UGANDA) : Happiest birthday to chery, enjoy your new year.

Revised Schedule for Public Comment Period on Two Key ICANN Plans
18:56:50 From LILIAN IVETTE DE LUQUE : apologies i have other call with UA
18:57:05 From Vanda Scartezini : thank you Leon !
18:57:14 From Maureen Hilyard (ALAC) : thank you for joining Lilian
18:57:18 From Cheryl Langdon-Orr : Thank you L;eon
18:57:19 From davekissoondoyal : Thanks for the update @Leon and for the wishes
18:58:42 From Carlton Samuels : Thank you Sir Leon for appearing here and sharing!
19:00:05 From davekissoondoyal : For transparency, are the replies going to be made public?
19:01:24 From Carlton Samuels : FWIW, no ICANN board since when I came aboard has ever conceded that matters of contract negotiations pertaining 'business matters' require community approval to be adopted.
19:02:08 From Carlton Samuels : And ICANN has always held that confidentiality is in the gift of the other side....well Leon said it!
19:02:49 From Vanda Scartezini : certainly it is a contract among pasts and not for public
19:02:57 From Vanda Scartezini : parts
19:03:48 From Carlton Samuels : @Vanda, yes. You will recall the many arguments when you were board liaison.
19:04:48 From Vanda Scartezini : @carlton. yes dear
19:04:58 From DANIEL K. NANGHAKA : if am to understand does this mean the comments that are being drafted do not apply to ICANN but are for ISOC and PIR
19:05:17 From DANIEL K. NANGHAKA : ?
19:06:47 From DANIEL K. NANGHAKA : what's the role of the SO/ACs in the negotiations? I believe the community has the opportunity to make contributions to the process
19:07:10 From Ron da Silva : may need to consider litigation risks too @Zuck
19:07:27 From DANIEL K. NANGHAKA : If the process can be altered then I think the community input is important to
19:07:41 From Jonathan Zuck (ALAC) : Of course @ron but risk doesn’t always mean the board should cower
19:08:04 From Ron da Silva : correct
19:08:14 From John More : The Board dos not have an absolute power to disapprove.
19:08:34 From Carlton Samuels : It is useful to remind ourselves that hissy fit aside, ICANN is and remains an American corporation. There is a culture in which she is vested. And that does not include killing business deals.
19:08:44 From Vanda Scartezini : Daniel.. difficult to interfere- PIR is an not for profit and they are accountable to Federal control related to taxes
19:08:59 From Roberto : I think that when evaluatinging litigation risks the size of the opponent is important :-(
19:09:54 From davekissoondoyal : +1 Alan
19:09:54 From DANIEL K. NANGHAKA : already there is an issue of lack of Transparency in PIR and ISOC
19:10:02 From Cheryl Langdon-Orr : Agreed @Alan!!! The Candour is appreciated
19:10:09 From John More : Very good repossessed by Leon. Many thanks.
19:10:13 From DANIEL K. NANGHAKA : Leon is doing a great Job - Thanks Leon
19:10:28 From Carlton Samuels : @Alan...and there is nothing publicly available that say back in 2002 or whenever there were "other considerations".
19:10:31 From Alan Greenberg (ALAC) : And knowing when NOT to be open!
19:10:32 From Leon Sanchez : Thanks everyone!
19:10:33 From Ron da Silva : i’ve gotta drop too.. take care..
19:10:43 From Carlton Samuels : Thank you Leon

19:11:15 From Satish Babu : Thanks Leon!
19:11:24 From Leon Sanchez : My pleasure! Thanks again!

19:23:42 From Alan Greenberg (ALAC) : "Regional Engagement Program" LOVE it! And it is complete accurate! Perhaps so that it is not confused with GSE itself, "Regional ALS Engagement Program"
19:25:03 From Satish Babu : Can multiple RALOs jointly submit projects?
19:25:24 From Sebastien Bachollet : I hope so @Satish
19:25:59 From Heidi Ullrich : @Satish, would think that would make the proposal even stronger.
19:26:13 From Satish Babu : Sounds good...!
19:26:55 From Judith Hellerstein : Great, Sarah we will look at the flexibility fund first but we need to do both
19:27:11 From Judith Hellerstein : flex fund and the abr

19:33:39 From Heidi Ullrich : to be more efficient :)
19:33:57 From Heidi Ullrich : We are on item 11 atm
19:34:00 From Judith Hellerstein : Yes but it needs to be linked to the agenda so those with accessibility challenges can also see the slides
19:34:08 From Maureen Hilyard (ALAC) : Is this ppt attached to the agenda, Heidi?
19:34:14 From Heidi Ullrich : These slides are linked
19:34:24 From Maureen Hilyard (ALAC) : But as Heidi said, Judith, it is just a summary
