This Workspace has been created to assist the ALAC/At-Large community in developing FY20 Additional Budget Request (ABR) proposals. The ALAC Finance and Budget Sub-committee (FBSC) will review all proposals submitted and will agree on which to submit to ICANN on behalf of the ALAC.

FY20 ALAC Criteria for Additional Budget Requests:

  • Proposals should include ways in which will make the entire At-Large community more effective and develop the At-Large community rather than a single section of the At-Large community.
  • Outreach should not be a major focus. Activities to improve engagement with existing members is encouraged.
  • If any request is made on outreach, it should go through the CROP program or as a part of a larger ALAC request for RALO Discretionary Funding. 
  • RALO requests should be strategic and in line with their RALO's strategic outreach plans and must be endorsed by their RALO prior to being submitted for consideration by the FBSC.
  • Staff is currently expecting that basic resources for community communications/printing will be supported through the core ICANN budget, but that community proposals for printing , etc. will be accepted as a back-up in case expectations change.  Specific proposals for communications resources beyond simple printing and editing functions should be prepared and submitted.

Given the significant success of the RALO Discretionary Funding granted in FY18 and FY19, for FY20 the ALAC requests that each of the five RALO’s be given access up to $6,000 each for targeted discretionary funds to permit the support of policy-related activities as catering, meeting room rental for such activities as At-Large Structure read out sessions, registration fees, displays, graphics and travel within their region – as well as one cross-regional activity.

As shown by the number of useful activities requested and approved to date in the implementation of the similar FY19 ABR and the FY18 ABR, it is clear that an increase from $20k in FY19 to $30k in FY20 will allow continued opportunities for At-Large members to participate in local, regional and even international policy-related engagement and outreach activities.

This is particularly the case given that many activities as outlined in the At-Large Review Implementation Plan will include the high priority Issue 2 which focuses on the development of more ‘Individuals’ from throughout At-Large as contributors to Policy work and Leadership roles, would benefit significantly from the ability of At-Large members to have access to funds for outreach and engagement.

Giving the RALOs the ability to identify policy-related engagement and outreach activities which they can self-organize provides ICANN and the At-Large Structures with an efficient local team that is knowledgeable on ICANN policies. This results in grass-roots awareness-raising of ICANN in communities that are key for At-Large and ICANN.

All RALO Discretionary Funding requests are developed and reviewed according to criteria agreed to by the RALO leadership.

Funding has allowed for catering, printing costs and other activities associated with holding policy-related activities such as ALS readouts. The funding allows for regional travel which has been used for such activities as participation in regional Internet-related conferences and strengthening relations with regional Internet/DNS associations. The request for one international travel is meant to include recognized global events at which the requestor is presenting on an ICANN-related policy event on a topic that can’t be covered by an At-Large member in the region.  

This project saw year on year significant increase in the number of requests and successfully implemented local events. An additional year of ABR funding would allow this program to build on its success in allowing RALOs and At-Large Structures to reach out to and engage with local, regional and even international communities.

This request is being made to ensure At-Large Structures may continue to engage in outreach and engagement activities, including travel. Due to the rejection of ABRs related to IGF attendance in FY19, the FBSC made a controversial call to reject all ABRs for FY20 that requested funds to attend an IGF event (both international and regional), It was explained that the request for an increase in Discretionary Funds, should it be accepted with the additional condition that an international travel opportunity would be possible, would allow them to offer some of these funds for someone from the RALO to attend an IGF. Although the FBSC has the discretion to forward their proposals directly, the ALAC was this time asked to formally vote on the final list of requests (without the IGF applications). This was accepted by all ALAC members.

Since FY17, At-Large has been provided with two extra travel slots to encourage active participants, particularly in the area of ICANN Policy or the development of Outreach and Engagement (including Capacity Building) strategies, to carry out more discussion and workshops that will encourage greater involvement by At-Large members in their respective workstream activities. At the moment we do not provide any incentives for people to become actively involved in policy or outreach and engagement activities. What we are encouraging in At-Large (and this is also a goal within our Review Implementation Plan), is more engagement at grassroots level in policy activities. This will require a more collaborative effort with regards to communication of information across At-Large as well. There is also a further focus on encouraging and developing more individuals for leadership in policy across At-Large which is the principal purpose of ATLASIII. But it is not strategically relevant to push people towards leadership potential if we don’t provide some incentives that are going to encourage them to strive towards higher goals within At-Large and perhaps in other areas of the ICANN ecosystem – depending on their backgrounds and interests.  These travel slots provide an incentive to work hard within At-Large and make the most of opportunities such as leadership roles within RALOs and the ALAC as well as working groups that they can become actively engaged in.

ALAC discussions in the debrief in Barcelona focused on how these sessions needed to move from the traditional format of being “talked at”, to that in which meeting participants were actively involved and visitors address the information needs of At-Large rather than our team politely listening to what is sometimes “too much information”.  Under the new At-Large Organisational Structure, for Kobe, the leaders of the key organizational structures – Policy and Outreach and Engagement – have been prioritised to take these slots so that we develop more inclusive, relevant, meaningful and interactive At-Large Leaders working sessions at ICANN Meetings. Some of these may be in workshop formats, others in question and answer format, etc. Also chairmanship of these meetings can be shared among other leaders within the ALAC.

These are all new ways of encouraging a shared leadership model within At-Large at both the ALAC and at regional level. In that way we are continually building leaders within the system who will promote and demonstrate appropriate active engagement in policy activities that support At-Large's involvement in ICANN>

ALACMaureen HilyardICANN LEARN Leadership and Chairing Skills Course for the ATLASIII

As part of the ATLASIII Leadership Development Programme to develop Leadership and Chairing Skills among our At-Large community and encourage greater participation and potential for leadership within At-Large, to support the creation of an interactive online course as part of ICANN Learn.

The content of the course could be based on that which is already in place in current Leadership and Chairing Skills programmes that are currently being taken in face-to-face sessions with specifically appointed representatives from the regions. This would be an introductory course that would open the skills programme up to a wider audience across At-Large specifically, but other constituencies as well.

This programme would not only be an important component of the ATLASIII program but would also complement the objectives of the At-Large Review Implementation Plan as well as those of the Outreach and Engagement and Capacity Building Strategic Plans. It would also target current or aspiring co-Chairs of the Outreach and Organisational Work streams and would be a pre-requisite for their taking up such a role within the At-Large leadership structure.

The programme would be developed by a team of At-Large Course Developers in collaboration with the ICANN Learn Team, and the Leadership and Chairing Skills programmers in order to produce a course that can be implemented during FY20.  The At-Large team could work on the development of their programme before the FY20 budget year, but have the course content ready for implementation during the FY20 year, so that hopefully the course could be accessed by ATLASIII participants before the Montreal meeting.

Real-time Transcription of Adobe Connect Meetings in English - Final



This request is for real-time transcription (RTT) for up to 10 hours per month in EN for At-Large intersessional teleconferences during FY20 as a means to enhance understanding for participants who may have a hearing disability, be a non-native EN speaker or have low bandwidth or poor audio in order to engage in policy advice development activities more effectively.

RTT was initially introduced to At-Large as a Pilot programme providing RALO or ALAC monthly meetings, Working Group meetings or webinars over a 6-month period in FY18. One of the aims of the captioning program was to introduce a transcription service to enhance understanding by a large percentage of our audio meeting attendees who may have a hearing disability and may not fully comprehend what is being said without being supported by lip-reading or signing, Its other greatest use was to enable those who can hear but the technical language and the complex issues that surround much of the policy work within ICANN, as well as other unfavorable factors have caused many attendees to disengage and not return to our meetings.

RTT has the capacity to create better understanding of what might have been a lot harder to understand without being able to read and reread something in a split second in order to get comprehension. In such a technical environment, there is a strong need for understanding about what At-Large work is all about.

A 2017 survey indicated strong support for the program with more than 54% indicating that they got greater understanding of the topics with the support of captioning. RTT therefore offers a chance not only for those who may have a hearing disability but also for those whose primary language may not be English but interpretation is not provided for their first language so that captioning enables them to listen and then to read and re-read what has been said, to get a better understanding of what is being said.

ICANN should not just assume that because they are offering an audio meeting that it will be accessed with the same quality in every individual circumstance. RTT would be useful even when one is not hearing impaired, but who may have difficulty with different accents, low bandwidth and poor audio, speaker speaking too quickly, etc. all contributing to an attendee who is not getting anything out of sitting for 60-90 minutes and not understanding a thing. In some instances, offering captioning to help them understand what is going on, can be the contributing factor for whether they will actually engage with us or not.

Since participation is a major objective for At-Large, with the At-Large Review Implementation Plan and our goals for ATLASIII moving us more towards encouraging greater participation and leadership, it is important that ICANN and At-Large supports any options that will encourage understanding and engagement. Providing RTT that will help At-Large participants better engage in our meetings, and better understand the terminology and contexts and thus become better informed about the various policy topics discussed, would greatly help the ALAC to achieve this goal. 

Whether in a meeting, a working group or a webinar, captioning would help participants to catch up more quickly and enable them to recheck facts or key ideas from earlier parts of the text and generally develop new skills that will help them participate in the work of At-Large more effectively.

My request is for:

  1. Reimbursement of the cost of broadband connectivity and access to be able to participate in At-Large communications and meeting/webinar activities - US$2000 – while I cover any other local telecommunication costs and expenses related to enabling participation as the ALAC Chair
  2. An allocation of an ALAC Chair Discretionary Fund (US$3000) to contribute towards regional or global events in order to attend and participate as the ALAC Chair, especially to represent developing and underserved regions.

ALAC Subcommittee on Outreach and EngagementDaniel NanghakaAt-Large Global Capacity Building at IGF Berlin

The proposal is for organizing an effective and coordinated  At-Large  activity during IGF Berlin on November 25-29, 2019  which is a premier global event  targeting global stakeholders in the Internet Ecosystem. 

The aim is an improved coordination of At-Large and other ICANN participants to promote and heighten brand awareness of ICANN-ALAC-At-Large with banners, posters, brochures and giveaways that help to raise general awareness but which also attract attention and invite people to ask questions about ICANN-ALAC-At-Large and their global and regional activities, as well as how they may get involved. .

The request is for two members of At-Large Outreach and Engagement  WG (or their substitutes) who are actively involved with the  IGF community events and specifically  the  IGF Berlin event, committed to time at the  At-Large booth  and confirmed as speakers, moderators or  reporters for various  MAG-accepted IGF workshop/panel sessions. The team of 6 will enhance the ratio outreach to the over 2900 delegates anticipated to be present at the IGF.

Furthermore, with over 2900 participants at the IGF gives an opportunity for a strong outreach team to the IGF in Berlin, with special interest that a session proposal will be submitted and furthermore reach out to potential individual members to join At-Large with expectations that they will be active participants in the ICANN PDPs.

Speakers from ICANN community, UASG, IDN ccTLDs from the neighboring countries and the AP region will be invited. UASG members can make a presentation on recent developments, while the IDN ccTLD representatives will share the current situation in their corresponding Registries.

The Asia-Pacific Regional IGF (APrIGF) is a community event that attracts a cross-section of the IG community in the region. In 2019, the event scheduled at Vladivostok in Russia during 16-19 July 2019.

APRALO proposes to conduct the following outreach/inreach activities for the At-Large community of the region, as well as for potential newcomers:

  • Organize an APRALO Booth at APrIGF with outreach material and giveaways which will be driven by volunteers from APRALO ALSes and individual members
  • Arrange for the display of APRALO and ICANN logos prominently through standees in different areas during the event
  • Organize a Workshop around the theme of stimulating At-Large activities in the region. For this, we will look for possible cooperation with ICANN APAC Hub as per the existing practice
  • Network with the leaders of our regional partners such as APNIC, DotAsia and APTLD

The diversity includes a broad range of data. To enhance diversity we need to be able to collect those data.

It will be useful to gather the data both from an historical point of view and from a current and future situation.

All the ICANN leadership bodies can be concerned but the first one to be discuss (as the data are already collected and in the last mile to be analyzed) can/must be the Board of ICANN.

In future steps (specifically going to a workshop during 2019 IGF) we will need to take into account other leadership bodies of other Internet Governance structure (Internet Society, IETF, IGF MAG…).

- what are the data that need to be collected?

An association has been created to provide a home for the individual users in EURALO. This association has now grown and has about 40 members. The need is to support the management of the discussions among EURALO individual users about the policy development activities while at the same time promote the association in order to enlarge the number of participating individual users.

  • to manage an individual users’ mailing lists and the EURALO individual users web site http://individualusers.org
  • to run polls and votes as needed about policy development activities and decisions
  • to conduct periodic meetings in person or teleconference of the EURALO individual users
  • to report on activities of the EURALO individual users
  • to produce outreach material for involving new individuals

EURALOWale BakareInternet-of-Things (IoT) and the Increasing Governance Challenge Ahead - Workshop at the 2019 IGF

This is a request for support of a EURALO Workshop at the 2019 IGF.

The IoT evolution includes a broad range of industries, including the automotive, finance, consumer electronic devices, retail services, manufacturing, agriculture and other sectors important for sustainable development of the humanity. Central to the solutions and deployments of IoT is unified communication. The unified communication relies heavily on the All-IP-Based scheme for end-to-end delivery of IoT solutions.

All-IP-Based Deployment: what about the Internet architecture evolution? All things Internet rely on implementation and deployment as a set of unified protocols, numbering and addressing. What is the role of numbering and naming in IoT environment?

Workshop's themes:

- what is IoT, how to move the public perception from “smart coffee machine” to industry 4.0?

- evolution of IoT protocols and networks and impact on governance

- IoT (small and big) data parsing, building behaviour models and future risks to privacy of individuals

- cross border IoT (IIoT) data exchange and role of governments

- Critical infrastructure: bikes vs. nuclear plants. How do we manage critical objects? Do we really want to connect everything to the Internet?

- IP-less communications: All-IP-Based is not a religion, but business approach. At what conditions is there no need to All-IP-Based devices?

- Proprietary protocols and war of standards. ISO vs RFC, history repeats or lessons learned?

Online and face-to-face workshop for those not involved in Internet Governance in the Latin American and Caribbean region. - Final


The objective of this request is to make develop and implement a series of workshops, online modules, including webinars and ICANN Learn, and one f2f at the Southern School of Internet Governance (SSIG), targeted at each of the sub-regions focusing on 4 global issues under discussion within ICANN to facilitate their engagement in policy advice development.

This activity is in direct reference to the At-Large Review Implementation that focuses on greater involvement of members in ICANN policy and policy advice development.

It also will reference the LAC Strategy being implemented by GSE.

ICANN GSE will work together with At-Large staff and LACRALO members to implement this activity if approved. More detailed planning will occur once the activity is approved.

 

The topics will be presented by members of the At-Large Community (5 RALOs), orienting the entire community of the Latin American and Caribbean region that has not yet been involved in ICANN or in Internet Governance issues.

 

The online courses and webinars will be implemented in the weeks prior to the Southern School of Internet Governance to be held in 2020. The f2f workshop is planned to be implemented two days prior to this prestigious event in Latin America.

 

Each ALS will be asked to try to set up a remote hub within their universities or organizations to participate remotely in the online and f2f sessions.  

 

We are requesting support for travel, accommodation and per diem for a minimum of 4 speakers who might need to travel to location of the SSIG.

Summary of call with Sergio, Harold and staff:

  • Proposal is for an online and f2f workshop to be held in 2020 either after or before the SSIG. This includes support for airline tickets, accommodation for 2-5 panelists to present on At-Large and LACRALO. The target audience are the participants at the SSIG which is usually very well attended. Rodrigo de la Parra offered his Support,( as ICANN sponsors the SSIG every year), to work with LACRALO to leverage ICANN’s sponsorship to include slots for LACRALO members to participate as panelists in SSGI.

At-Large Policy Advice Development Writing Course/Workshop - Final



Our goal is to increase the skill set of At-Large members in the ICANN policy and policy advice comment process. This would facilitate their ability to draft effective, well-crafted policy advice statement for both ALAC contributions to the ICANN Public Comment process as well as increase the individual contributions to ICANN Public Comments.

We are requesting a course consisting of a series of sessions, including a combination of a face-to-face (f2f) workshop and online modules, led by key subject matter experts within At-Large with approximately 25-35 participants with up to 4 At-Large subject matter experts.   

The course would require the design and creation of an online, using ICANN LEARN, and f2f At-Large Policy Advice  Development Course/Workshop, designed to develop skills within the At-Large community to prepare policy advice comments, provide constructive and critical feedback on policy issues and learn more about the policy shepherding process at ICANN.

The online course would be used as a perquisite for At-Large members attending the third At-Large Summit (ATLAS III) during ICANN66 in Montreal. The f2f workshop, held during ATLAS III, would be offered to those who wish to improve their policy advice development writing skills.   

This course is closely connected to Issue 2 of the At-Large Review Implementation Plan that focuses on increasing the policy engagement of At-Large members, ALS members and individuals.

ICANN has funded the creation and delivery of a Policy Writing Course for NCUC.

The NCUC course was structured into two parts.  Two separate remote webinars, one hour each and a face to face meeting in San Juan, PR during ICANN61.  Forty people attended the two webinars and unknown f2f attendance.  Without a post survey isn't unknown on what parts they liked or disliked.

To realize an authentic “One Internet, One World” all must be at the table.  Until recently, American Indians and Alaskan Natives were not at the table, much less, a part of the conversation.  Native Public Media, Inc. (NPM) is the inaugural Native American member in the ICANN At-Large Community and advocates for the interests of 573 federally recognized tribes in the United States.  It is important that the Native American stakeholders are present not only to educate and engage others in the decision-making process and to create relationships that ignite unique idea generations that benefit all at ICANN meetings, but ultimately, to share with those represented in their indigenous communities.  

Most assume that a developed country like the U.S. would have close to 100% Internet access rates.  The reality is quite the opposite in certain demographics, such as Indian Country.  In the United States, broadband penetrates less than 10% of Indian Country, according to anecdotal data provided by the Federal Communications Commission.  One in three families on some tribal reservations have access to analog telephone and only 59 of 573 tribes are licensed to operate a radio station.  With slim access numbers like these, it is important that Native American stakeholders are a part of the discussion, so all realities are included when decisions are made.

As an information hub for tribal nations, it is imperative that we continue to build on the momentum created in 2016, the Global Indigenous Fellowship, and essential to return back to the original focus of engaging Indigenous peoples from North America.  In an era where broadband and the Internet are core to the world’s economy, education, public safety, and general well-being, it is crucial that populations that are the most invisible, unserved or underserved are represented at ICANN.  The next win-win step is for NPM to build a critical mass of Indigenous representations and engagement on the international forums that ICANN provides.

NPM requests a commitment to equally support Indigenous Fellowships within the framework of the ICANN Fellowship program.   NPM seeks travel support for two Indigenous Fellows to attend ICANN66 November 2-7, 2019 in Montreal, Canada; and the ICANN67 Community Forum, March 7-12, 2020 in Cancun, Mexico.

Additionally, NPM requests the North American Indigenous Fellowship be mentored at ICANN by an indigenous representative.

Q. How does this request build on the previous indigenous fellowship program?  

A. While this proposal is scaled back to indigenous applicants from Canada’s First Nations and the U.S. American Indian Tribes and Alaska Native Villages, it still has the same vision and mission.  The vision is that indigenous people share the power of digital self-governance.   Our mission is to support the Internet self-governance of Canada’s First Nations and U.S. American Indian Tribes and Alaska Native Villages.  As such, the vision is all inclusive.  However, the mission is scaled to specific indigenous communities Native Public Media already works with and supports.  “Scaling” is about how much NPM can bite off and chew dependent on human and financial resources.

Q. How would the graduates of the first program feed into this new program?

A. The alumni of the first program are all excellent candidates to help foster and mentor the program.  

Q. What have the indigenous fellows/mentors from the initial program done to promote At-Large and ICANN in their communities since their time in the program?

A. I am only familiar with the post activities of the Native fellows.  April Tinhorn (Hualapai Nation) has gone on to engage her Native and entrepreneurial intellect with the ICANN business sector and visited China and other places in 2018.  Valerie Fasthorse (Coeur D’Alene Nation) is the Coeur D’Alene Tribe’s Information Technology Director and has used her ICANN experience as a fellow to direct her Tribe to engage at an increased level in telecommunications and Internet self-governance.  Chyloe Healy (Kainai First Nation) participated in the 2018 Rights Con and spoke about the fellowship and continues to work on behalf of Canada’s First Nations as a data analyst at the Alberta First Nations Governance Centre.  Native Public Media continues to inform the National Congress of American Indians of the ICANN fellowship often in cooperation with former fellows.

Q.Also, I believe that the Fellowship is now open to indigenous communities within North America.

The NPM proposal specified Canada’s First Nations and the U.S. American Indian Tribes and Alaska Native Villages.

Could indigenous people apply to the existing Fellowship Program?

I’m guessing that this question is whether other indigenous peoples can apply beyond the U.S Tribes and Canada’s First Nations.  A more global approach would be up to ICANN.  

At Native Public Media, we are focused on a scaled approach so that the fellowship works in a way that will allow us to track past Native alumni and whether their contributions to Tribal and First Nations is impactful.  

If ICANN decides that a more global approach is desired, internal mechanisms at ICANN that can help to track and ascertain how question number 1 can be answered, will have to be established.  NPM as an ALS is willing to help track the indigenous communities we have specified in our current proposal but we are not set-up to track on a higher international scale.

Q. Could we ask that the graduates of the initial program work with the new At-Large Fellowship Selection Committee representative (Alfredo Calderon) to ensure that indigenous people are considered for Fellowships?

A. A question for ICANN.

Second North American School of Internet Governance (NASIG) - Final




To organize and deliver the SECOND NORTH AMERICAN SCHOOL OF INTERNET GOVERNANCE (NASIG) two days before the commencement of ICANN Montreal  on October 31 and Nov 1, 2019. This would be a two-day capacity building event to provide in-depth knowledge of Internet Governance (IG) issues to an approximately 40 individuals from ATLARGE. It will consist of 10 sessions covering IG topics that will be surveyed early in 2019 to determine and prioritize the topics to be covered.

The SECOND NASIG is our second year and the only  School of  Internet Governance in North America. 

We are requesting travel, lodging and per diem support for a minimum of 6 speakers which will augment the pool of local speakers. We will strive to find speakers that will be already supported by ICANN to participate in the ICANN 66 meeting in which case only lodging and per diem support will be required for the additional days.  We also request the two extra days of accommodation for the  students who are attending ATLAS lll after the event.

The NASIG  will be held Oct 31 and Nov 1, 2019

This is two days before the initiation of the ICANN 66 (November 3-8, 2019). . There will be opportunities for Q&A, coffee breaks (morning and afternoon), lunch and social events

A closing reception will occur on Nov 2 as a closure of NASIG and the launch of  ATLAS 3.
