January 2014 Report to the ALAC Meeting ~ during the ALAC Meeting  on 28 January the following item will be discussed and resolved which should be a final adjustment to the new Rules of Procedure for the ALAC.

At this meeting the ALAC voted in favour of the resolution as follows:  The Resolution was passed and the new Rule added.

PLEASE NOTE: The Committee work of the At-Large Rules of Procedure Working group on the new 2013 ALAC ROPs is in the main suspended, with the ALAC having recently voted on the last of the required Adjunct Documents during October 2013 which then turned these already endorsed ROPs into Active and Current Rules for ALAC operations.

However an additional adjunct document is still currently being worked upon by a subsection of this WG the At-Large Metrics Sub Committee (AM-SC) whose work is ongoing and can be found reported  here.

Report to the April 2013 ALAC Meeting:

ALAC has adopted the new Rules Of Procedure in early April (see below) and their is residual work now being done relating to the 'Adjunct Documents' (ADs) referred to in these new ROPs. Once these ADs are completed and adopted by the ALAC the new ALAC Rules of Procedure will be fully in force.

MOTION

Whereas the current ALAC Rules of Procedure dates back to 2007, at the very start of the formation of the current RALO-based At-Large Community;

Whereas experiences of the ensuing six years had shown that an overall review was required;

Whereas a project to review and re-write the Rules of Procedure has been underway since April 2012, and that this project has involved extensive study, discussion and drafting by ALAC members and others from all ICANN regions;

Whereas the ALAC/At-Large Improvements Implementation Project Plan recommended a number of required changes in the ALAC Rules of Procedure;

Resolved that the Draft ALAC Rules of Procedure dated 27 March 2013 (https://community.icann.org/x/BqFwAg) be adopted to replace the current ALAC Rules of Procedure (Document number AL/2007/1/1.Rev 11). The new Rules will take effect as soon as Adjunct Documents RoP-Adjunct-01, RoP-Adjunct-03 and RoP-Adjunct-04 referenced by the proposed Rules of Procedure have been approved by the ALAC.

Report to the March 2013 ALAC Meeting:

It is with enormous pleasure and great thanks to those who contributed so much to our progress, that the ALAC new Rules of Procedure WG has this month passed onto the ALAC final drafting of our proposed ROPs for their Review Adoption and Endorsement.

During the first three months of 2013, the  ALAC Rules of Procedure Review Work Group (ROP-WG), has met severally as Drafting Teams for sections and Jointly with our members and particularly the pen holders and main reviewers, engaged in the final completion phase of the new ALAC Rules of Procedure draft in their capacity as ROP-WG Drafting Team members.  please  see the new DRAFT Rules Of Procedure for ALAC consideration Wiki page for further details.

Most recently with the invitation and announcement  inserted below a Special Meeting of the ALAC was held via teleconference  to discuss these proposed Rules after an online Review period.The Wiki page for this meeting is found at https://community.icann.org/x/WpVwAg.

At this meeting it was deemed necessary to allow a short additional time for comments and input from ALAC  and the results of this and the deliberations at the meeting of 19 March have resulted in a version 71 of the Draft new ALAC Rules of Procedure being presented for discussion as recently distributed in email to the ALAC and also found here

Dear All,

As per a previous discussion and agreement of the ALAC on 22 January 2013, the ALAC will be holding a single purpose teleconference call to discuss the proposed version of their NEW Rules of Procedure (RoPs) before a Call to Vote to Ratify and Adopt these (or not) which is to be conducted online and prior to the 46th ICANN Meeting to be held in Beijing 7-11 April 2013.

This special meeting of the ALAC, which is open to all members of the At-Large Community, especially RALO Leadership and ALS members, is now announced. This call will be held on Tuesday, 19 March 2013 at 2100 UTC (2100 UTC =1400 PDT, 1700 EDT, 2200 CET, 5am Hong Kong (+1 Day) and 8am Sydney (+1 Day). FR and ES interpretation has been confirmed for this meeting.

All Members of the ALAC and members of the At-Large Community are requested to RSVP their attendance at this call to At-Large Staff (staff@atlarge.icann.org) indicating if they will be joining one of the interpreted channels.

Background on these proposed new ALAC RoPs and opportunity for final ALAC review:

This final version of the new ALAC RoP (see: https://community.icann.org/x/VoYi and attached) is the product of an extensive process carried out by some 33 members of the At-Large Community (ALAC Members, formal Regional representatives as well as individual ALS and RALO members of the At-Large Community who volunteered to the ALAC Metrics and RoP Review WG(s).

These volunteers have, in face-to-face and teleconference meetings of the Working Group (WG) as a whole and of the new Rules section Drafting Teams (DTs), committed well over 500 person-hours in review of the current RoPs and support material including previous versions, discussion of all rules merits, and in drafting of and editing this new Rules proposed text. A summary of who participated in the various RoP meetings can be found at: https://community.icann.org/x/SgoQAg.

In addition, and unfortunately difficult to measure and capture, is an extraordinary amount of time spent by the WG's Drafting Teams (DTs) leadership and section pen-holders (noting each DT was in itself, like the RoP Review WG as a whole, a deliberately regionally balanced group) and even more hours and effort again contributed by several current and previously serving ALAC Members during the final stages of integration and editing of the version you are presented with here.

The majority of the ALAC has been directly involved with the Rules of Procedure WG and DTs’ activities and in several cases served as Leads and/or Pen-Holders for the discussion and drafting, and therefore it is unexpected and doubtful that any significant or substantial omissions or edits will be proposed for discussion either at or before the conference call. Also it is recognised that the ALAC has at its regular meetings been continually appraised of the progress of this Rules Review and also that all business of the Review WG/DTs has been done in an open and transparent manner with archives and records being held and publicly available on the relevant ALAC wiki pages.

It must also be noted by the ALAC as a whole and by the wider At-Large Community in general, that virtually every concept and issue relating to these proposed new ALAC RoPs was discussed extensively, prior to any drafting, and often reviewed line by line, mostly over several visits / revisits at several meetings. Anything that was even slightly controversial or where people had differing views was debated and in virtually all cases, what has ended up in these Rules has a strong consensus of those working on the original drafting team and the final reviewers.

It is also important to note that several of the 'Adjunct Documents' referred to in these new Rules are not as yet completely finalised nor have they been reviewed (as such) by the ALAC. However, they are all to be drawn from existing ALAC policy and practices and will be shortly available. The vote for the adoption of these new ALAC RoPs does not need to be delayed until they are prepared and circulated, but rather the new RoPs will not come into effect until those Adjunct Documents are all approved by the ALAC.

Specific details on the ALAC vote plans and procedures relating to these new ALAC Rules will be discussed during this special ALAC meeting on 19 March 2013, but it is our hope that the vote can commence shortly after the ALAC monthly call on 26 March 2013.

Monday 16 April 2012 Combined ALAC ROP Review and At-Large Metrics (Sub) Working Groups

The first Rules of Procedure Working Group teleconference - INCLUSIVE of the Metrics Working Group - was held on Monday 16 April 2012 at 1800 UTC.

This meeting was well attended with members form both the ROPs and Metrics Sub Team and we covered matters of Background and history of Rules and rule versions in At-Large and ALAC as well as to discuss mechanisms for the review (section by rule section with options for new sections to be added as well as integration and synthesis opportunities / rationalization discussed, and an outline a way forward towards our reporting points at Prague was discussed. It should be noted that work will be focussed on the use of the wiki as a tool for review ( with a general suggestions page to be created as a catch all space ) and with all sections at least initially being analysed and commented on in parallel.

Meetings of the ROPs WG are planned to alternate with that of the Metrics Sub Team, PROPOSED to be held on Monday May 7th time (TBD noting proposal for rotation of times); as well as those of the 'parent' ALAC Improvements Implementation Task Force ( AII-TF)

To that end we should note that the next Taskforce Working Group call has been rescheduled to  Monday 30 April 2012 at 1800 UTC.
