  Judith Hellerstein:how do we vote?
  Evan Leibovitch:here
Heidi Ullrich:@Judith, only ALAC members vote
  Heidi Ullrich:Reports: https://community.icann.org/display/atlarge/At-Large%20Reports%20from%20WGs,%20RALOs%20and%20Liaisons
Judith Hellerstein:So if I understand this all ALSes do not vote on new ALSes. Only people who are members of this particular committee
Olivier Crepin-Leblond:The ALAC votes on new ALSes
Olivier Crepin-Leblond:so it's the 15 members of the Committee
Judith Hellerstein:So is this call for all ALSes or just for the 15 member committee?
  Heidi Ullrich:@Judith, correct.
Dev Anand Teelucksingh:@Judith, anyone from At-Large can attend. However, if there are any votes to be taken, it would be the 15 member ALAC

The major activities related to the prparatory work for SIngapore meeting, particularly APRALO Showcase. We were able to find sponsorship of about 6.000USD and we have planned several really interesting activities during the showcase and we all are lookin forward to see all of you in Singapore. We will also sign an official MOUS with APNIC and APTLD during the showcase. So there will be a lot of business and fun. And don't forget to wear something red for the Showcase :)) we all will celebrate APRALO Diversity! We are also in the process of finalizing several trips requests for CROPP and FY15 budget requests to be submitted soon. All other updates are in the link: https://community.icann.org/display/APRALO/APRALO+Monthly+Reports+2014.

  Siranush Vardanyan:he is, Cheryl :)

Matt Ashtiani:Second Accountability and Transparency Review Team (ATRT 2) Final Report & Recommendations - https://community.icann.org/x/gYLFAg
Heidi Ullrich:Staff have sent the following reminder on ALAC-Announce: Please note that the vote on ALS Applicant (187) ISOC Kenya has been extended until 4-March-2014 23:59 UTC.
Heidi Ullrich:If you have not yet voted on this application, please could you do so prior to the deadline?
Evan Leibovitch:And yet... Nobody seems to care that dot-com and dot-co coexist without problem (that anyone will admit to)
Fatima Cambronero:@Dev I offer my collaboration
Alan Greenberg:Why is it that we all want to use that word??
Dev Anand Teelucksingh:I will try ;-)
  Dev Anand Teelucksingh:@Fatima, thanks
  Fatima Cambronero:you're welcome @Dev
Evan Leibovitch:Ah, just in time for me to have connectivity
Leon Sanchez:I think ALAC should definitely post a public comment on this issue
Evan Leibovitch:I can answer questions by text
Evan Leibovitch:Note: this is intended as AN ICANN wide PCP, not just an ALAC one
Evan Leibovitch:it also comes from the analysis that the PIC process has turned out to be useless
Matt Ashtiani:At-Large Policy Advisory Boards for gTLDs Proposal Workspace - https://community.icann.org/x/xwvRAg
  Olivier Crepin-Leblond:Thank you Matt!
  Matt Ashtiani:no problem! :)
Evan Leibovitch:ALAC will undertake what the Board refused
Evan Leibovitch:The very definition of bottom up
Evan Leibovitch:The whole explanation Olivier speaks of is described in the "rationale" part of the proposal
Dev Anand Teelucksingh:indeed,  a warm bucket of spit
Alan Greenberg:Warm = fresh - to get overly graphic.
Evan Leibovitch:No Alan, it is the spit that is warm, not the bucket
  Siranush Vardanyan:we can, Olivier
Dev Anand Teelucksingh:can zoom and scroll
  Rafid Fatani:yup on both accounts
  Evan Leibovitch:"bucket of warm spit"
  Jean-Jacques Subrenat:JJS
  Evan Leibovitch:I move to adopt
Leon Sanchez:I move to adopt too
Roberto:I suggest "step away" for abstension
Evan Leibovitch:Thanks to everyone supporting this
  Sandra Hoferichter:mee too
Heidi Ullrich:@Olvier, what is the timing for this PC?
Evan Leibovitch:Please  confirm the next steps
Evan Leibovitch:IMO don't need another vote
Evan Leibovitch:we don't need to endorse before sending it for PCP
Evan Leibovitch:We do not need a vote to endorse. Please move forward as is
Evan Leibovitch:Please read this for the record.
Heidi Ullrich:Two public comments: board director process and the R3 White Paper
Alan Greenberg:That's a new hand for me
Evan Leibovitch:The point is to get public comment and then incorporate them, and then have ALAC vote on the result
Evan Leibovitch:Cheryl: this topic is on the agenda for the ALAC / GAC meeting
Cheryl Langdon-Orr:yes would not want that not enough time matter to happen again if not advance planned...Thanks
Heidi Ullrich:The GAC/ALAC meeting will be a leadership only meeting
Evan Leibovitch:It may not be full support from the GAC, just as it has strong... But not universal... support within the business constituency
  Alan Greenberg:I remember
Olivier Crepin-Leblond:The GAC is *very* divided, it seems. Hot topic.
Gisella Gruber-White:@ All - Please mute your lines when not speaking to avoid interference
Evan Leibovitch:Agree with Alan, by all means do translations but DO NOT WAIT for them
Cheryl Langdon-Orr:glad to see we can still agree on Process and Precedence Alan :-)
Jean-Jacques Subrenat:Just a reminder about GAC: division results in "no joint statement", so "no action". GAC has to be unanimous to take a position.
  Dev Anand Teelucksingh:https://community.icann.org/display/alacpolicydev/At-Large+Related-Issue+Compliance+Submission+Process+Workspace
  Heidi Ullrich:DRAFT statement: https://community.icann.org/display/alacpolicydev/At-Large+Related-Issue+Compliance+Submission+Process+Workspace
Heidi Ullrich:I've been informed that Bulk submissions are now increased to 300
Evan Leibovitch:There may be no GAC statement, but perhaps individual members may endorse
Jean-Jacques Subrenat:@Evan: sure, but that is different from GAC Advice. The Board has the obligation to consider only the latter.
  Evan Leibovitch:I second
Heidi Ullrich:Hi All, this is Ariel's first vote recording! Please give her a bit more time :)
Evan Leibovitch:Watch what you say. This is ICANN; the string "Red Cross" may be protected
Alan Greenberg:Compiance decision moved by ALAn, seconded by Eduardo, Evan and JJS.
  Heidi Ullrich:Well done, Ariel!
  Evan Leibovitch:Congratulations Aries!
  Evan Leibovitch:Ariel. Darn spell check
  Ariel Liang:Thank you everyone!
  Ariel Liang:i am still slow
  Ariel Liang:but will improve
  Fatima Cambronero:welcome Ariel! :)
Matt Ashtiani:i will update both records
  Ariel Liang:Thank you Fatima!
  Heidi Ullrich:Thanks, Dev!!
Dev Anand Teelucksingh:The email from Holly Raiche for the AC chat record : Hi EveryoneThank you Olivier for reminding us about the votes.   I have apologised - I'll be on the Privacy/Proxy WG call at that time.  I note there are no action items against my name.  And you can cast my vote in favour of both the Public Advisory Boards and on the compliance statement, with Garth's addition to the statement (or something similarly worded)
  Heidi Ullrich:https://community.icann.org/pages/viewpage.action?pageId=43985516
Cheryl Langdon-Orr:Sophia has rights to speak does she not OCL??
  Heidi Ullrich:Monday: https://community.icann.org/pages/viewpage.action?pageId=43985506
Olivier Crepin-Leblond:If Sophia wishes to be trasncribed, she'll have to be included in the list of attendees
Jean-Jacques Subrenat:where's the gala scheduled in Singapore?
Cheryl Langdon-Orr:she probably should be as one of our Youth Representative Advisors (she will of course soon have Eloisa  officially joining her :-) :-) :-)
Wolf Ludwig:@Staff: sorry -- my line got dropped out?
  Gisella Gruber-White:@ Wolf - checking
Gisella Gruber-White:@ Wolf - dialling you back
  Wolf Ludwig:Thanks!
Heidi Ullrich:@JJS, we can look into where the gala is.
Jean-Jacques Subrenat:@Heidi, thanks but no rush.
  Heidi Ullrich:ok
  Jean-Jacques Subrenat:yes PICs
  Tijani BEN JEMAA:Dropped
Gisella Gruber-White:@ Tijani - calling you
  Sandra Hoferichter:will do
  Cheryl Langdon-Orr:also dropped off call
  Gisella Gruber-White:@ Cheryl - dia;lling
  Cheryl Langdon-Orr:back
  Heidi Ullrich:Thanks, Sandra!
Dev Anand Teelucksingh:Tijani, when will the Meeting Strategy Report be released for public comment ?
Dev Anand Teelucksingh:during Singapore or before ?
Jean-Jacques Subrenat:well, this is my message to Olivier: meeting the Board, the ALAC should find out the Board's view on the whole list of important meetings, starting with Sao Paolo
Dev Anand Teelucksingh:When will the Meeting Strategy WG Report be released for public comment?
  Jean-Jacques Subrenat:thanks.
  Olivier Crepin-Leblond:JJS: thanks!
Jean-Jacques Subrenat:Sorry I have to sign off now.
  Jean-Jacques Subrenat:Goodbye all!
  Heidi Ullrich:ATLAS II workspace: https://community.icann.org/pages/viewpage.action?pageId=39420675
  Dev Anand Teelucksingh:Goodbye Jean-Jacques
Heidi Ullrich:For the ALAC and Regional Leaders, if you have not yet booked your ticket to Singapore, please could you do so as soon as convenient?
Heidi Ullrich:The first newsletter will be posted after Singapore. Dev is leading the content of the newsletters
  Fatima Cambronero:congrats @Eduardo :)
Sebastien:Do I need ot leave the call for that topic?
Olivier Crepin-Leblond:No Sébastien, it is only the timetable of the process
Olivier Crepin-Leblond:no discusison of candidates or whatever.
  Sebastien:Thanks
  Olivier Crepin-Leblond:whatever that affects candidates
  Sebastien:Better to ask
Cheryl Langdon-Orr:I think not Sebastien this is all public info and effects you no more than Evan or Alan
Cheryl Langdon-Orr:I was too slow to type and send
Oksana Prykhodko:Did any RALO replace voters?
Heidi Ullrich:@Oksana, do you mean add candidates/
  Heidi Ullrich:?
Heidi Ullrich:If that is what you mean, no candidates were added to the BCEC slate of 5.
Maureen Hilyard:EURALO and NARALO have to find alternate voters for  those of their members who are now candidates
Oksana Prykhodko:@Heidi - no, voters - JJS, Evan, Alan
Oksana Prykhodko:or anybody else in the past
  Dev Anand Teelucksingh:RoP : https://community.icann.org/download/attachments/47255334/RoP_new%20rule%2019_Seat%2015%20Board%20selection%20procedures.docx
Heidi Ullrich:@Oksana, NARALO will begin their vote to selecte replacements
Heidi Ullrich:EURALO - Wolf will let us know how he wishes to proceed
Alan Greenberg:No similarity in my mind as not allowing BCEC to vote was not have people who selected candidates for seat 15 to vote on that same slate.
Oksana Prykhodko:@Heidi - so, it has to be voting?
  Alan Greenberg:Bizarre is the word.
Dev Anand Teelucksingh:19.11.1 is the rule regarding electorate's proxy
Heidi Ullrich:Not necessarily, Oksana; I believe
Alan Greenberg:When is first vote scheduled?
  Oksana Prykhodko:thank you, Heidi
Dev Anand Teelucksingh:But doesn't At-Large ALS have wiki accounts ?
Dev Anand Teelucksingh:But, doesn't all ALSes have wiki accounts?
Alan Greenberg:Singapore too late for first round
Cheryl Langdon-Orr:BIZARRE in my personal view outcomes for these "new" BMSPC. "contributions" to process that is the most polite thing I can say
Maureen Hilyard:The Wiki was considered as the option for the first round enquiries because it is before Singapore
Maureen Hilyard:And it was mentoined that an appropriate slot for  second round candidates to meet with the electorate was an issue to be followed up
Oksana Prykhodko:Everybody can send questions and answers to staff, and staff can post it on Wiki
Fatima Cambronero:I will move to the Adobe, I don't need dial-up @Gisella. Thanks
  Gisella Gruber-White:Thank you Fatia
  Gisella Gruber-White:Fatima
Cheryl Langdon-Orr:believe me I will be asking HOW our reps have acted in the AP Regions best interest in this
Cheryl Langdon-Orr:so Siranush please take note of that
  Siranush Vardanyan:noted, Cheryl
  Cheryl Langdon-Orr:thank you dear
Dev Anand Teelucksingh:I suspect most, if not all, ALS representatives have wiki accounts, also an email address could be used to capture questions which could be posted to the wiki
  Olivier Crepin-Leblond:https://community.icann.org/display/atlarge/At-Large+FY15+Budget+Development+Workspace
  Heidi Ullrich:FY15 : https://community.icann.org/display/atlarge/At-Large+FY15+Budget+Development+Workspace
Heidi Ullrich:two RALO requests to date
Silvia Vivanco:PLEASE NOTE: RALO REQUESTS SHOULD BE SUBMITTED TO AT-LARGE STAFF AT: staff@atlarge.icann.org RATHER than to controller@icann.org
Heidi Ullrich:the template has been updated to include the At-large staff email for RALOs to mail their requests to
Cheryl Langdon-Orr:do you have an audit that proves that and more importantly evidance they have all EVER (even once)  been active?   and Dev remember I am a wiki use fan and proponents
Evan Leibovitch:I just dropped off the call. Do I hear right that there are to be NO f2f or debates?
  Cheryl Langdon-Orr:amazingly you did
  Heidi Ullrich:Regional trips, that is
Alan Greenberg:Never was plan for debates (although I would like that idea).
Heidi Ullrich:or for trips that require a booth, registration fees, etc.
  Heidi Ullrich:CROPP: https://community.icann.org/pages/viewpage.action?pageId=43982055
Evan Leibovitch:This is TOTALLY ANTI DEMOCRATIC.
Wolf Ludwig:EURALO should be submitted today -- later evening!
Oksana Prykhodko:I also like the idea of debates - we did not discuss this option yesterday
Oksana Prykhodko:@Tijani - is it possible to organize such debates?
Heidi Ullrich:@Wolf, the proxies for the Board Director votes?
Dev Anand Teelucksingh:@Wolf  - I assume you're referring to the CROPP RT, looking forward to that
Heidi Ullrich:ah, of course, Dev! Thanks!
Wolf Ludwig:Yep, was referring to CROPP!
Maureen Hilyard:I checked my notes, and you are correct Oksana, the BMPSC did not discuss very much about what was to occur in Singapore because we were unsure of the voting date and time and didn't know if we could fit a session in with the second round candidates. Most of the meeting focused on proxies and the voting process for the first round. A second round session offering f2f with candidates was to be followed up.
Roberto:For the record, last week at DomainPulse Sally Costerton as keynote speaker stressed the point about ICANN's internationalization as being a top priority
  Oksana Prykhodko:Thank you, @Maureen
Cheryl Langdon-Orr:/ well considering Proxy  rules that we have in the new RoP's specifically do NOT refer to seat 15 processes THAT was a good use of your time I must say *sigh*
Alan Greenberg:Only reference to Proxies is in section 12 on "Decisions of the ALAC"
  Cheryl Langdon-Orr:indeed Alan
  Cheryl Langdon-Orr:deliberately so
Oksana Prykhodko:@Cheryl - we did spend a lot of time for proxy and replacement, and there is no decision for the procedure in EURALO
Evan Leibovitch:As usual, it is necessary in ICANN space to discern cosmetic moves from real shifts of power. All the global ICANN meetings that have been held have not translated into the MSM being fully globally representative.
  Judith Hellerstein:Who is speaking now?
  Evan Leibovitch:Olivier
  Judith Hellerstein:thanks!!
Roberto:That things move is not necessarily a bad thing
Dev Anand Teelucksingh:@Alan Rule 19.11.1 - All votes must be by secret ballot. Votes may be cast electronically, in person, telephonically or some combination thereof. For votes cast in person or telephonically, the services of a trusted third party will ensure the secrecy of the ballot. Proxies are allowed only in accordance with explicit BMSPC rules governing their use.
Judith Hellerstein:So crop is continuing for the next year. That is good to hear
Sebastien:Olivier if you want me to say something I am available
Roberto:... after years of complaining about the fact that things do not move at all
Olivier Crepin-Leblond:Sébastien -- if saying something helps ease the fears...
Evan Leibovitch:That things move is a good thing. When things are done to pretend movement when in fact the status quo is maintained, that is NOT a good thing.
  Sebastien:I don't know but I can try ;)
  Roberto:@Evan Agree
Evan Leibovitch:Spending money to move staff is relatively easy. Evolving a global perspective that is not domain industry biased...  not so easy.
Alan Greenberg:@dev yes, you are correct.. I forgot that.
  Sebastien:i am out
Dev Anand Teelucksingh:@Cheryl, but this is explicitly under 19. Procedures for Making the Selection to fill Seat 15 on the ICANN Board
Alan Greenberg:Given that, I hope only DIRECTED Proxies.
Olivier Crepin-Leblond:and I've been dropped as well!
Olivier Crepin-Leblond:terrible end to the call. I think it's time to wrap up
Heidi Ullrich:did you wish Seb to continue?
  Oksana Prykhodko:dropped
  Alan Greenberg:Good sound effects!
Fatima Cambronero:it a signal to finish the call ;)
  Dev Anand Teelucksingh:;-)
Siranush Vardanyan:sorry, need to leave the call now. Thank you all and bu

  Oksana Prykhodko:bye
  Siranush Vardanyan:bye
Olivier Crepin-Leblond:We have another 5 minutes. Apologies for the length of the call but these are important matters
Fatima Cambronero:yes @Olivier, no problem, I am joking about the technical problems :)
Olivier Crepin-Leblond:I know it is a sign for us to end the call soon :-)
  Heidi Ullrich:Ariel Liang: http://www.icann.org/en/about/staff/liang-ariel.htm
  Heidi Ullrich:Congratulations, Ariel! You've survived
  Leon Sanchez:Well done Ariel!

Matt Ashtiani:thanks, everyone! don't worry, i am not leaving, you are just gaining a friendly face in a new place!
  Ariel Liang:Thank you everyone!!
Dev Anand Teelucksingh:;-) maybe we need to have more than one ALAC meeting a month ;-)
