All RALOs are to look at the ALS application form so as to ensure that it is accessible and easier to use. Dev Anand Teelucksingh, Garth Bruen, Holly RaicheGlenn McKnightAziz Hilali, and Wolf Ludwig will work on this task.

Matt Ashtiani is to work with the At-Large community on the development of a Beginner's Guide for the ALSes with the aim of producing it by the Buenos Aires Meeting.

  1. METRICS WORKING GROUP - CONSULTATION RE RALO METRICS AND EXPECTATIONS

    Just to remind you of the work of the METRICS WG - we have been tasked to look at  performance indicators of the three levels of the At Large system -  ALSes, RALOs  and the ALAC.

    MY FIRST FOCUS - RALOs

    • Through the Secretariats, I would like to concentrate first of all on the RALOS and the challenge of standardising  their performance expectations.  In this way, as for any organisation, we can ensure a consistent standard of accountability, efficiency and effectiveness across all the RALOs, and ultimately, an expectation of accountability and consistency from our ALSes
    • A challenge has been identified by the fact that each RALO has its own MOU with its regional community; its own set of operating principles; and  in some cases, detailed rules of procedure (based on those of ALAC). 
    • One RALO has very strict expectations of its ALSes and actual lists the measures of performance that ALSes must comply with or lose their voting rights. Yet the same RALO has no metrics to assess the performance of ALAC members - their representatives on a major decision-making body. 
    • What are your expectations of the accountability of your RALO appointees to the ALAC?  

    METRICS FOR RALOs

    • In order to measure the effectiveness of our RALOs, our ALSes, and our appointed representatives, the metrics we use must be reliable and must be able to be used and understood in a  consistent way, right across the RALO system.
    • Metrics must be meaningful and achievable (not too many).  It is also important that through our metrics we achieve a standardised format of responses from individual ALSes and RALOs.
    • What should be measured? How? And why?  Could these expectations be blanketed under a generic list across the RALOs?  Can SMART measures be ascribed to these expectations?
    • Would it be unreasonable to seek a more generic set of RALO objectives and operating principles - which would bemeasurable and  would produce consistent data which could be used for analysis?

    OTHER QUESTIONS FOR RALOs

    • How long is it since your MOU and operating principles were reviewed? Do your review criteria use metrics of any kind?
    • What are the targets and benchmarks that you think should be used to assess the performance of RALO objectives?
    • Who will be in charge of recording these metrics assessments, and reporting on them?  The RALO Secretariat seems the logical holder of these responsibilities
    • When you are reviewing your RALO ROP, it would be helpful to insert a set of expectations and  metrics into the document from the outset. 


    It would be very helpful if by Buenos Aires, the  METRICS WG could get some feedback on these questions  from individual RALOS, individual Secretariats, as well as the collective Secretariat group.  We would like to prepare our final paper before Singapore.
