    In column 4 (TOTAL), of the 171 million inn total expenses, first four items are all related to personnel, internal and external, and the cost of their travel and meetings, and only a million is shown as Capital, ICANN needs to be generous in its budget for people and in facilitating ease of work, but only a million on Capital sounds disproportionate.  Are Capital outlays and allocations for any infrastructure shown in a different sheet?
