Terri Agnew:@Alan will get this posted
Terri Agnew:Welcome Leon Sanchez
Leon Sanchez:Hello and apologies for lateness
Terri Agnew:trying to find the line
Alan Greenberg:Trang Nguyen is the person reporting on and presumably overseeing the transition implementation process
Terri Agnew:Welcome Harold Arcos
Alan Greenberg:https://www.icann.org/profiles/dai-trang-nguyen
Harold Arcos:Thanks Terri, Hi all
Alan Greenberg:sure
Terri Agnew:CCWG Accountability: https://community.icann.org/x/ogDxAg
Leon Sanchez:Thanks Alan, you are right
Leon Sanchez:The consensus claim was about people being able to take the proposal to their constituencies for consideration, not on the recommendation itself
Leon Sanchez:and then it all got mixed up
Terri Agnew:Seun is back on audio
Leon Sanchez:I couldn't understand either
Olivier Crepin-Leblond:How real is this threat of all ACs being outside the community powers?
Terri Agnew:Seun would like to be put in queue
Olivier Crepin-Leblond:Yes -- it is the full community powers
Olivier Crepin-Leblond:@Terri -- noted - th
Terri Agnew:We are trying to dial back out to Seun, will alert you once he has rejoined
Olivier Crepin-Leblond:The Board has to give preferential treatment to GAC advice *but* the future Boss of ICANN is not the Board, but the Community Powers
Terri Agnew:Suen has asked me to pass along the following: due to the poor audio signal, he will not rejoin the rest of the call.
Cheryl Langdon-Orr:thanks Terri
Terri Agnew:from Seun: There is no reason to not allow GAC defend herself, especially since GAC only has one single vote and that vote can't exercise any power. If there is need to increase the threshold to rejecting board's action on GAC advice then we could do that. We should not make them not be able to participate in the decision making at all. I have discussed this with people privately and the only reason they gave is that GNSO will not pass the proposal. Nobody is considering GAC at all. I think it will be in the interest of internet user not to loose this little influence of an advisory committee.
Olivier Crepin-Leblond:I think that Tijani is using the MIC from his computer - he sounds a little far away from the MIC
Terri Agnew:ALAC & GAC Meeting , Tuesday, 08 March 2016
Olivier Crepin-Leblond:Thanks @Terri.
Olivier Crepin-Leblond:Re: Double Dipping - be careful of using such terms, as this is the favourite term in some GNSO quarters, that ACs perform double dipping by sending people in GNSO working groups
Cheryl Langdon-Orr:indeed OCL but the term was started use in this context by parts of the GNSO
Sébastien:From Board comments
Sébastien:Uniform Treatment of AC Advice The Board agrees with the CCWG-¬‐Accountability clarification that, if the Board takes action inconsistent with the Bylaws – even if that action is based upon following the advice of an AC – the Board can be subject to an IRP. To the extent that the CCWG believes that it is important to specifically identify this in the Bylaws, the text used should apply to all Advisory Committees, and not solely refer to the GAC.
Sébastien:What do we think about that as ALAC?
Eduardo Diaz:Not only thta but is the one that generates the most money to ICANN
Sébastien:Because cc decide not to participate in realy financing ICANN
Cheryl Langdon-Orr:hard to hear
Olivier Crepin-Leblond:Tijani sounds very far away from the microphone
Eduardo Diaz:JUst received this...Göran Marby, an experienced business executive and government leader has been named the next President and Chief Executive Officer of the Internet Corporation for Assigned Names and Numbers (ICANN).
Leon Sanchez:and the more the Board continues to interact as it has, the more expensive this whole excercise is going to become
Leon Sanchez:There is indeed Olivier
Leon Sanchez:Theresa Swineheart who conveniently sways responsibility on and off to ICANN and Co-Chairs as convenience fits
Harold Arcos:We could not even make it raises Sebastien F2F meeting.
Olivier Crepin-Leblond:+1 to all Cheryl's comments on Budgeting Costs
Olivier Crepin-Leblond:YUP -- I clearly remember this illusrious phone call :-)
Leon Sanchez:Bylaw drafting is not going to be cheap
Leon Sanchez:That was one of the answers indeed Alan
Cheryl Langdon-Orr:exacttly Leon
Eduardo Diaz:Somehow At-Large staff should be able to share At-Large costs early enough
Leon Sanchez:and there are a series of costs that are being added to the project that shouldn't really be there such as Staff costs or ICANN's own legal costs, for example
Cheryl Langdon-Orr:yup
Eduardo Diaz:@leon: I think that will depend on how they do there timecards. If staff charges by project ...there you go
Leon Sanchez:Thanks Sébastien :-)
Leon Sanchez:@Ed I tend to disagree because AFAIK staff does not charge by the hour so regardless of what they spend their hours working on, the cost is the same
Leon Sanchez:WS2 is going to be the center of CCWG's activities in Marrakech
Eduardo Diaz:@Leon: so the over cost has to do mostly with external consultation and extra meeting coordination
Leon Sanchez:Yes @Ed but even so, those costs could've been less if many factors were established beforehand
Eduardo Diaz:Agree
Terri Agnew:next CCWG ACCT Meeting Tuesday, 9 February at 12:00 UTC
Olivier Crepin-Leblond:Thanks @Terri
Terri Agnew:CCWG ACCT Meeting Tuesday, 16 February @ 06:00 UTC |
Leon Sanchez:I would suggest the 12
Gordon Chillcott:Thanks and bye for now
Cheryl Langdon-Orr:bye
Kaili Kan:goodbye!
Harold Arcos:bye all
