    • String Similarity Review Guidelines CPWG
      • In preparation for the New gTLD Program: Next Round, ICANN org developed detailed guidelines for conducting the string similarity review, which is conducted by the String Similarity Review Panel. The expanded scope of the review will include variant strings.

    b. Open Public Comments - Summary

    • Proposed Bylaws Updates to Limit Access to Accountability Mechanisms OFB-WG
      • ICANN org is seeking input on a proposed amendment to Section 4.1 of the ICANN Bylaws. The proposed Bylaws amendment sets out the process through which the ICANN community can limit access to ICANN’s Reconsideration Request and Independent Review Processes (collectively, “Accountability Mechanisms") in specific circumstances, and in a streamlined manner. The proposed amendment outlines thresholds for broad community consensus and procedural protections for use.

    • Review of the Draft Registry Service Provider (RSP) Handbook - New gTLD Program CPWG
      • ICANN org is requesting input regarding the Registry Service Provider (RSP) Evaluation Program, as described by the Draft RSP Handbook, specifically whether the handbook meets the intent of the policy recommendations of Topic 6: Registry Service Provider Pre-Evaluation of the SubPro PDP Final Report.

        • The CPWG has decided not to draft a comment for this public comment statement. 

    • Proposed Renewal of the Registry Agreement for the .XXX top-level domain (TLD) CPWG
      • ICANN org is looking for input from the community on ICM’s proposal to renew the legacy .XXX Registry Agreement (RA) using the base gTLD Registry Agreement (Base RA), and to remove the .XXX sponsorship designation. This proposed .XXX renewal agreement would closely align with the existing, similar concept .ADULT, .PORN, and .SEX Registry Agreements that utilize the Base RA form, as generic, non-sponsored, non-community, top-level domains (TLDs).

        • The CPWG has agreed to draft a statement for this public comment statement. 

    • Review of the Registry System Testing 2.0 Test Specifications and API CPWG
      • ICANN org is seeking feedback from the technical community on the proposed test specifications and API for Version 2.0 of the Registry System Testing (RST) service.

    Registries Stakeholder Group Charter AmendmentsOFB-WG

    The Registries Stakeholder Group (RySG) of the Generic Names Supporting Organization (GNSO) recently amended its charter and notified the ICANN organization of its request for approval by the ICANN Board. This Public Comment proceeding seeks input on proposed amendments of the RySG charter to inform ICANN Board consideration

    1. New gTLD Program Next Round IRT Update

      • The ICANN org Report for the Proposed Language for Draft Sections of the Next Round Applicant Guidebook Public Comment Proceeding is out and was spoken to at a high level at a very brief IRT call on 4 April; and the outcome of that will be known later, as ICANN org considers how to deal with the comments (if at all);
      • The IRT has been doing a second/third reading of some of the second batch topics, such as IDNs, Blocked & Reserved Names, Role of Application Comment, Assessing in Rounds, GAC EW & GAC Advice.
      • On its 9 April call, the IRT will review the draft text for Topic 33: Dispute Resolution Procedures After Delegation. 


      Separately, 

      • The ICANN org Report for the Review of the Draft Applicant Support Program (ASP) Handbook – New gTLD Program is only due out on 15 April; this one will be interesting!
      • The String Similarity Review Guidelines Public Comment Proceeding would be very close to closing (on 10 April); and
      • Two remaining Next Round-related public comment proceedings associated with Registry Service Provider Pre-Evaluation and Registry System Testing are still ongoing but we have recommended to not to submit a comment for these.
    2. Minutes from the GNSO-TPR meeting on April 9, 2024

      The working group discussed the received comments to the proposed recommendations for Change of Registrant Data (CORD) policy. Business Constituency (BC) was the only stakeholder with input categorised as "Cannot Live With". However, BC also stated that their input may be in the category "Can Live With but prefer a change".

      The WG group asked about At-Large input and proposal to not allow Registrars to opt out of CORD notifications (Rec #3, Rec #3.4). Even though the majority of the registrars will not enable opt out for CORD notifications, some corporate registrars have legal obligations and business models where notifications cannot be sent. The "solution" should be to add wording for "Optional opt out" when the registrar has consent from their client. I find this reasonable and propose to accept an update to the CORD policy accordingly.

      The Working Group will continue discussing the proposed recommendations in the upcoming meetings.
