    The Myanmar script community has formed the Myanmar script Generation Panel (GP), which in turn has developed the Proposal for the Myanmar Script Root Zone Label Generation Rules. As per the LGR Procedure, this proposal is being posted for public comments to allow those who have not participated in the Myanmar script GP to make their views known to the GP. Based on the feedback, the Myanmar script GP will finalize the proposal for submission for integration into the Label Generation Rules for the Root Zone.

    1. Re the metrics distributed: Members of the TPR PDP indicated 400.000 transfers in average per month. More statitsics on https://features.icann.org/compliance/dashboard/report-list. ICANN Compliance had between 1,000 and 4,000 complaints per month during the period.  Unauthorized transfers represent about 1% of total complaints per month

    2. Steinar Grøtterød and CPWG Meeting on 10 November 2021.

      There are so many terms to use and many of the terms may not be used consistently. Also, there is a need to bridge the technical terms and the verbiage warranted for the purposes of Internet and Societlal Governance. I hope that atleast some technical terms find their way into Governance that is bringing together multiple disciplines.

      A clear definition for the terms is the quintessence of all statistical methods (just being tongue in cheek in including polls to decide!!). Abbreviations are another concern.

      I suggest that our conversations bring in a term "parameter". Prima facie it is a limit. Parameter comes from a combination of the Greek word para-, meaning “beside,” and metron, meaning “measure.”. The law defines the "parameters" of legal behavior. Improvement can happen naturally without taking recourse to legislation 24 X 7. 

      Some parameters can be estimated from data and some parameters cannot be. "Tunable parameters" are those that cannot be estimated from data and usually there is no analytical formula available to calculate an appropriate value. One may use rules of thumb, copy values used on other problems, or search for the best value by trial and error. 

      The ICANN Space has copious tunable parameters. Making exception is one and managing the necessary arbitration is another. "Test of Tme" is an invaluable negotiator. Arriving at upper bounds on time is thus very useful. Those who are enterprising may be welcomed to trial (and by god's grace not err too much).

      By the way, "history" is a socially acceptable term that makes "test of time" always viable even in a large system even it is a really long spell.
