Historical note - the 60 day window did NOT exist at beginning of the original Registrar test bed period, it was put in at the request of Register.com as a way of Registrars being able to retain the domain name and recoup its loss if there was credit fraud. This originally had nothing to do with protecting Registrants - but Registrars commercial interests.
