@Steiner A customer moves to a new Registrar, in some cases due to technical or other critical problems, and if the transfer depends on documentation from the losing Registrar, the Registrant suffers especially when his webspace is sensitive. A transfer is a Registrant's option, and the new Registrar requires the Registrant's authorization. The losing Registrar could be notified, without requiring his consent, but with a way to protest if there is a valid enough reason.
