  Hong Xue:agree that IO joins the second one.

  Evan Leibovitch:If you think about it, at one level the IO is like applicant support for the objection process. Those with the cash to launch their own objections will do so. Those without means will use the IO.

  Evan Leibovitch:I don't believe there is any publicly available docs on the IO outside of materials used when hiring.

  Carlton Samuels:@Alan: Staff called for help in framing the implementation AFTER the JAS recommendations were made.  The request was discussed in the JAS Group and a decision was made to task a small volunteer group to re-convene to help Staff frame the implementation.  We agreed the Co-Chairs + 2 others would be appropriate.  I ceded my position to Cintra.

  Carlton Samuels:The GNSO cannot claim any right to direct this action.  The chartered commitments were already delivered.
