ICANN and EuroDIG Sign Memorandum of Understanding During ICANN’s 54th Public Meeting in Dublin, Ireland

The Internet Corporation for Assigned Names and Numbers (ICANN) and the European Dialogue on Internet Governance (EuroDIG) have signed a Memorandum of Understanding (MoU) [PDF, 455 KB], which encourages further collaboration and cooperation between both organizations in their efforts to further promote and strengthen the multistakeholder model of Internet governance in Europe. The agreement aims to further common objectives between ICANN and EuroDIG, including for the planning and organization of the annual EuroDIG event, as well as to strengthen active participation in ICANN’s policy-making processes, and to strengthen the support for the multi-stakeholder participation and governance model of the Internet.

The Parties will, in particular, collaborate on the following activities:

  • Formalize ICANN’s involvement in the joint planning and organization of the annual EuroDIG event;
  • ICANN to participate, in particular, in the consultation and decision making process for the annual event organized by EuroDIG, including: drafting of the programme and messages, selection of the host countries and dates, outreach to key participants;
  • EuroDIG to include ICANN into the outreach activities to all stakeholder groups in Europe and beyond; and
  • ICANN to contribute its expertise in technical and logistical matters such as remote participation and capacity building, as appropriate.

The MoU was officially signed on 21 October 2015, during a signing ceremony that took place during ICANN’s 54th Public Meeting in Dublin, Ireland. It was signed by ICANN President & CEO, Fadi Chehade, and EuroDIG Managing Director, Sandra Hoferichter.

Irish Communications Minister Expresses Support for Multistakeholder Model, IANA Stewardship Transition

Dublin, Ireland… Irish Minister of Communications, Energy and Natural Resources, Alex White, expressed Ireland's support of both the multistakeholder model of Internet governance and the IANA Stewardship Transition today, during the Opening Ceremony of ICANN's 54th Public Meeting. The meeting, taking place in Dublin, Ireland, from 18-22 October, has convened members of the global ICANN community to discuss and develop policy related to the Internet's Domain Name System (DNS).

"I commend the work of all those who have devoted so much of their time and energy to engage with the multistakeholder process. Ireland firmly supports the multistakeholder model of Internet governance," said White.

The ICANN community has convened in Dublin to collaborate on a variety of issues impacting the DNS, including a set of proposals related to last year's announcement that the United States intends to transition its stewardship of the IANA functions, which are key elements of the Internet's Domain Name System (DNS), to the global multistakeholder community.

White expressed Ireland's support for the United States' decision during the ceremony, stating, "I believe…that this diverse and vibrant community must have a voice in how the Internet is governed. So I welcome and applaud the decision of the United States government to give voice to this community and to facilitate the transition to a truly multistakeholder model of Internet governance."

ICANN Board Chair Dr. Stephen Crocker assured the community of the Board's continued support, stating, "This meeting, ICANN54, is an important milestone. The finish line we believe is now in sight. The Board has certainly come together and is committed to facilitate and support the community in every way that we can, and it's my sincere hope that we all come together in a positive spirit that is punctuated by mutual respect."

ICANN also announced the winner of the 2015 Leadership award - Armenian Internet pioneer and former ICANN Fellow Siranush Vardanyan. The award is given to members of the global Internet community who have demonstrated a commitment to protecting and promoting the multistakeholder model.

ICANN54 Approaches


In a few days the ICANN community will gather in Dublin, Ireland for ICANN54. Ongoing discussions about the IANA Stewardship Transition and the Enhancing ICANN Accountability effort will dominate the meeting, but the work of our Support Organizations and Advisory Committees continues.

The ASO, GNSO, ALAC, and GAC will have several days of full schedules, beginning with a busy weekend of preparatory and substantive sessions. On Wednesday, the RSSAC will brief the community on its most recent report, and the GNSO Council and ccNSO Council will have their public meetings. The SSAC public meeting is scheduled for Thursday.

ICANN54 will also serve as our Annual General Meeting, marking the beginning of terms for several new community leaders. For community leaders who are ending their terms, a Community Recognition Program is planned to recognize their contributions on Thursday, 22 October preceding the Public Forum.

The Policy Development Support team and I hope this pre-meeting issue and our recent Pre-ICANN54 Policy Update Webinar provide the necessary current and background information to help you prepare for the upcoming meeting. Safe travels to Dublin and see you very soon!

Tijani's been an excellent Vice Chair in recent years and is a real power-drive in Africa both for ICANN but also in Internet Governance.
Holly has been an excellent ALT member in recent years, as well as a driver of WHOIS related work.
Sandra has been at the root of ICANN's learning programs, like the Leadership Training Program and this needs to be at the heart of the ALT when discussing expansion of the programs.
Leon has shown his excellence in being a co-chair of the CCWG Accountability and would make an excellent Vice Chair of the ALAC.

Now that it is confirmed that the ALAC Chair, Alan Greenberg, will continue for another term, he has requested that a call for nominations be issued for the other four members of the ALAC Leadership team (ALT) from the four remaining regions:

 

- Africa

- Asia, Australasia and Pacific Islands

- Europe

- Latin America and Caribbean Islands

 

The ALAC Rules of Procedure call for up to two Vice-Chairs, at the discretion of the incoming ALAC Chair, and Alan has indicated that he would prefer two Vice-Chairs as was the case during the past year.

 

Nominations are now open for individuals to serve as the two Vice-Chairs of the ALAC and the two non-titled ALT positions.  Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming Dublin ICANN Meeting.

 

Requirements for ALT members can be found in Section 6 of the ALAC Rules of Procedure (http://tinyurl.com/ALAC-RoP-2013-04).

 

Nominations will close on Saturday,  17 October 2015 at 23:59 UTC.

 

Nominations need not be seconded, but it is an ALAC tradition that others may second the nomination as a show of agreement with the nomination.

 

Nominations other than self-nominations must be accepted within seven days after the close of nominations. Acceptance should be sent to the alac@atlarge-lists.icann.org<mailto:alac@atlarge-lists.icann.org>.

 

Nominees without access to that list should send their acceptance to staff@atlarge.icann.org<mailto:staff@atlarge.icann.org>.

 

Staff will forward all acceptances to ALAC-Announce@atlarge-lists.icann.rog<mailto:ALAC-Announce@atlarge-lists.icann.rog>.

 

Following the close of the nominations period and the acceptance or rejection of all nominations, candidates from regions where the position is not contested will be declared to  have won by acclamation.

 

If there are multiple candidates from any region, the candidates, in conjunction with the ALAC, will be given the opportunity to resolve the situation. Failing that, an secret vote of the ALAC will decide the winner.

 

If the resultant ALT includes two members nominated to be Vice-Chairs, those two will serve in those positions. If there are less than two or more than two nominated as Vice-Chairs, the ALAC Chair will decide who will occupy the Vice-Chair positions.

Sandra has been at the root of ICANN's learning programs, like the Leadership Training Program and this needs to be at the heart of the ALT when discussing expansion of the programs.
Leon has shown his excellence in being a co-chair of the CCWG Accountability and would make an excellent Vice Chair of the ALAC.

Now that it is confirmed that the ALAC Chair, Alan Greenberg, will continue for another term, he has requested that a call for nominations be issued for the other four members of the ALAC Leadership team (ALT) from the four remaining regions:

 

- Africa

- Asia, Australasia and Pacific Islands

- Europe

- Latin America and Caribbean Islands

 

The ALAC Rules of Procedure call for up to two Vice-Chairs, at the discretion of the incoming ALAC Chair, and Alan has indicated that he would prefer two Vice-Chairs as was the case during the past year.

 

Nominations are now open for individuals to serve as the two Vice-Chairs of the ALAC and the two non-titled ALT positions.  Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming Dublin ICANN Meeting.

 

Requirements for ALT members can be found in Section 6 of the ALAC Rules of Procedure (http://tinyurl.com/ALAC-RoP-2013-04).

 

Nominations will close on Saturday,  17 October 2015 at 23:59 UTC.

 

Nominations need not be seconded, but it is an ALAC tradition that others may second the nomination as a show of agreement with the nomination.

 

Nominations other than self-nominations must be accepted within seven days after the close of nominations. Acceptance should be sent to the alac@atlarge-lists.icann.org<mailto:alac@atlarge-lists.icann.org>.

If there are multiple candidates from any region, the candidates, in conjunction with the ALAC, will be given the opportunity to resolve the situation. Failing that, an secret vote of the ALAC will decide the winner.

 

If the resultant ALT includes two members nominated to be Vice-Chairs, those two will serve in those positions. If there are less than two or more than two nominated as Vice-Chairs, the ALAC Chair will decide who will occupy the Vice-Chair positions.

India's Web Werks Contributes to More Responsive and Resilient Internet with L-Root Instance in Mumbai, India

Second L-Root Instance in India helps further decentralize the top level of the DNS, mitigate certain network outages, and reduce DNS-related delays

Mumbai, India … The second L-Root instance in India has been successfully installed in Mumbai, increasing the Domain Name System's (DNS) overall fault tolerance and its resilience against certain types of cyber threats, such as Denial of Service (DoS) attacks.

The launch of the L-Root server node is a joint operation between ICANN and Web Werks, a Carrier neutral Indian Datacenter Provider located in Mumbai, who supplied the necessary equipment for the installation of the new L-Root node. Web Werks also provided the colocation in their datacenter and the bandwidth needed for the node's operation.

"We are very pleased to host India's second L-Root instance. Decentralizing important Internet infrastructure in India is one of our missions under InternetFirst Philosophy. We are already hosting major DNS root servers and mission critical IT infrastructure for the largest content and CDN providers of the world. We believe that this L-Root instance will also increase the quality of Internet in the country, because part of DNS translation can be done locally and minimize DNS-related delays," said Web Werks CEO, Nikhil Rathi.

Nishant Rathi, President of Web Werks added, "InternetFirst is a Web Werks initiative to participate and deliver on Digital India campaign launched and promoted by our Prime Minister Mr. Narendra Modi."

This cooperation signifies an effort between ICANN and Web Werks to enhance the security, stability and resiliency of the DNS for Indian Internet users and reduce the response time experienced when making DNS queries.

"ICANN is pleased to augment the number of L-Root instances in India. We appreciate the tremendous effort from Web Werks in hosting the L-Root. Their work speaks volumes to their commitment to both the Domain Name System and the stability and resiliency of the global Internet," said Terry Manderson, Director of DNS Engineering at ICANN.

There are 13 "root" DNS servers, identified by the letters A through M — the "L" root server operated by ICANN being one. Computers typically communicate with each other using numeric addresses, while humans find it easier to use and remember names (for instance, users typically remember the domain name "ICANN.ORG" more easily than the Internet Protocol address, 2620:0:2d0:200::7). The DNS translates domain names into addresses and the root servers provide the pointers to the servers for top-level domains (the last part of domain names, for example, "ORG" in "ICANN.ORG").

Spreading the service that provides these pointers out geographically by duplicating the root servers leads to a more resilient, dispersed system that reduces the risk of users being taken offline by a problem or attack and reduces the time it takes to look up names on the Internet.

Call For Action: Public Comment Period for the DNS Study for the Middle East and Adjoining Countries – an ICANN Middle East Initiative

The Internet Corporation for Assigned Names and Numbers (ICANN) is seeking feedback on the initial draft study [PDF, 5.42 MB] on the Domain Name System (DNS) for the Middle East and Adjoining Countries (MEAC Region), which was commissioned in June 2015. The study aims to analyze the domain name industry ecosystem in the Middle East and Adjoining Countries region (which includes the 22 Arab states, Turkey, Iran, Afghanistan, and Pakistan), and develop recommendations on how to advance the industry and support market growth.

A consortium led by EURid, with support from Emily Taylor Internet Research, Abu-Ghazaleh Intellectual Property and Oxford Information Labs, is conducting the DNS study for ICANN.

The study examines the domain name industry within the wider context of the region's Internet development, Internet usage patterns and user preferences, the region's hosting industry and the importance of local language content. It then draws on relevant benchmarks and best practices, developed within the global ccTLD environment, and leads to some suggested actions that may stimulate wider uptake.

This initial report contains the results of a structured survey of ccTLD registries in the region, supplemented by interviews with registries and registrars. Additionally, it measures the region's domain names from a variety of sources, including contacts with ccTLD managers and an automated analysis of 150 million domains from open gTLD zone files.

This initiative is a direct product of the ICANN Middle East Engagement Strategy. The draft is now open for comments until 30 October 2015. Please send all comments to meswg@icann.org.

Kolkata, India … The first L-Root instance in India has been successfully installed in Kolkata, increasing the Domain Name System's (DNS) overall fault tolerance and its resilience against certain types of cyber threats, such as Denial of Service (DoS) attacks.

The launch of the L-Root server node, which was initiated by the Internet Society – Kolkata Chapter, is a joint operation between ICANN and India's BASIS Technologies. A leading player in the web hosting industry, BASIS Technologies supplied the equipment necessary for the installation of the new L-Root node.

"We are extremely proud to be the first L-Root node in India and to start contributing to the stability and resiliency of the Internet. As India's Internet penetration expands, it will be important for other root server instances to be established across the country. I sincerely hope other companies will follow our example across India," said BASIS Technologies Co-Founder and Director, Anand Raje.

"The successful installation of India's first L-Root instance is a historical moment made possible with the partnership of BASIS Technologies and Internet Society Kolkata. It is important that the first step of domain resolution for access to Internet should be possible in India and there should be minimal traffic flowing for this outside the country."

Internet Society Kolkata is an ICANN At-Large Structure (ALS) under Asian, Australasia and Pacific Islands Regional At-Large Organization (APRALO).
