The Internet Corporation for Assigned Names and Numbers (ICANN) continues to provide accountability and transparency on its financial results with the publication of its US tax return ("Form 990"), which is available on the Financial Information for ICANN[icann.org] page of www.icann.org[icann.org]. The Form 990 is the United States tax return for organizations exempt from income taxes under section 501(c) of the Internal Revenue Code.

The Form 990 contains information and disclosures as required by the IRS on financial statements, funding sources, compensation practices, and much more. It is a useful source of information, which we invite the ICANN community to review and offer comments or questions as desired (controller@icann.org).

ICANN filed its Form 990[icann.org] [PDF, 5.54 MB] for the fiscal year ending 30 June 2016 with the Internal Revenue Service on 12 May 2017 in compliance with the extended due date of 15 May 2017.

ICANN is looking for the next generation of individuals who are interested in becoming more engaged in their regional communities and in shaping the future of global Internet policy. Important work is happening every day at ICANN. If you're ready to start your journey, ICANN60 could be the place to start!

The ICANN60 Public Meeting will be held in Abu Dhabi, United Arab Emirates, from 28 October – 3 November 2017. To be eligible for the NextGen@ICANN Program, you must live in the region, be between the ages of 18 and 30, and be interested in Internet governance. If selected, you will receive a grant that includes airfare, hotel and a stipend.

The application round for ICANN60 opens on 15 May 2017. The deadline to apply is 23 June 2017.

ICANN is pleased to announce the formation of the Generation Panel to develop root zone Label Generation Rules (LGR) for the Latin script.

Following the Call for Generation Panels to Develop Root Zone Label Generation Rules[icann.org], the Latin script community has submitted to ICANN the Proposal for Generation Panel for Latin Script Label Generation Ruleset for the Root Zone (Proposal[icann.org] [PDF, 687 KB], Appendix[icann.org] [PDF, 2.4 MB]). ICANN organization has reviewed the proposal including panel composition and scope, to ensure that requirements set forth in the LGR Procedure[icann.org] [PDF, 772 KB], and in particular the criteria set forth in the Call for Generation Panels to Develop Root Zone Label Generation Rules[icann.org], are fulfilled.

"On behalf of ICANN we are grateful to the Latin script community for volunteering to develop the Latin script LGR proposal for the root zone," said Sarmad Hussain from the IDN Program at ICANN.

With composition and work plan approved, the Latin script Generation Panel will start its work on the label generation rules. According to the LGR Procedure[icann.org] [PDF, 772 KB], the starting point of any Generation Panel's work is the Maximal Starting Repertoire (MSR), with its second version (MSR-2[icann.org]) released on 27 April 2015. The full specification of Generation Panel's tasks can be found in the LGR Procedure[icann.org] [PDF, 772 KB] in particular, Section B.3 "Variant Rule Generation Procedure".

"I'd like to take this opportunity to reiterate our appreciation for the efforts of many communities towards developing their root zone LGR proposals," said Sarmad Hussain. "We still have more work to do including organizing script panels for Hebrew, Myanmar, Sinhala and Tibetan. I encourage interested parties to lend their skills in support of this effort.

There are currently LGR efforts underway by Chinese, Cyrillic, Greek, Japanese, Korean, Latin and Neo-Brahmi communities. In addition, the Arabic, Armenian, Ethiopic, Georgian, Khmer, Lao and Thai script communities have finalized their root zone LGR proposals[icann.org], of which the Arabic script proposal has been integrated in the first edition of the Root Zone LGR[icann.org].

MONTEVIDEO – 11 May 2017 – We are happy to announce that the Latin American and Caribbean (LAC) Domain Name System (DNS) Marketplace Study is now available in Spanish and Portuguese. On 13 March 2017, ICANN published the final report[icann.org], which was completed after receiving feedback through the Public Comments[icann.org] process.

Translating this important resource into the languages of the region will facilitate a wider distribution and a higher level of awareness about the domain name industry in the region. Commissioned in January 2016, the study investigates the current state of the Internet and domain name industry, explores best practices for the uptake of domain names and analyzes the ecosystem. It recommends new business potentials based on global benchmarks and proposes a way forward for the region.

ICANN59 Community Webinar

ICANN59 in Johannesburg, South Africa, will be ICANN's second ever Policy Forum. This four-day meeting will be focused on policy and advice development work, as well as outreach activities.

ICANN will be holding an informational webinar on Tuesday, 16 May 2017, at 1600 UTC to provide the community with a full update on ICANN59, including information on logistics, accommodations and travel. Details on the meeting schedule for Johannesburg will also be shared during the webinar, as well as being posted on the ICANN59 meeting website.

The Supporting Organizations and Advisory Committees (SO/ACs) have taken the lead in organizing the meeting's program. As a reminder, there will be no official opening ceremony and no public forums, but networking receptions held each night will allow participants to interact outside of work sessions. Mornings will be dedicated to individual and joint sessions of the Supporting Organizations and Advisory Committees, and afternoons will feature cross-community sessions exploring a variety of topics, including ongoing policy development efforts.

The call is open for all to attend. The presentation and recording will be posted shortly after the conclusion of the webinar.

While we understand that there is a short notice period for this call, we wanted to hold the call as soon as feasible and allow people to listen to the recording when convenient for them. If you have questions, but are unable to attend, please email them to engagement@icann.org. We will answer submitted questions during the call as best we can, which you can then listen to once the recording has been posted to the ICANN site.

The Internet Corporation for Assigned Names and Numbers (ICANN[icann.org]), in partnership with the Internet Society (ISOC[internetsociety.org]), is organizing the fourth edition of the Middle East DNS Forum[cairo2017.mednsf.org]. The event, hosted by the National Telecom Regulatory Authority (NTRA[tra.gov.eg]) of Egypt, will take place on 22 and 23 May under the theme "Strengthening Digitial Presence in the Middle East".

The Forum will cover topics related to the global domain marketplace, with regional perspectives from Europe, the Middle East and Africa, and new industry trends resulting from the introduction of over 1000 new generic top-level domains (gTLDs). Other topics to be covered will include the regional digital economy, hosting businesses and entrepreneurship in Egypt, and the role of women in the tech industry.

Cherine Chalaby, Vice-Chairman of the ICANN Board, and Akram Atallah, President of ICANN's Global Domains Division (GDD), will be giving keynote speeches at the forum's opening session. The Egyptian Minister of Communications and Information Technology Yasser El-Kady[mcit.gov.eg] will also address the audience at the opening ceremony along with officials from the NTRA and ISOC.

The objective of this annual event is to bring together interested parties from the region and world experts in the field, to share experiences and update the audience on new developments in the domain industry on both a global and regional level. The forum provides participants with an opportunity to:

  • Interact with ICANN leadership and industry experts on recent developments and top trends in the global domain industry
  • Discuss various business, technical and policy aspects of the domain industry
  • Learn about new approaches to establish and expand commercial online presence

This edition of the Middle East DNS Forum builds on the previous forums held across the region, namely in the UAE (2014), Jordan (2015) and Tunisia (2016). By holding the forum in different parts of the Middle East, ICANN aims to provide equal opportunity to inform the region's different communities about the domain industry and engage with them on how best to strengthen the Middle East's digital presence.

ICANN is committed to helping develop a stronger and dynamic regional domain industry, and we look forward to this fourth edition of the Middle East DNS Forum.

Currently, the .PIONEER, .FUJITSU, .OBI, .SHARP, .TOYOTA, and .LEXUS Registry Agreements require country and territory names contained in specific internationally recognized lists to be withheld from registration or allocated to the registry operator at all levels.

As required by the RSEP, ICANN has undertaken a preliminary determination on whether these RSEP proposals might raise significant competition, security or stability issues. ICANN's preliminary review (based on the information provided) did not identify any such issues.

Following ICANN's preliminary determination that the proposals do not raise significant competition, security or stability issues, it was further determined that the change would require a material change to the respective Registry Agreements and that an amendment is needed in order to effect the change.

The proposed amendments, which are being posted for comment, would allow the registration of country and territory names at all levels in .PIONEER, .FUJITSU, .OBI, .SHARP, .TOYOTA, and .LEXUS. It should be noted that Specification 13 has been granted for .PIONEER on 16 July 2015, .FUJITSU on 30 July 2015, .OBI on 25 September 2014, .SHARP on 03 September 2015, and .TOYOTA and .LEXUS on 23 April 2015.

After extensive consultation with the At-Large and the broader ICANN community, including a formal public comment process[icann.org], and ongoing engagement and participation of the At-Large Review Working Party[community.icann.org], ITEMS International, the independent examiner for the review of the At-Large organization, has issued its final report[icann.org] [PDF, 4.08 MB]. This marks an important milestone in ICANN's commitment to continuous improvement, accountability and transparency.

In the final report, the independent examiner states "Our Review findings are both encouraging and a call to action. Encouraging as there is clearly widespread support for the mission of At-Large to contribute to ICANN policy-making processes through the provision of advice that takes into account Internet end users' interests (few people doubt that the At-Large Community has a vital and continuing purpose within ICANN). But a call to action as the At-Large Community is often perceived to be run by an unchanging group of individuals whose commitment to upholding end-users' interests is sincere, but who have struggled to make contemporary end-user input into policy advice processes a reality….ITEMS International offers 16 recommendations that it believes reflect the needs of the At-Large community and for which there is sufficient community consensus. There were some cases where agreement with the current At-Large leadership was not reached, but which Reviewers strongly believe need to be implemented in the interests of the At-Large community and the ICANN organization as a whole."

The At-Large Review Working Party will now provide their input on feasibility, focusing on prioritization of recommendations and alignment with other improvements already planned or underway, in preparation for eventual implementation of Board-approved recommendations. The ICANN Board is expected to take action on the findings and recommendations towards the end of 2017, after consideration of all community input.

What is the significance of the At-Large Review?

The At-Large Advisory Committee (ALAC)[atlarge.icann.org] has the duty to understand, represent, and advocate for the best interest of Internet end users worldwide by focusing on two general areas of work: policy advice development and organization building.

Based on direction from the Board, the purpose of the Review was to determine 1) whether the organization, council or committee has a continuing purpose in the ICANN structure, and 2) if so, whether any change in structure or operations is desirable to improve its effectiveness, and 3) whether the organization, council or committee is accountable to its constituencies, stakeholder groups, organizations and other stakeholders. This review, like reviews of other structures within ICANN, is mandated by ICANN's Bylaws[icann.org]. The Organizational Effectiveness Committee of the Board[icann.org] is responsible for review and oversight of policies relating to ICANN's ongoing organizational review process.

How is the At-Large Community involved?

During the course of the review, ITEMS International conducted research, analyzed data and evaluated effectiveness of prior review recommendations working closely with the At-Large Review Working Party. The diverse, 22-member At-Large Review Working Party[community.icann.org] was designated by the At-Large Advisory Committee as a liaison between the At-Large community, the Independent Examiner and the ICANN Board. Under the leadership of its Chair, Holly Raiche, this group has represented the voice of the At-Large community throughout the Review.

LOS ANGELES – 4 May 2017 – ICANN is pleased to announce the launch of the ICANN History Project. The project seeks to preserve ICANN's institutional memory by capturing stories from key figures who helped to shape the organization from its origins to the present day.

There, you'll find interviews with key figures such as Ira Magaziner, former Senior Policy Advisor to President Bill Clinton; Larry Strickling, former Assistant Secretary for Communications and Information and Administrator, National Telecommunications and Information Administration, U.S. Department of Commerce; Vint Cerf, one of the "fathers of the Internet"; Dr. Stephen Crocker, ICANN Board Chair; and many other major players from ICANN's past.

We're presenting the ICANN History Project through thematic tracks so that you can delve into the topics that interest you most. The first track focuses on ICANN's relationship with the United States Government, from the U.S. Government's role in the establishment and development of ICANN to the steps leading up to the Internet Assigned Numbers Authority (IANA) Stewardship Transition.

LOS ANGELES – 3 May 2017 – The Internet Corporation for Assigned Names and Numbers (ICANN) today published a paper, "Revised ICANN Procedure for Handling Whois Conflicts with Privacy Law: Assessment and Next Steps," for public comment.

This paper is available for public comment through 12 June 2017. Feedback will be incorporated into a report of public comments and provided to the Generic Names Supporting Organization (GNSO) Council for their review and consideration.

Comment on the Revised ICANN Procedure for Handling Whois Conflicts with Privacy Law: Assessment and Next Steps[icann.org].

In accordance with the ICANN Procedure for Handling Whois Conflicts with Privacy Law (Whois Procedure)[icann.org], this paper opens a review process to gather community input on the effectiveness of the revised Whois Procedure, which was made effective on 18 April 2017. Furthermore, as requested by the GNSO Council, ICANN is publishing this paper to provide analysis of and solicit community input on the practicality and feasibility of the triggers, as well as suggestions for moving forward with the review. Outputs from this assessment and comment process are expected to inform the next periodic review of the procedure.

The Whois Procedure has recently been updated, although no ICANN-accredited registrar or registry operator to date has formally invoked the procedure. As a result, this analysis is based solely on community discussions and input received during the previous review[gnso.icann.org] [PDF, 155 KB], which related to allowing for evaluation of an additional trigger for invoking the procedure. It also draws upon ICANN's experience administering other processes where a contracted party is seeking ICANN's approval for new services, or waiving certain contractual requirements, as a point of comparison for the implementation of the procedure.
