Webinar: Briefing About the Upcoming Review of the Generic Names Supporting Organization (GNSO)

You are invited to a webinar regarding the upcoming Review of the Generic Names Supporting Organization (GNSO). This briefing will provide the GNSO community with information about the GNSO review process, collect feedback from the community and answer questions concerning this process.

The webinar will be recorded and available for those who may not be able to join the session live.

Review of Generic Names Supporting Organization (GNSO)

The objective of the Review is to examine organizational effectiveness of the GNSO, including its structure components (GNSO Council, GNSO Working Groups, GNSO Stakeholder Groups and Constituencies). The review will be tightly scoped based on objective and quantifiable criteria provided to the independent examiner.

The work methods are expected to include the examination of documentation, records and reports; outcomes from the 360 Assessment; and limited interviews. The 360 Assessment is an online mechanism to collect and summarize feedback from members of the GNSO community — a "self-review" relative to objective and quantifiable criteria. Interested members of other ICANN organizations, Board and staff also may offer feedback. Relevant assessments of the Second Accountability and Transparency Review Team 1 regarding the GNSO policy development process will be factored into the review.

GNSO and community participation

Involvement of the GNSO community as well as input and participation from the broader community are important components of this review process.

As discussed in GNSO Council meetings, the Structural Improvements Committee (SIC) is requesting that a GNSO Review Working Party be assembled to function as a liaison between the GNSO, the independent examiner and the SIC, to provide input on review criteria and the 360 Assessment, coordinate interviews and objectively supply clarification and responses to the draft findings and recommendations. Once a final report is issued and the Board takes action on it, as appropriate, the GNSO Review Working Party is expected to coordinate with the GNSO community to prepare an Implementation Plan and champion implementation of improvement activities. More information about this will be provided shortly.

Review Criteria

Objective and quantifiable criteria will cover the following areas:

 

 *   Achievement of mission, compliance with agreed upon rules and processes

 *   Accountability and transparency to the public

 *   Membership processes and participation

 *   Structural support toward achievement of mission

 *   Governance and management: effectiveness of execution

 *   Quality and evaluation/measurement of outcomes

 *   Communication

 *   Effectiveness of implementation of prior review recommendations

Update on Root Zone LGR Generation Panel Formation

23 April 2014

ICANN is pleased to announce significant progress in the formation of Generation Panels for Root Zone Label Generation Rules (LGR). Generation Panels are community panels that will establish the rules that define, for a given script, which code points are permitted for use in U-Labels in the Root Zone, which labels are variants of each other and, where variants exist, whether such variant labels are deemed allocatable for the Root Zone.

Generation Panels will be formed for each script, but are in different stages<https://community.icann.org/display/croscomlgrprocedure/All+Panels+Status+Updates> of formation based on the activity of the communities that they serve:

 

 *   To date, the Arabic Script Generation Panel is fully formed and operational. The Panel convened in person at the ICANN 49 in Singapore.

 *   Members of the Chinese community have submitted a formal proposal to form the Chinese Generation Panel, which is currently under review by ICANN.

 *   A group of volunteers interested in forming the Neo-Brahmi Generation Panel is actively recruiting members.  *   Other script communities have not yet formed Generation Panels. Other ways to participate:

Before the Generation Panels can begin their work, the maximal set of code points from which the Generation Panels can construct their Label Generation Rules must be defined. Nomination Period Opens for ICANN Multistakeholder Ethos Award

First Award Targeted for ICANN Public Meeting in London Nominations Close 17 May 2014

ICANN is pleased to announce the opening of the nomination period for ICANN's new Multistakeholder Ethos Award Program. This award program seeks to recognize long-standing community members who have served in leadership roles in multiple ICANN working groups or committees and demonstrated collaboration with different supporting organizations and/or advisory committees.

The Multistakeholder Ethos Award will recognize ICANN participants who have deeply invested in consensus-based solutions, recognized the importance of ICANN's multistakeholder model of Internet governance, and contributed in a substantive way to the higher interests of ICANN's organization and its community.

The nomination period for community nominees opens today, 21 April 2014 and closes on 17 May 2014.

Community members interested in submitting a nomination are invited to send an email to ethosaward2014@icann.org<mailto:ethosaward2014@icann.org> including:

 

 *   Name of nominee.

 *   Community of nominee.

 *   Reasons for nomination.

 

Please note that the reasons outlining the candidate's merit for the nomination may be as brief or as long as required.

Candidates for this inaugural step of the program development will demonstrate at least five years of participation in the ICANN Community. Both individuals and organizations are eligible for the award.

A panel of community members is being gathered to help review all community nominations and determine the best candidates for the first awards. The decisions of the panel will be made based on the following criteria:

 

 1.  Demonstrated multistakeholder volunteer service via working groups or committees.

 2.  Demonstrated spirit of collaboration through engagement with other community members with the aim of consensus building.

 3.  Demonstrated facilitator of dialogue and open discussion in a fair, cordial and collegial manner.

 4.  Demonstrated additional devotional factors exhibited by time spent supporting ICANN's multistakeholder model and its overall effectiveness.
