    1. Due to personal reasons, I am not attending this meeting on 24 November 2021 and my regret is on ICANN records with due acknowledgements.

      Polling is a tool, and it is seldom a principle. 

      In theory one can go for an opinion poll on the query "Instead of 60 days can we have": a) 49.568 days b) 20 days c) 51 to 60 days. This is just an example to illustrate.

      In large heterogenous systems like the most coveted "One Internet Ideology", we can find some justification for all the three numbers above if it is imperative. There are very good and sensible pollsters as well. It is the sheer respect for polling as a tool that makes us concerned about the many things being done in its name. 

      On many issues any given sample usually does not have fully formed and unambiguous views. That does not mean there is anything wrong with the given sample. Poll accords legitimacy to move forward to the next step even though it may not be correct. Iteration and the number of iterations in large heterogenous systems is both cumbersome and can quickly become unwieldy with "polling" as the only tool. This is more true for systemically interrelated issues.

      Also in any given sample, each one is typically more concerned with some issue than others, and it is very likely that one is not continuously engaged with any given issue.

      We need to bank on Focus Groups and / or working groups and in a lighter vein adapt President Ronald Reagan’s “trust but verify” rule. 

      Samuel Popkin wrote a good book on 'The Reasoning Voter" in the context of the Presidential Polls.

      We are not scaling to this level in ICANN and we take polls with excellent focus.

      Popkin insists, not because being insufficiently educated, informed, or motivated but because “Ambivalence is simply an immutable fact of life” all poll results come packaged in a heap of salt.

      No! this 'salt' is not the hardware integration with the encrypted password in UNIX like systems.

      It has been my pleasure interacting with Vinton Cerf in-person during the ACM India Council Annual Meet held at Chennai during 24 and 25 January 2013.

      Some years back, I began working on the DNS Protocol Security Weaknesses that can result in the following types of DNS Attacks.

      • Transport-layer attack vectors
      • DNS amplification attacks
      • DNS hijacking attacks
      • NXDOMAIN attacks
      • Zero-Day Vulnerability attacks with exploits
      • DNS-based Exploits attacks
      • Protocol Anomalies
      • DNS Rebinding
      • DNS covert channel / DNS tunneling attacks 
      • Cache poisoning
      • Redirection Hijacking Content Delivery Networks
      • Attackers use Domain Generation Algorithm (DGA)
      • Avant-garde attacks using DNS

      Several of them manifest as DNS Abuse that is being monitored. The scope of the opportunities that the various types of DNS attacks provide to hackers gives many handles in studying the vulnerabilities of the DNS Ecosystem as a whole. Punycode adds a new dimension altogether.

      Another related issue is the ongoing mailing list discussion thread on "Transfer Policy Review Team" @ Steinar Grøtterød.

      Several of the historical RFC documents have been helpful. It is one my unfinished works to map the RFC to the attacks and Vulnerabilities. 

      It is becoming increasingly (if not arbitrarily) difficult to differentiate "Abuse (Malicious) Domain" from a "Misused (Exploited) Domain".

      Please note that this is just a set of thoughts to share with all of you who are in the team of a DNS Abuse document being prepared by Jonathan Zuck.
