    Registries Stakeholder Group Charter Amendments OFB-WG

    The Registries Stakeholder Group (RySG) of the Generic Names Supporting Organization (GNSO) recently amended its charter and notified the ICANN organization of its request for approval by the ICANN Board. This Public Comment proceeding seeks input on proposed amendments of the RySG charter to inform ICANN Board consideration

    Improved GNSO Stakeholder Group and Constituency Charter Amendment Process OFB-WG

    The Generic Names Supporting Organization (GNSO) charter revision process has been updated to reflect the continuous evolution of the ICANN community, ongoing implementation of Specific Review recommendations, and the review role of ICANN Board. These improvements will streamline charter revisions and allow GNSO Stakeholder Groups and Constituencies to continue their focus on policy development.

    Draft ICANN Strategic Plan and Operating Plan for FY26-30 OFB-WG

    The Five-Year Strategic Plan establishes a vision and a set of strategic objectives in service of ICANN's Mission. The Strategic Plan enables ICANN to continue to fulfill its Mission and meet new and continuously evolving challenges and opportunities. The Five-Year Operating Plan outlines the strategies to achieve the objectives set in the Strategic Plan. These two draft plans will be published for public comment in the summer of 2024.

      • The RT is moving apace and is now divided into two groups - A & B - for the deep dive into the SOW and the actual contract clauses The expectation is this activity to be homework.
      • Group B (where I am assigned) is reviewing the full text of the SOW covering Root Zone Management, Service Levels, Performance Metric Requirements and Baseline Requirements for DNSSEC and identify and notate deficiencies, matters requiring clarification, information/content that could make for a more reliable assessment as well as cast a judgment of the continued necessity for the stipulation in the contract.
      • The plenary discussion on the call will validate/accept/reject the proposal.
      • Will update if there is anything material, even unusual, coming from the exercise.
    2. Minutes from the GNSO-TPR meeting on April 30 2024


      The working group continued the discussion connected to when a post-transfer lock can be lifted by the sponsoring registrar (Rec. 17b). Rec. 17a state that there should be a restriction to prevent a new transfer out before 30 days after a successful transfer in. There is consensus about a 30 day restriction periode (present policy is that the registrar MAY restrict a transfer out before 60 day after a successful transfer in.)


      The working group agreed to keep the Phase 1a Rec 16. This recommendation prevent a new transfer out before 30 days (present policy 60 days), with no exceptions to lift the lock (except legal cases).


      The next meeting in the GNSO-TPR will take place on May 14 2024, the week after the Contracted Paris Summit.
