      • For each section of the Applicant Support Program (ASP) Handbook, we would like commenters to indicate whether the section in question accurately reflects the policy recommendations on Topic 17, Applicant Support, based on the recommendations of the Subsequent Procedures (SubPro) PDP Final Report and the guidance of the GNSO Guidance Process on Applicant Support.

    • String Similarity Review Guidelines CPWG
      • In preparation for the New gTLD Program: Next Round, ICANN org developed detailed guidelines for conducting the string similarity review, which is conducted by the String Similarity Review Panel. The expanded scope of the review will include variant strings.

    • Proposed Bylaws Updates to Limit Access to Accountability Mechanisms OFB-WG
      • ICANN org is seeking input on a proposed amendment to Section 4.1 of the ICANN Bylaws. The proposed Bylaws amendment sets out the process through which the ICANN community can limit access to ICANN’s Reconsideration Request and Independent Review Processes (collectively, “Accountability Mechanisms") in specific circumstances, and in a streamlined manner. The proposed amendment outlines thresholds for broad community consensus and procedural protections for use.

    • Review of the Draft Registry Service Provider (RSP) Handbook - New gTLD Program CPWG
      • ICANN org is requesting input regarding the Registry Service Provider (RSP) Evaluation Program, as described by the Draft RSP Handbook, specifically whether the handbook meets the intent of the policy recommendations of Topic 6: Registry Service Provider Pre-Evaluation of the SubPro PDP Final Report.

    • Proposed Renewal of the Registry Agreement for the .XXX top-level domain (TLD) CPWG
      • ICANN org is looking for input from the community on ICM’s proposal to renew the legacy .XXX Registry Agreement (RA) using the base gTLD Registry Agreement (Base RA), and to remove the .XXX sponsorship designation. This proposed .XXX renewal agreement would closely align with the existing, similar concept .ADULT, .PORN, and .SEX Registry Agreements that utilize the Base RA form, as generic, non-sponsored, non-community, top-level domains (TLDs).

      The Crunch Point: Calibration of the Number of Days of "Lock - In"

      Presently, it is 60 Days and ICANN began enforcing this from 1 December 2016. It is good to have a close review based on Ground Realities. For this, I thank the TRP Working Group.

      The number of days for "Lock - In" is based on three major aspects: Security, Safety and Disputes.

      The concept of "Lock - In" is well taken. It has a direct impact on the "Associated Data". 

      By throttling the rate at which a domain can be transferred between different registrars, the maximum number of different registrars involved in a (swiftly-discovered) malicious domain transfer is kept low. This minimises the amount of work involved in reconstructing the sequence of events after a malicious use is cleaned up and the domain is returned to its rightful owner. To my mind it is important to keep a low number of registrars involved in the task.

      Is there are adverse impact on the content of the domain due to the "Lock - In"? ICANN has been at best indirect on this aspect. 

      I will go by the collective wisdom of the TRP PDP.

      Historically, the 60-days post registration and post transfer lock was set for registrars to have time to collect the fees for the service. A 60-days lock is now not needed for collecting fees.

      It is worth mentioning that the 60-days lock has created frustration from domain name holders. Metrics from ICANN Compliance gives a clear indication in volume. In particular the prsent 60-days lock after a change of registration data ("Material Change" i.e. change of email address, name/organization of registrant) have created a high volume of compliance tickets and - in my view, not user friendly since it very often prevent the registrant to change registrar.

      Defining a rate (maximum?) of transfers for a domain name is not something I would recomment. We have no idication of high volume of domain thieft (if this should be a "tool" to prevent such activity). The proposed 30-day post transfer lock is recognized to be sufficient to act on unathorized transfers.
