Olivier Crepin-Leblond:Proposed Text to add re: Section 7.1: The ALAC believes that this Board responsibility should not be overruled by a budget veto and would therefore recommend that the scope of the community being able to veto a budget be possible under a strict set of conditions/factors that does not curtail fair distribution of the budget amonst ICANN communities.
