Terri Agnew:Dear all, Welcome to the At-Large Ad-hoc WG on IANA Transition & ICANN Accountability call on Friday 21 August, 2015  at 13:00 UTC

  Terri Agnew:meeting page: https://community.icann.org/x/jpZCAw

  Yasuichi Kitamura:hi, Terri

Alan Greenberg:There are 3 docs that we may need to display linked from the 1st 3 bullets og item 3,  and 3 at the top of item 5

  Terri Agnew:@Alan, I am ready

  Alan Greenberg:Of course you are!

  Terri Agnew:Action Items 18 August 2015: https://community.icann.org/x/hpZCAw

  Terri Agnew:Welcome Leon Sanchez

  Leon Sanchez:Hello everyone

  Leon Sanchez:sorry for joining late

  Leon Sanchez:No critical updates

Olivier Crepin-Leblond:Let out of the jail/court by the judge. -)

  Terri Agnew:Sebastien has joined

  Sébastien:Sorry to be late

Seun Ojedeji:can categorically be removed from "Paragraph 429-430 Removal of the Board by a single SO", otherwise is there a reason why its included?

Seun Ojedeji:please can you refer back to section 7 Alan

Seun Ojedeji:I actually rasied my hand so you can read the comment window

  Terri Agnew:finding line

  Alberto Soto:yes

Seun Ojedeji:unfortunately i lost audio just got back

Leon Sanchez:Edward's statement does not consider that being member of a certain constituency, in this case the IPC, does not give you voting rights for that simple fact

Leon Sanchez:Actually I am a NON voting member of the IPC

Olivier Crepin-Leblond:I strongly support this too --- this would change ICANN's focus on 1. stability & resiliency & 2. the public interest

Sébastien:Regarding Paragraph 346 – Voting thresholds"No votes, abstentions or non-participation would all be treated the same way."I don't think that No vote = Abstention = Non-participation If that was the case why 3 words? At least we must have a participation threshold and a voting threshold.

Gordon Chillcott:I've always wondered about this, myself.

Seun Ojedeji:I observe there is no comment on individual SO/AC removing its board member. Is there an intention for ALAC statement to include something in that regard?

  Terri Agnew:Welcome Tijani Ben Jemaa

  Tijani BEN JEMAA:Hi all

  Tijani BEN JEMAA:I just joint

Alan Greenberg:Terri, if we have time (and we liekly will) to go back to Sebastien's statement, it is the full Draft CCWG proposal, pages 179-180.

  Terri Agnew:ALAC Statement Drafting Wiki : https://community.icann.org/x/LY1CAw

Terri Agnew:@Alan, thank you for the heads up

  Cheryl LangdonOrr:yup

Cheryl LangdonOrr:we need to see some draft text re this for discussion then...

  Alan Greenberg:@CLO, yes

Alan Greenberg:Hopefully OCL will draft something.

Olivier Crepin-Leblond:In the event of an OC reaching the decision to replace the IANA Functions Operator, they should discuss their decision with other OCs prior to proceeding forward and seeking all ways to keep all of the IANA functions undertaken by a single IANA Functions Operator.

Alan Greenberg:@Seun, regarding removal of individual Board members, other than Sebastien's comment in his minority statement (whichwe have not yet discussed), there has been no comment on the wiki.

Seun Ojedeji:I think @OCL recommendation is good (its a form of advice and not a requirement)

  Terri Agnew:Avri Doria has joined

Avri Doria:sorry the IETF IANAPLAN meeting just ended.

Avri Doria:well actually a short break ago.

  Alan Greenberg:Avri, see https://community.icann.org/pages/viewpage.action?pageId=54695566&preview=/54695566/56131600/New%20Issues-21August2015.pdf

Seun Ojedeji:So NTIA is still in the loop then

Seun Ojedeji:sorry whats the transition about again....i think i may be lost
