  Avri Doria:though the other operational communities would have the option, perhaps, to become members.  perhaps at a later time, should they ever decide they wanted to.

  Avri Doria:Seun, it was one of the questions we asked about, can a membership organization have only one member.

  Avri Doria:and the answer was yes.

  CW:Regarding NTIA getting out, there is uncertainty over the Verisign contract and the management of .gov, .mil, and .edu

  Olivier Crepin-Leblond:The US government has mentioned that they would start a separate process on this... but I have not seen anything about it yet

  Seun Ojedeji:I wish we could apply same at the WG level i.e letting CCWG handle accountability issues ;-)

  CW:However, there IS a question over the future of .int.

  Avri Doria:The fiduciary responsiblity is not quite as restrictive as some people think.  fiduciary repsonsiblity means supportig the mission and core principles. as well as the need for global public interest as expressed in the Articles of Incorpaoration.

  Avri Doria:Some people argue that rremoving the board is so remote that it wont; serve as a constraint on their behavior.  i disagree with that. 

  Avri Doria:we(s)elect becasue we beleive they will serve our idea of what that fiduciary repsonsiblity means.

  Avri Doria:i would think the people (s)elected should be doing the right thing. and if that is a mismatch, the community should let them know.  a board member must alwasy understand the views of those who did the (s)election

  CW:The main change necessary is to rebalance the composition of the Board, independently of eventual recusal by SO/ACs. CW

  Avri Doria:reapportionement of the board is a subject many bring up.  but they all have very different ideas of how that sould be done.

  Carlton Samuels:@Allan: Behaviour modification after the fact is I think, a far longer term initiative than 3 years!

  CW:The concept of 'the best interests of the organisation' is quite broad. It is not limited to ICANN making as much money as possible from the gTLDs ...

  Carlton Samuels:@OCL:  Good question?  In that context, if you predetermine a position for a AC/SO appointed Director acting in the best interest of ICANN the corporation we will be left high and dry

  Carlton Samuels:@Avri: I agree with you in one sense. Because one issue might look like a disavowal of principle but examined with others in context you might get a different view emerging.

  Carlton Samuels:Black n white decision-making in this context is always shortsighted!  Politics is the art of the possible. And I know we love to think every action is apolitical.  But in y view all organisations comport with a social and world view. So any decison in an organization, especialluy one of te type we talking about, is fraught with politics. 

  Carlton Samuels:We can deny it. But denial of plain fact is an existential fact in our world.
