Review of the previous meeting was conducted

CLO : Gave the floor to Sala and asked for a brief review of the break out sessions.

Sala:

AG: Second Working Group

CLO : Eduardo did the reporting, we talked about the executive committee and how people were selected, and there has to be something resembling an executive committee and the chair should be name by the whole ALAC .

To what extent we should have details on the ROP

We did not come to a conclusion on that. Latin Americans feel that we need more detailed rules, other groups make reference to other rules.

Robert Rules were also mentioned.

We have already been talking about that the Chair can delegate things as necessary.

CLO: The concept of key activities as described, and model as JJ may be consider in the working group.

Sala: We were tasked with reviewing the definitions We noticed certain definitions, we also looked at different perceptions.

We discussed ALAC structure.

Progress: We should not spend too much time once we get started.

We need to put in writing exactly what the groups are, and we do not want two groups working in different answers.

Dev: Exceptions should be the norm, virtual meetings.

CLO: those who were not at the break up session are comfortable with the understanding.

CLO more usable set of rules is the goal.

Carlton: Will endorse that we have a generic set of rules. we do not have to use the  UNGA rules.

Staff AI :  Staff to bring to the Agenda of the Prep call: Designing text re a more usable set of rules, from International recognized plain rules,jju   and we are seeking Regional inputs into the discussions.

Carlton: UNGA rules are for exceptions. We have to address this.

OCL: The new rules will solve 99% of the situations. For those who are not versed in the rules, there are simplified versions.

CLO: Source Robert rules are the best.

Sergio: In Latin America, the rules are different from the common law rules.

We should determine that the rules are more convenient.

AG: We are a rather diverse group and we are not going to find something that we all are familiar with.

What the ALAC is and what it does?

Not convinced the document is what we need.

OCL: There are various translations of the Roberts Rules. He looked for the French version, and agree with that concern expressed by Sergio on what non-anglo Saxon countries have.

The ROP review WG, what we agree goes to the ALAC.

Sergio: Requested time to study the rules in order to analyze what the rules mean. We need to read the rules, understand them and see that we have the best rules available. Those proposing the rules, must be familiar with the rules.

AG: Does not believe the rules are common wealth rules. He has been associated with the ALAC and not once we have looked at the UN rules, with regards to the ALAC, yes with regards to the RALO, not to the ALAC.

Carlton: We should not discuss the origination of the rules, but their use.

RALO Rules, these are are ALAC rules,  not RALO rules, we are a working group regionally balanced.

Action Items

We will create 3 separate Working spaces. We will have an opportunity to comment.

Request:  Mini mailing list to be set up for each of  the drafting teams

True meaning of Rapporteur:  CLO asked if people would like a rapporteur for each Working team. 

Fatima: One comment on the previous point.  Ralo consultation, she understands that all members of the RALOs are invited to be members of the WG. It is difficult to understand what the members can debate and discuss.

We should be more open-minded and embrace different cultures that co-exist with ALAC.

The UN rules are more complicated.

We should have some supplementary or complementary rules.

We should feed up to the RALOs.
