IMPORTANT: The process for posting nominations (including self-nominations) is as follows:

1) Nominations must be made directly to the NARALO mailing list; 

2) Nominations must also be posted to the 2024 ALAC and RALO Elections, Selections and Appointments workspace or sent by email to At-Large staff

The process for accepting nominations is as follows:

1) Nominees must submit their Acceptances as described above.

2) Nominees must complete or update their Statement of Interest (see: At-Large New SOIs Workspaceand confirm that they meet the qualifications for candidacy.

3) Nominees are also expected to submit a brief statement explaining why they believe they are a suitable candidate.

NARALO Selection Timetable for 2024*

  • 28 March  2024 -  Announcement of call for nominations and Nominee's Statement.

  • 28 March 2024  – 28 April 2024 - Nomination period (see NARALO ROP article 6.4.1) 

  • 3 May 2024 - Deadline for nomination acceptances, submit a Candidate statement, complete/update their SOIs and confirm they meet the qualifications for candidacy.

  • 6 May 2024 - 9 May 2024- Calls with the candidates (if desired). 

  • 10 May - 24 May 2024 - Elections (If required, elections will begin no later than one week after the deadline for nomination acceptances and end no later than two weeks after that deadline). 

  • 2024 AGM [ ICANN81] - Newly elected ALAC Members and RALOs Leaders shall be seated at the end of the 2024 AGM following the close of the Board Meeting on 14 November 2024.

* NOTES ON NOMINATIONS NARALO Rules applicable to votes 

NARALO Rules 6.4 - The Chair shall determine the date of the election  - timed, if possible, to complete prior to the ICANN meeting preceding the AGM.

6.4.1 Thirty (30) days in advance of the date of the election, for all open positions, the Chair shall issue a call for nominations (including self-nominations) for Individual members and members of ALS to serve as a member of the ALAC, to be recommended as a delegate to the NomCom and to fill the Chair or the Secretariat position. The nomination period shall be no fewer than 10 working days.

6.4.2 The acceptance period shall be open for at least seven (7) days. Candidates shall confirm that they meet the qualifications for candidature. Self-nominations are deemed to have been accepted. All accepted candidates must complete an At-Large Statement of Interest.

6.2 NARALO's ALAC members shall normally be limited to no more than three (e) consecutive terms, but in cases where the first term is filling a mid-term vacancy and that the remaining term is no more than 16 months, a fourth term is allowed. This rule on term limits may be waived by NARALO Leadership upon request by the term-limited NARALO ALAC Member, and such a waiver should only be granted for sufficient reason.

6.3 The Nom Com Delegate is limited to two (2) consecutive one-year terms, or whatever term is set forth in the ICANN By-Laws, if different.

**ADDITIONAL NOTES FOR NOMINATIONS FOR THE ALAC DELEGATE TO THE NOMCOM: 

IMPORTANT: Criteria for NomCom Delegates

The ICANN Bylaws require that the ALAC, in consultation with the RALOs, appoints five voting members of the NomCom, one per ICANN region. 

    • XI-2.4.e The ALAC shall, after consultation with each RALO, annually appoint five voting delegates (no two of whom shall be citizens of countries in the same Geographic Region, as defined according to Section 5 of Article VI to the Nominating Committee.
    • IMPORTANT: RALOs may recommend one or more candidates to the ALAC. The appointment of NomCom delegates is carried out by the ALAC. Therefore, RALO recommendations are not binding.

Specific criteria and requirements regarding the NomCom composition and NomCom delegates are outlined in the ICANN Bylaws in Article 8.  

Section 8.3. TERMS

(a) The term for each voting delegate shall be a two-year term. No individual may serve as a delegate for more than two terms. In addition, no individual may serve in consecutive terms, regardless of the entity selecting them to the Nominating Committee. An individual will only be eligible to serve a second term as a delegate on the Nominating committee if a minimum of two years has elapsed between the end of their first term and the beginning of the term for which they are being selected.

(b) The regular term of each voting delegate shall begin at the conclusion of an ICANN annual meeting and shall end at the conclusion of the ICANN annual meeting in two years, subject to the Transition Article Section 27.5.

Section 8.4. CRITERIA FOR SELECTION OF NOMINATING COMMITTEE DELEGATES

Delegates to the ICANN Nominating Committee shall be:

(a) Accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and with experience and competence with collegial large group decision-making;

(b) Persons with wide contacts, broad experience in the Internet community, and a commitment to the success of ICANN;

(c) Persons whom the selecting body is confident will consult widely and accept input in carrying out their responsibilities;

(d) Persons who are neutral and objective, without any fixed personal commitments to particular individuals, organizations, or commercial objectives in carrying out their Nominating Committee responsibilities;

(e) Persons with an understanding of ICANN's mission and the potential impact of ICANN's activities on the broader Internet community who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and

(f) Persons who are able to work and communicate in written and spoken English.

Section 8.5. DIVERSITY

In carrying out its responsibilities to nominate Directors to fill Seats 1 through 8 (and selections to any other ICANN bodies as the Nominating Committee is responsible for under these Bylaws), the Nominating Committee shall take into account the continuing membership of the Board (and such other bodies), and seek to ensure that the persons it nominates to serve as Director and selects shall, to the extent feasible and consistent with the other criteria required to be applied by Section 8.4, be guided by Section 1.2(b)(ii).

Section 8.8. INELIGIBILITY FOR SELECTION BY NOMINATING COMMITTEE

No person who serves on the Nominating Committee in any capacity shall be eligible for nomination by any means to any position on the Board or any other ICANN body having one or more membership positions that the Nominating Committee is responsible for filling, until the conclusion of an ICANN annual meeting that coincides with, or is after, the conclusion of that person's service on the Nominating Committee.

Section 8.9. INELIGIBILITY FOR SERVICE ON NOMINATING COMMITTEE

No person who is an employee of or paid consultant to ICANN (including the Ombudsman) shall simultaneously serve in any of the Nominating Committee positions described in Section 8.2.

IMPORTANT: RALOs may recommend one or more candidates to the ALAC. The appointment of NomCom delegates is carried out by the ALAC. Therefore, RALO recommendations are not binding.

Specific criteria and requirements regarding the NomCom composition and NomCom delegates are outlined in the ICANN Bylaws in Article 8.  

Please read the Job Description for NomCom Delegates. Additionally, please note the following as you select and appoint your delegate to the 2024 NomCom:

    • Ineligibility for Service – Current or future ICANN employees or paid ICANN consultants (including Ombudsman) are excluded from consideration for eligibility as described in Article 8, Section 8.9 of ICANN’s Bylaws.
    • The ICANN community is diverse and the composition of the NomCom should reflect this in order to fulfill its mission.   
    • NomCom delegates should have a high-level network of contacts essential to candidate recruitment.
    • The delegate should be able to join monthly teleconferences. Note that the NomCom's workload will increase significantly during the candidate assessment process. Conference calls are held more frequently during this time as well (typically weekly and the duration of the calls may last up to three hours).
    • All NomCom delegates should have the ability to travel to and participate in ICANN Public meetings and NomCom meetings when requested (travel and hotel accommodations will be provided for all approved meetings). If travel is restricted, then NomCom delegates will meet virtually.
