ALAC Delegates to the NomCom for 2011

ICANN's Nominating Committee asked the At-Large Advisory Committee to submit a list with ALAC delegates from each of ICANN's five geographic regions. Voting members of the NomCom are appointed for a one year term, starting after the close of the Annual General Meeting 2010 and ending at the close of the Annual General Meeting 2011, and may be re-appointed for a further term of one year subject to the requirement under the ICANN Bylaws.

APRALO polling of ALSes will result in a single endorsed Regional recommendation which will act as endorsement of the primary/preferred nomination being listed for ALAC endorsement, however please note (star) in accordance with the selection process outline, it is not necessary to second a nomination in order for it to be valid

Suggested timetable for the selection of 2011 ALAC NomCom Delegates:

The ALAC ExCom suggested the following timetable for nominations and recommendations for the NomCom Delegate positions:

1. Nominations Open: No later than 23 July 2010
2. Nominations Close: on or before 6 August 2010
3. Nomination Acceptance Deadline: on or before 10 August 2010
4. Voting Period RALOs to select preferred candidate (if required): 11 August 2010 to 15 August 2010
5. ALAC Notification: RALOs to transmit all accepted nominations, with a recommendation for a preferred candidate if the RALO wishes to provide one: 16 August 2010 (APRALO extended to 23 August)
6. ALAC Endorsement Vote at ALAC Meeting: 24 August 2010
7. Notification to NomCom of Appointees: No Later than 31 August 2010

ALAC Representatives

The RALOs elect two out of three of their regional representatives on the ALAC. The third representative is appointed by the Nominating Committee. The terms of the RALO-selected ALAC representatives are for two years and staggered. In other words, each region elects one ALAC representative per year. The RALO instruments do not contain specific provisions governing the election process. The below process was proposed to the regional Secretariats by At-Large Staff.

Election Timetables

Election Timetable for AFRALO, LACRALO, and NARALO

1. Call for election: The regional Secretariat will make a call for election (no later than 23 July 2010)
2. Nomination period: Nominations shall be accepted for four weeks after the Secretariat calls for nominations (up to 20 August 2010)
3. Acceptance deadline: The nominees need to accept their nomination no later than seven days after the nomination period ends (27 August 2010)
4. Election deadline: The election shall begin no later than one week after the end of the acceptance deadline (3 September 2010) and end no later than two weeks later (17 September 2010)

Election Timetable for APRALO

1. Call for election: The regional Secretariat will make a call for election (no later than 16 August 2010)
2. Nomination period: Nominations shall be accepted for four weeks after the Secretariat calls for nominations (up to 13 September 2010)
3. Acceptance deadline: The nominees need to accept their nomination no later than seven days after the nomination period ends (20 September 2010)
4. Election deadline: The election shall begin no later than one week after the end of the acceptance deadline (27 September 2010) and end no later than two weeks later (11 October 2010)

Election Timetable for EURALO

1. Call for election: The regional Secretariat will make a call for election (no later than 13 August 2010)
2. Nomination period: Nominations shall be accepted until 6 September 2010
3. Acceptance deadline: The nominees need to accept their nomination no later than seven days after the nomination period ends (13 September 2010)
4. Election: The election will be held during the EURALO General Assembly on 15 September.

ALAC Liaisons

The elections for ALAC Liaisons to IDN Policy, GNSO, ccNSO, NCUC, SSAC and WHOIS will be conducted through a single, global election process. The ALAC will vote on the list of candidates using the Instant Runoff Voting system, as provided in Rule 10.4 of the ALAC Rules of Procedure. This means they will rank each candidate, from most preferred to least preferred, using the electronic voting system regularly used for ALAC voting.
