A public consulation on the Initial Report on Proposals for Improvements to the RAA is currently open through 30 July 2010.

The following draft comment has been prepared by the At-Large Registrar-Registrant Relations Working Group:

The ALAC is pleased to endorse this Initial Report on Proposals for Improvement to RAA as a significant step forward in addressing persistent inequities to Registrants and the identified organic source of several problems and disabilities in the larger Internet user community. Members of the At-Large community have been active participants in the WG and the consensus statement substantially reflects the At-Large perspective.

As an original proponent of the Registrants' Rights and Responsibilities Charter, the At-Large community continues to strongly support the development and adoption of this framework. While the At-Large community is unanimous that registrant rights, like responsibilities may not be "aspirational" and should be enforceable at all times, the ALAC strongly recommends and strongly support a Registrant Rights and Responsibilities Charter that includes these so-called "aspirational" rights as enduring principles which we expect to be reflected in the spirit, if not the letter, of the new RAA. We are particularly keen to see mechanisms proposed for operationalizing it, particularly those designed to communicate it to registrants, adopted.
