ALAC Voting Delegates to the NomCom for 2012
ICANN's Nominating Committee asked the At-Large Advisory Committee to submit a list with ALAC delegates from each of ICANN's five geographic regions. Voting members of the NomCom are appointed for a one year term, starting after the close of the Annual General Meeting 2011 and ending at the close of the Annual General Meeting 2012, and may be re-appointed for a further term of one year subject to the requirement under the ICANN Bylaws.

- XI-2.4.e The ALAC shall, after consultation with each RALO, annually appoint five voting delegates (no two of whom shall be citizens of countries in the same Geographic Region, as defined according to Section 5 of Article VI to the Nominating Committee.

The ALAC ExCom suggested the following timetable for nominations and consultation recommendations from RALOs for consideration to be appointed to the 2012 NomCom Delegate positions:
1. Nominations Open: 10 July 2011
2. Nominations Close: 27 July 2011
3. Nomination Acceptance Deadline: On or before 30 July 2011
4. ALAC Notification: RALOs to transmit all accepted nominations with a recommendation for a preferred candidate if the RALO wishes to provide one by 3 August 2011
5. ALAC Review of Salte/LIst Additional Nominations Accepted to be followed by selection and endorsement vote online
6. Notification to NomCom of Appointees: No Later than 15 August 2011 or as arranged with NomCom Secretariat - DELAYED

LACRALO Elections
Interim Chair Proposal
Vanda Scartezini has proposed that, in lieu of a new election at this time, the current LACRALO acting Chair and Secretariat, Dev Anand Teelucksingh, continue in both positions until the end of the current term on April 15, 2012. If this proposal is accepted by LACRALO, no new election will need to be held until then.
This option will be discussed during LACRALO's call on 21 July. During the LACRALO call on July 21 2011, there was no expressed support for this option.

Election Timetable
- At the 21 July 2011 LACRALO conference, it was agreed by those attending that call, unless there was a request by any ALS to call for a vote that we should attempt to have a interim LACRALO president acclaimed by consensus, if there was only one nomination.
- Unfortunately, there were only 6 ALSes present on that call, which means the conference call was not quorate.
- Therefore, since there are only 4 ALSes that have expressed support for the nomination of Jose Arce as LACRALO president, a simple majority (>18 ALSs) is needed to express support for the nomination of Jose Arce as Interim President to be confirmed.
- A Bigpulse poll has been created and ALS representatives will be emailed instructions on how they can express their support.
- The only question on the poll is:
- "Do you support the nomination of Jose Arce as interim LACRALO President until April 2012?" with the possible choices of "Yes" or "No".
- The poll will close on Friday 29 July 2011 at 23:59 UTC.
- Once more than 18 ALSes have confirmed their support for the nomination of Jose Arce as interim LACRALO president, then Jose Arce will be the interim LACRALO president until April 2012 by acclamation.
Result
The online poll to express support for José Francisco Arce to be the interim LACRALO President until April 2012 concluded on Friday 29 July 2011 and the results are as follows:
- 22 out of 36 ALS participated in the poll which is 61% of the ALS in LACRALO
- 21 responded Yes
- 1 responded No
Since more than 18 ALSes have confirmed their support for the nomination of Jose Arce as interim LACRALO president, then José Francisco Arce will be the interim LACRALO president until April 2012
NARALO Elections
RALO Officers
The RALOs elect two out of three of their regional representatives on the ALAC. The third representative is appointed by the Nominating Committee. The terms of the RALO-selected ALAC representatives are for two years and staggered. In other words, each region elects one ALAC representative per year. The RALO instruments do not contain specific provisions governing the election process. The below process was proposed to the regional Secretariats by At-Large Staff.

- Acceptance Deadline: The nominees need to accept their nomination no later than seven days after the nomination period ends 29-August-2011
- Vote Deadline: The vote will be held before 3-September-2011

- Call for Nominations: The Regional Secretariat will make a call for nominations to the Discussion List no later than 31-August-2011
- Nomination Period: Nominations shall be accepted for one week after the Secretariat calls for nominations up to 6-September-2011
- Acceptance Deadline: The nominees need to accept their nomination no later than seven days after the nomination period ends 13-September-2011
- Vote Deadline: If a vote is required, the vote to select a representative shall begin no later than one week after the end of the acceptance deadline 14-September-2011 and end no later than 20-September-2011.
Election Timetable for EURALO
- Call for Election: The regional Secretariat called for nomination prior to the Belgrade GA end of May. (up to 'date')
- Nomination Period: Nomination shall be accepted for four weeks after the Secretariat calls for nominations (up to 'date')
- Acceptance Deadline: The nominees need to accept their nomination no later than seven days after the nomination period ends (29 May 2011)
- Vote Deadline: The vote (by unanimous approval) was effected during the Belgrade GA on 29 May 2011 and confirmed by approval on the EURALO list in June 2011.

- Call for Election: The regional Secretariat will make a call for election by August 17 2011
- Nomination Period: Nominations shall be accepted for two weeks after the Secretariat calls for nominations (up to August 31 2011)
- Acceptance Deadline: The nominees need to accept their nomination no later than two days after the nomination period ends (September 2 2011)
- Vote Deadline: The vote shall begin no later than one week to 2 weeks after the end of the acceptance deadline (September 9-16 2011) and end one week later.

- Sala Tamanikaiwaimaro will serve as the RALO Representative to the ALAC for 2011 to 2013 from the APRALO Region.
- Olivier Crepin-Leblond will serve as the RALO Representative to the ALAC for 2011 to 2013 from the EURALO Region.

At-Large Representative to the WHOIS Review Team
Background Information
Due to an At-Large representative having sent his resignation from the WHOIS Review Team because of increased work pressures, there is an opening for an At-Large member in this very important group which was created under the wider Affirmation of Commitments Reviews. The original call for applicants was made in June 2010 and can be found under: http://www.icann.org/en/reviews/affirmation/call-for-applicants-01jun10-en.pdf
So far, about half of the Team's work has been completed. It is therefore very important for At-Large to propose a replacement candidate. The difference between the original call and the one we are making now, is procedural - in that we are trying to fill an empty slot as soon as possible.

The WHOIS-RT plan is to have a face-to-face meeting in Marina del Rey (Los Angeles) in September and to have a draft final report ready around the Dakar meeting. This means that any candidate should be prepared to travel - and work hard in the next few months.

Send a copy of your CV (maximum 3 pages) in English, a one-page motivation letter and an SOI (Statement of Interest), to: staff@atlarge.icann.org
The SOI should answer the following questions:
- Current vocation, employer and position
- Type of work performed in #1 above
- Identify any financial ownership or senior management/leadership interest in registries, registrars or other firms that are interested parties in ICANN policy or any entity with which ICANN has a transaction, contract, or other arrangement.
- Identify any type of commercial or non-commercial interest in ICANN GNSO policy development processes and outcomes. Are you representing other parties? Describe any arrangements/agreements between you and any other group, constituency or person(s) regarding your nomination/selection as a work team member. Describe any tangible or intangible benefit that you receive from participation in such processes. For example, if you are an academic or NGO and use your position to advance your ability to participate, this should be a part of the statement of interest, just as should employment by a contracted party, or a business relationship with a non- contracted party who has an interest in policy outcomes.
- Are you a member of a GNSO Constituency / Stakeholder Group, and if yes, which one(s)?
