@Justine, probably, but that is not how the term is used in many groups. Since this is a mandated Liaison and not one that we chose to have, we play by the receiving group rules. As an example, in most GNSO groups (such as PDPs), a liaison is there as a message carrier and not an active participant.

That UK legislation on the UK government being able to appoint a new registry operator for the ccTLD may be worth keeping an eye on as it seems to be more than just DNS Abuse/cybersquatting. Most countries have something similar allowing them to appoint a new registry operator but it may be the start of a trend for those that do not.
