    Proposed amendments to the base generic top-level domain (gTLD) Registry Agreement (RA) and 2013 Registrar Accreditation Agreement (RAA) to specify baseline obligations to require registries and registrars to mitigate or disrupt DNS abuse.


    NCAP Study 2 Draft Report CPWG

    This Public Comment proceeding is to seek input on the Name Collision Analysis Project (NCAP) Study 2 draft report. The NCAP Discussion Group will consider the results of the Public Comment and produce a final report.


    Technical Check Review CPWG

    For IANA-managed zones, most notably for the root zone, a suite of technical conformance tests are conducted as part of the process of evaluating change requests. IANA expects to conduct a general community consultation on the scope and definition of these tests to inform future evolution of its operational practices. The current tests were defined based on a prior community engagement exercise.


    Initial Report: ccNSO Policy Development Process on the Selection of IDN ccTLDs CPWG

    The ccNSO, through its policy development process, is developing a policy on the selection of Internationalized Domain Name (IDN) country code Top-Level Domains (ccTLDs). The working group responsible for proposing such policy will be seeking community feedback and comments on its initial proposals for the proposed selection criteria, requirements, and related process. In time, this policy will replace the IDN ccTLD Fast Track Process.

    Improved GNSO Stakeholder Group and Constituency Charter Amendment Process OFB-WG

    The Generic Names Supporting Organization (GNSO) charter revision process has been updated to reflect the continuous evolution of the ICANN community, ongoing implementation of Specific Review recommendations, and the review role of ICANN Board. These improvements will streamline charter revisions and allow GNSO Stakeholder Groups and Constituencies to continue their focus on policy development.

    Draft 2023 African Domain Name System Market Study Report CPWG 

    ICANN org seeks input and feedback from the domain name and Internet community, interested parties and individuals on the draft 2023 African Domain Name System Market Study Report.

      Minutes from the GNSO Transfer Policy Review PDP meeting on May 30, 2023

      The WG continued the discussion to the TDRP Charter questions connected to Phase 2:

      From the ICANN Staff minutes:

      At-Large has indicated support for the registrants to have a way into the TDRP in cases where the process isn’t followed.

      The tough part is that with the TDRP there has to be a clear policy violation – although most transfer dispute issues are not policy related.  This WG is considering whether to make a recommendation to do something outside of this group.  See charter question g3.

      Phase 2, charter question g3) If the TDRP is considered to be insufficient:

      • Are additional mechanisms needed to supplement the TDRP?
      • Should the approach to the TDRP itself be reconsidered?


      In my view, the challenge is that the TDRP is only to be used when there is a breach in the defined inter-registrar transfer process - not for cases connected to domain name theft, hijacking etc.

      Unfortunately, the majority of the WG members are in favour of creating another process to secure the registrant possibility to dispute.

      My recommendation is that ALAC review and comment the final version of responses to the Phase 2 charter questions in the Public Comments period.

      The WG final draft for the Phase 2 Charter questions will be completed and discussed at ICANN77

      Sub: EPDP on IDNs Update to CPWG dated 24 November 2021

      The slide 7 in this presentation is titled "RZ-LGR Terms: Labels, Disposition Value, Code points" with a trace of Arabic Labels. This vector with one original and 23 variants was very useful.

      However, 15 of the variants are blocked in this example. In other words only 8 are allocatable.
