    ICANN’s Draft Fiscal Year 2024–2028 (FY24-28) Operating & Financial Plan provides a comprehensive overview of how ICANN will carry out its Mission in the public interest over the next five years. ICANN's Draft FY24 Operating Plan and Budget defines and describes ICANN's planned activities in FY24 and the anticipated funding sources and levels.


    Improved GNSO Stakeholder Group and Constituency Charter Amendment Process OFB-WG

    The Generic Names Supporting Organization (GNSO) charter revision process has been updated to reflect the continuous evolution of the ICANN community, ongoing implementation of Specific Review recommendations, and the review role of ICANN Board. These improvements will streamline charter revisions and allow GNSO Stakeholder Groups and Constituencies to continue their focus on policy development.


    Second-Level Reference Label Generation Rule: Armenian, Cyrillic, Greek, Latin, Japanese, Korean, Myanmar CPWG

    ICANN has developed seven additional script-based reference Label Generation Rulesets (LGRs) for the second level in consultation with the relevant script communities. This aims to improve the transparency and consistency of the Internationalized Domain Name (IDN) table review process and to facilitate the registry operations of gTLDs. ICANN org seeks for feedback from the broader community on these LGRs.


    Technical Check Review CPWG

    For IANA-managed zones, most notably for the root zone, a suite of technical conformance tests are conducted as part of the process of evaluating change requests. IANA expects to conduct a general community consultation on the scope and definition of these tests to inform future evolution of its operational practices. The current tests were defined based on a prior community engagement exercise.

    NCAP Study 2 Draft Report CPWG

    This Public Comment proceeding is to seek input on the Name Collision Analysis Project (NCAP) Study 2 draft report. The NCAP Discussion Group will consider the results of the Public Comment and produce a final report.


    NomComRIWG Proposed Changes to Bylaws and Standing Committee Charter OFB-WG 

    Four (4) recommendations from the Nominating Committee Review require amendments to the ICANN Bylaws. For efficiency, they are grouped together with the draft NomCom Standing Committee Charter, so that the ICANN community and the ICANN Board can follow a single process for the entire group. Note: NomComRIWG is the Nominating Committee Review Implementation Working Group.

    Initial Report: ccNSO Policy Development Process on the Selection of IDN ccTLDs CPWG

    The ccNSO, through its policy development process, is developing a policy on the selection of Internationalized Domain Name (IDN) country code Top-Level Domains (ccTLDs). The working group responsible for proposing such policy will be seeking community feedback and comments on its initial proposals for the proposed selection criteria, requirements, and related process. In time, this policy will replace the IDN ccTLD Fast Track Process.

    1. Update from the Transfer Policy Review Policy Development Process (TPR-PDP) WG meeting on Dec. 13 2022.

      Continued the discussion regarding revising the reasons that the Registrar of Record MAY deny a transfer request:

      Potential next step: Consider whether “violation of registrar’s anti-abuse policies, or evidence of fraud” in the MAY category is an appropriate compromise.

      In brief, the alternatives presented in the comments:

      In the MAY category:

      ●      Evidence of fraud (status quo)

      ●      Violation of the Registrar's domain use or anti-abuse policies or evidence of fraud. OR Evidence of fraud, or violation of the Registrar’s domain use or anti-abuse policies.                     

      ●      Evidence of fraud, illegal activity, phishing, distribution of malware, or to comply with the law.

      In the MUST category:

      ●      The Registrar has knowledge of credible evidence of the domain currently being used for malware, phishing, pharming, or command & control botnets.

      Additional proposal: Move “Evidence of fraud” to the MUST category and include “violation of the Registrar’s domain use or anti-abuse policies” in the MAY category.

      Consensus to add "violation of registrar’s anti-abuse policies, or evidence of fraud” in the MAY category. (Maybe slightly tuned/altered but to be in the MAY category).

      Note: IMHO adding the element of "anti-abuse policy" in this proposal in addition to "evidence of fraus" is a great step forward.

      The Working Group managed to finalize the review of the public comments.


    2. As the ZOOM Chat for the 14 December 2022 CPWG Meeting comes up online, I wish to add the follow -up on my Chat mentioning the "Sheer Number of Patches" as an indicator (metric) that tells the concerns at the Application level using the Domain Nanmes in any form.

      “The organization needs to become more resilient, and everyone in the organization needs to understand that problems caused by patching are a necessary inconvenience that helps prevent major compromises.” - The National Institute of Standards and Technology’s (NIST) National Cybersecurity Center of Excellence (NCCoE)

      NCCoE's two publications (SP-800-40 and SP 1800-31) emphasize the need to prioritize patching and preventive maintenance in order to avoid data breaches and operational disruptions.  Unpatched devices and systems can serve as an easy network entry point for threat actors. Medical devices in particular can be difficult to patch due to their portability and the fact that organizations may not know how many devices are on their networks at any given time.

      By default, an organization accepts the risk posed by using its software. Servers, PCs and Mobile Devices need patches. libidn and libidn2 C libraries, which are used to build Internationalized Domain Name in Applications (IDNA)-aware software. 

      A formalized program of patch management to “regularly update all apps, software, and operating systems" with an organization specifired "patching cycle time". Usually one patch every 48hours to One Week cycle time is observed.
