    Upcoming Public Comment Proceedings

Root Zone Update Process Study CPWG

The March 2016 proposal to transition the Internet Assigned Numbers Authority (IANA) functions from the U.S. Department of Commerce to the global multistakeholder community called for a study to investigate the robustness of the operational arrangements for making changes to the root zone content to reduce or eliminate single points of failure. ICANN org commissioned this study, which is now ready for public review.

Policy Status Report: Uniform Dispute Resolution Procedure Policy (UDRP) CPWG

This Public Comment proceeding seeks input on the UDRP Policy Status Report. ICANN org will update the report to include relevant information from Public Comments.

Root Zone Label Generation Rules Version 5 (RZ-LGR-5) CPWG

To determine valid top-level Internationalized Domain Name (IDN) labels and their variant labels, the script communities have finalized their Label Generation Rules (LGR) for the root zone as per the LGR Procedure. These proposals are integrated into the Root Zone LGR (RZ-LGR) by the Integration Panel into its fifth version. RZ-LGR-5 is aiming to cover 26 scripts concluding work of active Generation Panels. ICANN is seeking input on it from the community.

NCAP Study 2 Draft Report CPWG

This Public Comment proceeding is to seek input on the Name Collision Analysis Project (NCAP) Study 2 draft report. The NCAP Discussion Group will consider the results of the Public Comment and produce a final report. (No Statement)

Initial Report on the Transfer Policy Review CPWG

This Public Comment proceeding seeks input on the working group's proposed recommendations amending the current Transfer Policy (https://www.icann.org/resources/pages/registrars/transfers-en).

NomComRIWG Proposed Changes to Bylaws and Standing Committee CharterOFB-WG

Four (4) recommendations from the Nominating Committee Review require amendments to the ICANN Bylaws. For efficiency, they are grouped together with the draft NomCom Standing Committee Charter, so that the ICANN community and the ICANN Board can follow a single process for the entire group. Note: NomComRIWG is the Nominating Commitee Review Implementation Working Group.

Updates to the GNSO Operating Procedures OFB-WG

Public Comment proceeding to reflect updates to the GNSO Working Group Self-Assessment requirements as well as possible updates to the GNSO Statement of Interest (SOI) procedures and requirements.

Draft IANA and PTI FY24 Operating Plan and Budgets OFB-WG

The Draft IANA and PTI FY24 Operating Plan and Budgets sets forth the focus of effort and organizational commitment for the designated fiscal year. The ICANN Bylaws and PTI Bylaws require the preparation and adoption of an Annual OP&B prior to the start of each fiscal year.

    1. Lianna Galstyan: This is not only specific to your presentation on 23 March 2022 but may be useful.

Peter Drucker observed that one can't know whether or not one is successful unless success is defined and tracked.

"If you can’t measure it, you can’t improve it". – Peter Drucker

Admittedly, there are things that cannot be measured that have infinite value.

A process is a viable balance to bind together people, procedures and resources (such as tools, equipment and components) in a series of actions that you do for a particular purpose. Measures are needed to establish, verify, validate or in simpler terms ground the claim on the "outcomes" of the series of actions.

GQM or Goal Question Metric approach is a method used to identify important and meaningful metrics in the following way :

      • List the goals or objectives for the process
      • Trace the goals with data or metrics
      • Use a framework to interpret the data with respect to listed goals for the process

How many questions? (Human mind has a penchant to seek answers for unending number of questions on any given aspect. The ground reality is every community wants such (inquisitive) human minds as well)

In other words, one question always leads to another question.

(Maximum of) Twenty questions is a thumb rule based on a popular game that encourages deductive reasoning and creativity in GQM.

How are the measures arrived at? is a different question.

By the way, I hasten to add that being a teacher myself, it is always a pleasure to run into commendable question papers with varying numbers of questions in many deliberations of the ICANN working groups.
