@Jonathan, to my understanding it is not being enforced globally, but if Contractual Compliance receives a complaint related to an unauthorized transfer, they will still collaborate with the Registrars to investigate the issue. If in that case, they determine that a Gaining FOA could not be issued, CC will not proceed further with enforcement on that specific aspect.
