10:09:01 From Aisyah Shakirah Suhaidi : Hello everyone
10:09:33 From Cheryl Langdon-Orr : Hi Ausyah
10:09:45 From Cheryl Langdon-Orr : sorry typing in the dark
10:09:56 From Aisyah Shakirah Suhaidi : It’s alright :-)
10:10:21 From Glenn McKnight, Foundation for Building Sustainable Communities to Claudia Ruiz (Privately) : can you mute the other lines
10:10:48 From Sivasubramanian Muthusamy : I hear a frequent interruption in zoom that says "this Internet connection is unreliable at the moment"
10:10:50 From hanan khatib : there sounds in the background
10:10:59 From Abdulkarim Oloyede : no its not just you
10:11:00 From Jonathan : not just you
10:11:18 From Holly Raiche : @ Staff - I am now listening through the computer so do not need the hone as well and I will hang up the phone - please do not have me called back. Thanks
10:11:18 From Glenn McKnight, Foundation for Building Sustainable Communities : better now
10:11:25 From Dev Anand Teelucksingh : Its wasn't just you, Seb but its better now
10:13:14 From Claudia Ruiz to Glenn McKnight, Foundation for Building Sustainable Communities (Privately) : Apologies, the operator was looking for the line, it was not on zoom
10:20:28 From Maureen Hilyard (ALAC) : Just noting that ITP has made a start on a very long project to improve the search feature for locating topics on the ICANN website
10:21:35 From Cheryl Langdon-Orr : Yes @Maureen there are severa efforst being made including that promosing project that we took into account in our suggests and recommendations
10:22:00 From Vanda Scartezini : @maureen - quite important
10:23:40 From Vanda Scartezini : please adigo silent
10:23:56 From Suhaidi Hassan - ISOC-MY #2 : background noise again, pls mute
10:23:58 From Nadira Al Araj : again there is background noise
10:24:08 From Vanda Scartezini : Adigo bridge
10:24:21 From Dev Anand Teelucksingh : some background noise - please other speakers, mute
10:24:36 From Cheryl Langdon-Orr : That commitment to consider Recommendations and Suggestions in the same way from the Boaed is most critical of course
10:34:25 From Vanda Scartezini : next slide
10:35:12 From Cheryl Langdon-Orr : Always a challenge when your only on audio bridge
10:38:03 From Holly Raiche : I’m a bit surprised at combining the CCT and RDS reviews - each should have a different focus?
10:39:46 From Olivier MJ Crepin-Leblond : @Holly - yes these are two different things. CCT goes way further than just RDS, doesn't it? And each is a very large chunk of work. I wonder what the rationale is behind this
10:39:52 From Cheryl Langdon-Orr : t2 Holly hey can be *specific focus* within a larger single review and ATRT's review then all anyway under current rules
10:40:20 From Vanda Scartezini : remember to announce the webinar on 13 and 14 in different times 13 = 20UTC and 14 =12UTC
10:40:41 From Cheryl Langdon-Orr : as you have just done so @ Vanda
10:40:48 From Holly Raiche : @ OCL - agree. @ CLO - yes there can be a focus within a larger review, but each starts from a different place??
10:41:36 From Cheryl Langdon-Orr : We are trying to propose a method that reduces overlap and duplication of efforts
10:41:40 From Cheryl Langdon-Orr : and resources
10:41:46 From Cheryl Langdon-Orr : resources
10:42:17 From Holly Raiche : @ CLO - if this larger review is supposed to cover both RDS and CCT, then, if both are effective, does that not amount to two reviews anyway?
10:42:24 From Dev Anand Teelucksingh : I presume this is the link to accountability indicators ? https://www.icann.org/accountability-indicators ?
10:43:12 From Cheryl Langdon-Orr : Yes a grab bag of goodies
10:43:13 From laurin : I am pretty worried about merging reviews, very different skill sets required. I am also worried about introducing time limits and quickly running through them. reviews are a, if not “the”, accountability measure. essentially, if done well a merged review would be double the work, or it would need to be rushed to finish in time.
10:44:34 From laurin : for example, SSR2 waited many months to receive information.
10:45:32 From laurin : not saying it cannot work but would like to hear a lot more about this.
10:45:46 From Chokri ben romdhane : hi all sorry for delay
10:45:49 From Holly Raiche : @ Lauren. I agree with your concerns. It then becomes really important to ensure the ToR are limited enough so that the review doesn’t become just a quick skim across important issues
10:46:50 From Cheryl Langdon-Orr : the proposal is not suggesting a quick skim at all
10:47:06 From Holly Raiche : Good point Vanda
10:47:26 From Cheryl Langdon-Orr : Happy to take Alberto's question
10:48:12 From Holly Raiche : @ CLO - I realize you aren’t suggesting a ‘quick skim’ but if the topic is large, coving quite different elements, and within a set time frame, then it would be difficult not to ‘skim’
10:48:37 From Vanda Scartezini : laurin - in one suggestion we are also given to each AC/SO the responsibility to review continuously themselves the reviews and implementation and keep those reported so when after some 7 years we do the overall reviews it will based on the reports made by the interested groups for instance
10:49:04 From laurin : holly, thank you. but wouldn’t that also be dangerous? again speaking from an SSR2 perspective, many issues are wide and deep. and by limiting what a review can do (they already are), accountability is again weakened.
10:50:04 From Holly Raiche : @ Lauren - yes, good point. But the danger of a HUGE topic covering many sub issues, then the danger is that each element does not get the time it could need
10:50:59 From Alberto Soto : Thanks !!
10:51:35 From laurin : completely agree here as well. and one could argue that is an issue as well. but in the end, if a lot of things matter, shouldn’t they get time, even if the review would take longer?
10:52:07 From Holly Raiche : @ OCL - agree - and with Vanda as well. If there is no difference, then can one insist on the implementation of both?
10:52:50 From Dave Kissoondoyal : I am sorry to join so late
10:53:31 From laurin : Vanda, i will look at this again and see this as useful for soac. for specific, I am less sure how it would work in practice. will use SSR2 as example again; we need to assess stuff org does and that requires process (requests, etc) that I am not sure would work the same continuously.
10:54:28 From Olivier MJ Crepin-Leblond : I have a follow-up question relating to the "strict guidelines"
10:54:28 From Holly Raiche : @ Lauren - I think we are in agreement on the issue. The danger is in trying to fit important issues into a set time frame - but the other danger is in a review taking so long, its recommendations are outdated by the time they emerge
10:54:57 From Cheryl Langdon-Orr : It's a transition issue and the undertaking of the ICANN Board is what counts here of course
10:55:35 From Cheryl Langdon-Orr : I will still be here
10:55:50 From Vanda Scartezini : guess we all shall attend the leadership call in 5 minutes
10:56:12 From Heidi Ullrich : Thank you to the At-Large ATRT3 members for attending this webinar.
10:56:43 From Vanda Scartezini : thanks for the opportunity Heidi, Maureen and all
10:57:48 From Cheryl Langdon-Orr : OK audio check done in our other call ALL good attention back here now
10:58:07 From Vanda Scartezini : thanks to all and reminding again the webinars on Jan 13 - 20UTC and 14 12 UTC
10:58:30 From Vanda Scartezini : i need to attend our ATRT3 leadership call starting now
10:58:33 From Cheryl Langdon-Orr : All these proposals are meant to make it more easy to engage in Public COmments
10:58:41 From Cheryl Langdon-Orr : sometimes they do
10:58:59 From Cheryl Langdon-Orr : sometimes (often) they don't We are standardising and improvng
11:03:21 From Cheryl Langdon-Orr : and in future their will be the precendent we have set as well
11:04:29 From Cheryl Langdon-Orr : with Suggestions and Strong suggestions NOT being wishy washy at all (though perhaps it will be renamed if confusion
11:07:21 From Cheryl Langdon-Orr : Yes it is already the case that all comments are taken into account but how that is doen and is reported varies
11:12:23 From Cheryl Langdon-Orr : Hand up
11:14:42 From Dev Anand Teelucksingh : have to leave the call - take care all
11:14:43 From laurin : thank you both! I don’t want to take more time!
11:14:58 From Vanda Scartezini : back from the other call ATRT3 leadership team
11:15:01 From laurin : how would the areas be determined?
11:15:54 From laurin : what would happen if things aren’t prepared? wouldn’t this allow undermining reviews? just questions I feel need considering.
11:15:54 From Cheryl Langdon-Orr : By the relevant subject matter experts like yourself
11:16:03 From Chokri ben romdhane : thank you @cheryl
11:16:29 From laurin : thanks Cheryl, last question: how would the selectors selected? ;)
11:16:45 From Cheryl Langdon-Orr : I have a final input as well from the other ATRT3 call just now
11:17:10 From Cheryl Langdon-Orr : Laureen we would propose the same way as they are now to serve on RT's
11:17:23 From Cheryl Langdon-Orr : but do offer other methods please
11:17:41 From Cheryl Langdon-Orr : sorry about thenake typo
11:17:54 From Marita Moll : pre-recommendation rather than suggestion?
11:17:56 From Cheryl Langdon-Orr : trying to wrap the other call at the same time ;-)
11:18:29 From Cheryl Langdon-Orr : Indeed @Alan
11:18:39 From laurin : ah I see. so it would be a team to select topics and then small groups would look at those delineated topics?
11:18:48 From Cheryl Langdon-Orr : thus our differentiation for Suggestion vs STRING Suggestion as well
11:18:56 From laurin : (very much simplifying)
11:19:18 From Holly Raiche : @ Alan - good ‘suggestion’ - but as OCL pointed out - the definitions of both recommendation and suggestion ned to be clear
11:19:42 From Vanda Scartezini : yes holly
11:19:45 From laurin : PS agree with Alan here, see my question in chat above.
11:20:01 From Cheryl Langdon-Orr : We have noted that @Holly Thanks :-)
11:20:15 From Vanda Scartezini : +1 ALan
11:20:21 From Vanda Scartezini : good point for ALAC
11:20:43 From laurin : what steps can we propose to undermine a potential undermining reviews
11:20:53 From laurin : *of reviews. apologies.
11:21:17 From Cheryl Langdon-Orr : :-)
11:23:09 From Holly Raiche : Thanks you Christopher
11:26:32 From Cheryl Langdon-Orr : Final word please
