Alberto Soto was elected in 2014 as LACRALO Chair and re-elected in 2015. Its main objectives are the representation of the interests of individual users Internet, integrate the countries of Latin America and the Caribbean that still have no representatives, and generate the necessary policies to defend those interests.

Alberto Soto has held management-level positions in national and multinational companies. It has more than forty years working experience in technology, communications and information security. After completing his education in law, he has been focused on Information Law.

In Modulo Security Systems of Brazil, he was manager for Argentina.

In the Bemberg Group, he was responsible for the IT department in Argentina, Chile, Bolivia, Paraguay and Uruguay. The network company was featured in the top 25 best in the world.

He was the Chief Technology Officer in Technsys S.A., which focuses on banking systems and electronic commerce development. He has participated as speaker at numerous conferences of Computer Law and Internet Governance in Latin America and the Caribbean.

He has the title of Mathematics Professor, Physics Professor in "JUAN XXIII Superior Institute of Teacher", Systems Expert in "Center for Higher Studies Exact Sciences", and Lawyer in "National University of Lomas de Zamora".

In addition, he is the Director of American Institute of Research for the Information Society.







Alberto Soto fue elegido en 2014 como Presidente de LACRALO y reelegido en 2015. Sus principales objetivos son la representación de los intereses de los usuarios individuales de Internet, la integración de los países de América Latina y el Caribe que aún no tienen representantes, y generar las políticas necesarias para defender esos intereses.

Alberto Soto ha ocupado cargos de nivel gerencial en empresas nacionales y multinacionales. Cuenta con más de cuarenta años de experiencia trabajando en la tecnología, las comunicaciones y la seguridad de la información. Después de Lorar su títuclo como Abogado, se ha centrado en el Derecho Informático.

En Módulo ( Sistemas de Seguridad) de Brasil, fue gerente para Argentina.

En el Grupo Bemberg,  fue responsable del departamento de IT para Argentina, Chile, Bolivia, Paraguay y Uruguay. La red de comunicaciones de la empresa estuvo dentro las 25 mejores del mundo.

Fue el Director de Tecnología en Technsys SA, que se centra en los sistemas bancarios y el desarrollo del comercio electrónico. Ha participado como ponente en numerosas conferencias de Derecho Informático y de la Gobernanza de Internet en América Latina y el Caribe.

Obtuvo los títulos de Profesor de Matemáticas y Profesor de  Física  enel  " Instituto Superior JUAN XXIII".También el de Experto en sistemas en el  "Centro de Altos Estudios de Ciencias Exactas", y Abogado en la "Universidad Nacional de Lomas de Zamora".

Actualmente es el Director del Instituto Americano de Investigación para la Sociedad de la Información.
