11) Additional information (optional): | Alberto Soto was elected as ALAC Member representing LACRALO for the periods 2017-2018. He was previously elected President of LACRALO in 2014 and re-elected in 2015. His main objectives are to represent the interests of the end users of the Internet, the integration of Latin American and Caribbean countries that do not yet have representatives, and generate The policies needed to defend those interests. For this he participates very actively in working groups in LACRALO, ALAC and Cross Community in ICANN. He has been convened as a keynote speaker for Internet governance issues in several countries (Uruguay, Paraguay, Bolivia, Colombia, Peru and Argentina. Alberto Soto has held managerial positions at national and multinational companies. He has more than forty years of experience working in technology, communications and information security. After obtaining his degree as an Attorney, he has focused on Computer Law. In Module (Security Systems) of Brazil, he was manager for Argentina. In the Bemberg Group, he was responsible for the IT department for Argentina, Chile, Bolivia, Paraguay and Uruguay. The company's communications network was among the 25 best in the world, for two consecutive years. He was the Director of Technology at Technsys SA, which focuses on banking systems and the development of electronic commerce. He has participated as a speaker in numerous conferences on Computer Law and Internet Governance in Latin America and the Caribbean. He was a member of the Ethics Committee of the Professional Council of Computer Science in Buenos Aires, Argentina. He obtained the titles of Professor of Mathematics and Professor of Physics in "Instituto Superior JUAN XXIII". Also the Expert in systems in the "Center of High Studies in Exact Sciences", and Lawyer in the "National University of Lomas de Zamora". He is currently the Director of the Ibero-American Research Institute for the Information Society. Alberto Soto fue elegido como ALAC Member representando a LACRALO para los periodos 2017-2018. Anteriormente fue elegido Presidente de LACRALO en el año 2014 y reelegido en 2015. Sus principales objetivos son la representación de los intereses de los usuarios finales de Internet, la integración de los países de América Latina y el Caribe que aún no tienen representantes, y generar las políticas necesarias para defender esos intereses. Para ello participa muy activamente en grupos de trabajo en LACRALO , ALAC y Cross Community en ICANN. Ha sido convocado como keynote speaker para temas de gobernanza de Internet en varios países (Uruguay, Paraguay, Bolivia, Colombia, Perú y Argentina. Alberto Soto ha ocupado cargos de nivel gerencial en empresas nacionales y multinacionales. Cuenta con más de cuarenta años de experiencia trabajando en la tecnología, las comunicaciones y la seguridad de la información. Después de lograr su título como Abogado, se ha centrado en el Derecho Informático. En Módulo ( Sistemas de Seguridad) de Brasil, fue gerente para Argentina. En el Grupo Bemberg, fue responsable del departamento de IT para Argentina, Chile, Bolivia, Paraguay y Uruguay. La red de comunicaciones de la empresa estuvo dentro las 25 mejores del mundo, por dos años consecutivos. Fue el Director de Tecnología en Technsys SA, que se centra en los sistemas bancarios y el desarrollo del comercio electrónico. Ha participado como ponente en numerosas conferencias de Derecho Informático y de la Gobernanza de Internet en América Latina y el Caribe. Fue miembro del Comité de ética del Consejo Profesional de Ciencias Informáticas en Buenos Aires, Argentina. Obtuvo los títulos de Profesor de Matemáticas y Profesor de Física en el " Instituto Superior JUAN XXIII", en Bahia Blanca. También el de Experto en sistemas en el “Centro de Altos Estudios en Ciencias Exactas", y Abogado en la "Universidad Nacional de Lomas de Zamora", en Buenos Aires, Argentina Actualmente es el Director del Instituto Iberoamericano de Investigación para la Sociedad de la Información. |
