    The Registries Stakeholder Group (RySG) of the Generic Names Supporting Organization (GNSO) recently amended its charter and notified the ICANN organization of its request for approval by the ICANN Board. This Public Comment proceeding seeks input on proposed amendments of the RySG charter to inform ICANN Board consideration

    Improved GNSO Stakeholder Group and Constituency Charter Amendment Process OFB-WG

    The Generic Names Supporting Organization (GNSO) charter revision process has been updated to reflect the continuous evolution of the ICANN community, ongoing implementation of Specific Review recommendations, and the review role of ICANN Board. These improvements will streamline charter revisions and allow GNSO Stakeholder Groups and Constituencies to continue their focus on policy development.

    Draft ICANN Strategic Plan and Operating Plan for FY26-30 OFB-WG

    The Five-Year Strategic Plan establishes a vision and a set of strategic objectives in service of ICANN's Mission. The Strategic Plan enables ICANN to continue to fulfill its Mission and meet new and continuously evolving challenges and opportunities. The Five-Year Operating Plan outlines the strategies to achieve the objectives set in the Strategic Plan. These two draft plans will be published for public comment in the summer of 2024.

    1. Notes from Carlton Samuels:

      The 12th scheduled IFR2 meeting took place at 11:00 UTC (6a local time) Tuesday 14 May, 2024. The deep dive into the terms of the IANA Functions Contract as homework by the two teams continued with plenary discussion on the call. 

      The focus this week was on feedback on sections pertaining Performance Standards Reporting as per Annex A (SOW for Root Zone Management), Section 1 (Root Zone Management); Section 2 (Service Levels) and Section 3 (Performance Level Requirements). Some clauses were noted for clarification through the PTI and/or ICANN Legal. A few others were recommended for 'nice to have' changes. 

      The 13th meeting is scheduled for 18:00 UTC May 28, 2024 (3p local time).  A working meeting is also planned for ICANN 80.

    2. Minutes from the GNSO-TPR meeting on May 14, 2024

      The working group finalised the recommendations of the Change of Registrant Data (CORD) policy. ICANN Staff will complete the work for the Public Comments.

      The WG continued the recommendations connected to ICANN Approved transfers and Bulk Transfer After Partial Portfolio Acquisition (BTAPPA). These recommendations have minor - if not zero, impact on End-users since these are Registry-Registrar operations. Attached the recommendations.

      Thank you for the nice presentation and discussion on the Singular and Plural Strings.

      PLURALIZATION (p11n) has been a very challenging topic in itself. It is a very simple reminder to what we often forget i.e the innate difficulty in mastering even one language in the sea of many languages. This is a good topic in the more generic subject STRINGOLOGY.

      Plural rules will tell how to "get" the plural form. Proper pluralization can be a big task to take on and it might be even hard to know where to start.

      Stemming from my work, I have referred to:

      Needless to mention, there may be better references and research in other languages on similar lines.

      In my humble opinion, it is hazardous for ICANN to be only reactive in the matters of Singular and Plural Strings for the end - users to flag a concern / help request.

      The Challenge: Arriving at a fair policy across multiple languages that cam have an algorithmic implementation support by negotiable limitations of the algorithmic approach.

      PS: Syntactical analysis applies grammar rules to provide context to meaning at the word and sentence level. Semantic analysis uses all of the above to understand the meaning of words and interpret sentence structure so machines can understand language as humans do. In my humble opinion Semantics is presently not viable at the DNS Level. A domain name is a string that identifies a realm of administrative autonomy, authority or control. A domain name may represent entire collections related resources or individual instances.
