    Root Zone Update Process Study CPWG

    The March 2016 proposal to transition the Internet Assigned Numbers Authority (IANA) functions from the U.S. Department of Commerce to the global multistakeholder community called for a study to investigate the robustness of the operational arrangements for making changes to the root zone content to reduce or eliminate single points of failure. ICANN org commissioned this study, which is now ready for public review.

    This Public Comment proceeding is to seek input on the Name Collision Analysis Project (NCAP) Study 2 draft report. The NCAP Discussion Group will consider the results of the Public Comment and produce a final report.

    Proposal for Myanmar Script Root Zone Label Generation Rules (LGR) CPWG

    The Myanmar script community has formed the Myanmar script Generation Panel (GP), which in turn has developed the Proposal for the Myanmar Script Root Zone Label Generation Rules. As per the LGR Procedure, this proposal is being posted for public comments to allow those who have not participated in the Myanmar script GP to make their views known to the GP. Based on the feedback, the Myanmar script GP will finalize the proposal for submission for integration into the Label Generation Rules for the Root Zone.

    Updates to the GNSO Statement of Interest (SOI) Procedures and Requirements CPWG

    Possible (still tentative at this time) Public Comment proceeding on experiences with and/or possible modifications to the GNSO Statement of Interest (SOI) procedures and requirements.

    The Impact and Data Sensitivity Analysis is a part of the Name Collision Analysis Project (NCAP) Discussion Group's work to produce a Study 2 report. The NCAP Discussion Group will consider the results of the Public Comment proceeding as it develops its draft report, expected to be published for Public Comment in March 2022.

    Supported Scripts for IDNs CPWG (TBC - At-Large IDNs mailing list)

    The Unicode standard version 14.0.0 encoded 159 scripts. In Annex # 31, the standard categorizes these scripts as Excluded, Limited Use or Recommended for their use in defining identifiers. The Public Comment elicits feedback from the community on how this categorization should be applied to decide the scripts to use in the Internationalized Domain Names (IDNs) at the second level and the top level of a domain name.

      Thank you very much for the CRISP presentation on NCAP.

      As you would appreciate, the introduction of any new domain name into the DNS, whether a generic TLD, country code TLD or second-level domain name, creates the potential for name collision. The Name Collision Occurrence Management Framework is to mitigate the impact of name collisions in the domain name system for the Registry Operators. 

      In my humble opinon, the metrics being evolved through NCAP need to correlate with this Framework.

      Such a correlation will help our other teams. For example: The Registry Operators are to implement a controlled interruption for a period of 90 days to alert system administrators that there may be an issue in their network, and to have an emergency response capability in place. I am sure Steinar Grøtterødteam may want to look into this for the Domain Transfer Policy and the Lock-In time.

      Determining the risk and severity of potential name collision, and proposing means of mitigating risk is necessary and important.

    2. Being Prudent in citing the ICANN Study Group Report on "Recommendations for the Technical Utilization of the Root Zone Label Generation Rules (RZ-LGR)" dated  7 October 2019. 

      1. There is no accepted definition for what may constitute a variant relationship between top-level labels, and
      2. There is no variant management mechanism.

      The core recommendations for technically utilizing the RZ-LGR are: 

      a. Recommendations must not go against the security and stability of the root zone.

      b. Recommendations must follow the LGR Procedure

      c. Recommendations must not challenge the contents of RZ-LGR

      d. Given multiple options, the recommendations should take the conservative approach,

      Specific recommendations are outlined for:

      1. generic and country code supporting organizations
      2. ICANN Organization and Internet Assigned Numbers Authority
      3. For Generation Panels
