The purpose of the ccNSO Guidelines Review Committee (GRC) is to review the current guidelines and to ascertain whether they reflect current practices and working methods, identify potential gaps, and based on this analysis propose changes to the current guidelines to the Council. The ccNSO SOPC has invited the Council, ccNSO working group and committee chairs, and others to a joint meeting on Saturday, 21 October. SOPC will seek their input and comments to ensure that SOPC can fulfill its mandate regarding ICANN initiatives and activities relevant from a ccNSO perspective.
On Sunday, 22 October, SOPC will hold a workshop to define its post-ICANN78 activities, taking into account the results of previous work.
About SOPC
The objective of the SOPC is to provide input on the strategic and operational planning processes and related budgetary processes of ICANN and Public Technical Identifiers (PTI) that are relevant from a ccTLD or ccNSO perspective. It also coordinates, facilitates, and encourages the involvement of ccTLD managers in these processes. The working group charter, work plan, and other relevant documents are available on its website and workspace.

On saturday, 21 October, the ccNSO DNS Abuse Standing Committee (DASC) will an internal working session to discuss its work plan for the coming year. Additionally, on Wednesday morning, the DASC leadership team will brief GAC on progress to date and next steps. On Wednesday afternoon, DASC is organizing a session at ICANN78 to inform interested community members about different perspectives on tools and measurements of DNS abuse, including DAAR and others.
About DASC
DASC was created as a dedicated forum for ccTLD Managers to discuss the important topic of DNS Abuse and to share information, insights, and practices. In keeping with the nature of the ccNSO, the purpose of the Committee is not to formulate any policy or standards, recognising that policy development in this area is out of scope of the ccNSO policy remit. The overarching purpose is to raise understanding and awareness of the issues pertaining to DNS Abuse, promote open and constructive dialogue, and ultimately to assist ccTLD Managers in their efforts to mitigate the impact of DNS Abuse. On Saturday, 21 October, the IGLC will hold a working session at ICANN78. During this session, IGLC will explore what are the hot issues in Internet governance on a regional basis.
On Wednesday, 25 October, the ccNSO Internet Governance Liaison Committee (IGLC) organises a session which explores the United Nations (UN) led review of the World Summit on the Information Society (WSIS) being held in 2025 on the twentieth anniversary of the original WSIS, and explains why it matters to ccTLDs around the world.
About IGLC
The IGLC has been established to coordinate, facilitate, and increase the participation of ccTLD managers in discussions and processes pertaining to Internet Governance. The Committee will take a proactive role in seeking and fostering participation and input into the processes and provide regular feedback to the ccNSO Council, ccNSO members and broader ccTLD community. TLD-OPS Standing Committee

The Top-Level Domain Operations (TLD-OPS) Standing Committee is the oversight body of the TLD-OPS mailing list. The purpose of the standing committee is to govern the daily operation of the TLD-OPS email list and, when necessary, to develop and implement progress plans for future improvements and developments of the TLD-OPS email list, including its ecosystem. TLD-OPS is the incident response community for and by ccTLDs and brings together those who are responsible for the overall security and stability of their ccTLD. The goal of the TLD-OPS community is to enable ccTLD operators worldwide to collaboratively strengthen their incident response capabilities. During ICANN78, the group will hold a working session.
ccNSO Tech Working Group

Since 2006, the Technical Working Group has organized Tech Day, a workshop open to all ICANN community members with an interest in technical, operational, and security topics. The working group will hold a working session at ICANN78. The next edition of Tech Day will be held on Monday, 23 October.

About the Customer Standing Committee (CSC)
The CSC ensures the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function. The CSC is responsible for monitoring Public Technical Identifier’s (PTI) performance of the IANA naming function against the service level expectations in the IANA Naming Function Contract. The CSC analyzes performance reports provided by PTI and publishes its findings. The CSC is authorized to undertake remedial action to address poor performance of the IANA naming function, and if performance issues are not remedied, may escalate the issues to the ccNSO and GNSO.
About Public Technical Identifiers (PTI)
Public Technical Identifiers (PTI) is responsible for the operational aspects of coordinating the Internet’s unique identifiers and maintaining the trust of the community to provide these services in an unbiased, responsible and effective manner. Mainly, PTI is responsible for the operation of the IANA functions:
Public Technical Identifiers (PTI) was incorporated in August 2016 as an affiliate of ICANN, and, through contracts and subcontracts with ICANN, began performing the IANA functions on behalf of ICANN in October 2016.

Following the welcome remarks, Kim Davies (PTI) will address the ccNSO regarding 3 topics: Firstly the caretaker operation designation for .LB, secondly the final implementation of the ccPDP3 retirement policy, and finally the yearly IANA customer satisfaction survey. ccNSO council Vice Chair Jordan Carter will report on the discussions from the ccNSO Council Workshop on Sunday, regarding the review of potential policy gaps in the ccTLD post-delegation processes.

In 2023, the ccNSO celebrates its 20th anniversary. In previous sessions, representatives from the ccTLD community have reflected on the evolution and key milestones in the history of the ccNSO. BACKGROUND CCNSO COUNCIL ELECTIONS | The ccNSO Council consists of 18 Councillors. There are 5 ICANN geographical regions and 3 Councillors per region: 15 Councillors are elected by the ccNSO members within that ICANN geographical region, through their Emissaries. A Councillor may be any individual nominated, seconded and elected as described in the ccNSO Council Election Guideline. Of the 18 Councillors, 3 are appointed by the ICANN Nominating Committee.
If, at the close of the nomination period, there are no more valid nominees in the geographic region than there are available seats on the ccNSO Council for that region, the nominated candidate shall be elected to serve on the ccNSO Council. No elections will be held in the African, Latin America/Caribbean, and North American regions. Elections in the Asia/Australia/Pacific and European regions respectively will begin on Thursday 9 November 2023 (00:01 UTC) and end on Thursday 30 November 2023 (23:59 UTC), in accordance with the timetable adopted by the Council. The Council election process will formally close 7 days after the adoption and publication of the Election Report by the Council. The terms of the appointed Council members will begin at the end of ICANN79, in March 2024. BACKGROUND ICANN BOARD SEAT 12 NOMINATIONS | As per the ICANN Bylaws, the ccNSO nominates two directors to the ICANN Board. These seats on the Board are referred to in these Bylaws as Seat 11 and Seat 12. On Wednesday 9 August 2023 (23:59 UTC), the latest call for nominations for ICANN Board seat 12 closed. In accordance with the applicable rules, Katrina Sataki was nominated and seconded. Katrina is the only nominee. She has accepted her nomination and due diligence will be completed shortly. According to the rules and the timeline previously agreed by the ccNSO Council, an election will be held even if there is only one candidate. Voting will open on Tuesday 7 November 2023 (00:01 UTC) and close on Tuesday 28 November 2023 (23:59 UTC). The Councils of the ccNSO and the Generic Names Supporting Organization (GNSO) will hold a joint meeting to discuss issues of common interest, including ICANN and the Global Digital Compact (GDC) and WSIS+20, the 20-year review of the World Summit on the Information Society. The review will be informed by other multilateral processes that will take place in the period leading up to 2025. These include multilateral negotiations on the GDC in 2023-2024. In addition, the Councils will consider how to improve the process for amending the Bylaws.
