11:52:49 From Claudia Ruiz: Welcome to the Consolidated Policy Working Group Call
11:54:25 From Claudia Ruiz : https://www.streamtext.net/player?event=ICANN [streamtext.net]
11:56:25 From Maureen Hilyard (ALAC) : Hi all. Did you get the message about some feedback on the PDP 3.0 for the GNSO?
11:57:27 From Holly Raiche : I just saw that - and absolutely, we should provide feedback. In our response to the multistakehollder model, we have already done some preliminary comments
11:57:45 From Evin Erdoğdu : Hello all, welcome.
11:59:05 From Holly Raiche : So Dave - have you decided to become an ALAC person?
11:59:31 From Holly Raiche : (Dave - welcome anyway)
12:00:50 From Hadia : hello all
12:00:58 From Holly Raiche : Do we know if Kaili is okay?
12:01:20 From John McCormac - HosterStats.com : Fasciating report, Dave. the Famous Four gTLDs did display some of the same trends.
12:01:23 From Hadia : @Holly ??
12:01:56 From Holly Raiche : @ Haidi - why the question mark?
12:02:01 From Glenn McKnight NASIG : hi all
12:02:38 From Hadia : Your question with regard to kaili
12:03:34 From Holly Raiche : Sometimes, being Chinese and being vocal is not a good combination
12:03:50 From Hadia : Oh ok
12:04:07 From Claudia Ruiz : https://www.securityskeptic.com/2019/10/report-criminal-abuse-of-domain-names-bulk-registration-and-contact-information-access.html
12:04:10 From Holly Raiche : (On the other hand, he may just be on holidays)
12:05:00 From Hadia : sure
12:10:21 From Roberto : Hi all - sorry for being late
12:10:37 From Lutz Donnerhacke : <QUESTION> Is there any indication, that registars (or registries) are still involved in abusive registrations? At the first Whois Review, the Center of Organized Crime (MI6/UK) strongly suggest such a second or third level abuse. If there is such a higher level abuse, we can't do anything on contract basis, we can only stop collecting data.</QUESTION>
12:15:18 From Lutz Donnerhacke : In other words: How to deal with Registrars which are operated by organized crime itself?
12:19:00 From Lutz Donnerhacke : <QUESTION>How can whois data help such investigations? Which LEA is naive enough to believe, that crimials register with their real names?</QUESTION>
12:22:27 From John McCormac - HosterStats.com : I might have some of those website snapshots from the usage surveys.
12:27:38 From Holly Raiche : @ JZ - this issue should be part of our response?
12:28:41 From Holly Raiche : @ Hadia - this report could be REALLY useful?
12:33:47 From Hadia : ok thanks
12:33:57 From Hadia : @holly yes indeed
12:35:14 From Lutz Donnerhacke : <QUESTION>How About Ultra Thin Whois? Only report the contract on which the Registration was made, and point to next organization … within a differnt juristriction to reveal the next contract and the next pointer? The same way whois.iana.org operates.</QUESTION>
12:37:09 From Lutz Donnerhacke : WHOIS into DNS is a dumb idea. Technically and politically
12:37:51 From Lutz Donnerhacke : WHOIS is there to have a *second* way to overcome problems with the first one.
12:41:36 From Lutz Donnerhacke : Do not clobber DNS with WHOIS. At least SSAC will oppose, but the whole Operator community will block
12:45:08 From Cheryl Langdon-Orr : thanks Dave
12:45:23 From John McCormac - HosterStats.com : There will be pushback from the registries to frame this activity as content abuse rather than DNS abuse.
12:45:53 From Jonathan Zuck : There always is
12:46:06 From Ricardo Holmquist - ALAC : there is CTO paper on DNS abuse just released, i saw it shared via twitter, shouldn´t it be shared also via email?
12:48:03 From John McCormac - HosterStats.com : Yep. The problem is that it is still going on. The LOAN gTLD had 0.11% usage in August 2019. But at the start of the year, it had about 1M iffy adult affiliate landers. TOP tends to have a lot of bait and switch sites using content from legit sites which are either filled with PPC ads or redirect using Javscript to gambler or adult affiliate signups
12:50:53 From Glenn McKnight NASIG : link to the talking points?
12:51:10 From Claudia Ruiz : https://drive.google.com/file/d/1RaplmZAmAPnbVlm0L-3F3uDjcokeUL1q/view
12:51:11 From John McCormac - HosterStats.com : Just on the Geo gTLDs, ICANn has been publishing the wrong registry reports since June 2018 for TIROL, COLOGNE and KOELN.
12:52:02 From Hadia : ok sure Jonathan
12:53:06 From Holly Raiche : Will do
12:53:38 From John McCormac - HosterStats.com : Are there any proposals to limit discounting?
12:54:08 From Claudia Ruiz : https://docs.google.com/document/d/13EjNxqfOvXGToCWLZi9-crsUSKvqnfdW57JF9drhPO4/edit
12:55:02 From Jonathan Zuck : John, I don’t think there are
12:56:06 From Holly Raiche : *-
12:56:34 From John McCormac - HosterStats.com : A pity. It would kill a lot of the abuse by hitting its financial viability. Would probably need a modification to the registry and registrars agreements though.
12:57:29 From Cheryl Langdon-Orr : sub pro starts in 2+ mins
12:57:51 From Justine Chew : @Jonathan, I have to leave for SubPro call before we get to AOB, just to ask that we put the GNSO Council's Invitation to provide input for PDP 3.0 implementation on CPWG's things to do.
12:58:19 From Justine Chew : Okay, got to go. Thanks.
12:58:24 From Alberto Soto : @Cheryl,I sent my apologies
13:02:19 From Carlton Samuels : FWIW, I'd be very interested in the CPWG's comments per PDP 3.0 implementation
13:03:17 From Maureen Hilyard (ALAC) : I think that is a good idea Yrjo. It was something suggested by Manal.. and the GAC needs to hear about as Jonathan said, about explaining the common ground on topics of common interest
13:03:23 From Evin Erdoğdu : Pre-ICANN66 Policy Report: https://go.icann.org/pre66
13:04:48 From Maureen Hilyard (ALAC) : @Cheryl I was just going to put up my hand to raise the same topic - comment from the ALAC on the PDP 3.0
13:05:37 From Maureen Hilyard (ALAC) : Justine no doubt will keep us in the loop..
13:05:54 From Evin Erdoğdu : Yes sure @Holly - can create a space for this
13:08:16 From Maureen Hilyard (ALAC) : @Cheryl - sounds great
13:08:39 From Cheryl Langdon-Orr : yup
13:09:37 From Alberto Soto : No problem, I will be in Montreal…
13:09:38 From Holly Raiche : @ JZ - Dave’s report will be relellllvant to the CCT response
13:09:46 From Cheryl Langdon-Orr : bye for now then....safe travels to any doing so
13:09:46 From Evin Erdoğdu : Thank you all!
13:09:56 From Hadia : Thank you bye
13:09:57 From Alberto Soto : Thanks, bye bye!!!
13:10:00 From John McCormac - HosterStats.com : later all.
13:10:00 From Roberto : Bye all
13:10:04 From Carlton Samuels : Thank you all, bye all
13:10:08 From Maureen Hilyard (ALAC) : Thanks Jonathan. excellent presentation and coverage of the topics..
