Gisella Gruber-White:Welcome to the MADT call on Monday 28 January 2013 at 1700 UTC
Gisella Gruber-White:Agenda: https://community.icann.org/x/kwVlAg
Silvia Vivanco:Hello everyone
Yaovi Atohoun:Hello Silvia
Olivier Crepin-Leblond:scrolling works now
Dev Anand Teelucksingh:scrolling works
Olivier Crepin-Leblond:thx
Silvia Vivanco:Yes
Maureen Hilyard:Yes,, just connecting to my audio
Olivier Crepin-Leblond:perfect
Maureen Hilyard:But aren't these rules for any ALAC meeting ?
Eduardo Diaz:Whoever is chairing the meeting. It does not matter if it is the ALAC chair or someone else
Olivier Crepin-Leblond:I disagree. There is a difference between the Meeting's Chair needing to Waive the Quorum and the Quorum being waived as default
Olivier Crepin-Leblond:I agree with Alan
Olivier Crepin-Leblond:it's all about the Default. And the Default is that there needs to be quorum. Safer than needing no quorum at all.
Dev Anand Teelucksingh:I agree with Alan
Maureen Hilyard:I agree that this is to do with formal meetings..
Carlton Samuels:@quorum: I'd rather not have a meeting than have a rump meeting!!
Maureen Hilyard:Yes I think its in the right place
Yaovi Atohoun:Could we replace "present" by "participated"?
Dev Anand Teelucksingh:"currently sitting ALAC members must be present" - why the phrase "currently sitting" there, why not "ALAC members must be present" ?
Carlton Samuels:@Dev: +1
Dev Anand Teelucksingh:so the phrase is there in case one or more ALAC member that is incapacitated
Cheryl Langdon-Orr:Here in AC at LAST!
Maureen Hilyard:agreed
Cheryl Langdon-Orr:had to go find my back up codes (SOGH)
Dev Anand Teelucksingh:lost scrolling ability
Yaovi Atohoun:me too
Cheryl Langdon-Orr:yes
Heidi Ullrich:You should all be able to scroll
Yaovi Atohoun:yes
Heidi Ullrich:thanks
Eduardo Diaz:got disconnected
Gisella Gruber-White:We will wait for you to call Eduardo
Heidi Ullrich:Yaovi, Adigo is calling you back
Eduardo Diaz:i am connected now
Eduardo Diaz:thanks
Yaovi Atohoun:i am not disconected. thanks
Heidi Ullrich:Sorry, Yaovi!
Yaovi Atohoun:No problem
Olivier Crepin-Leblond:do not speak about Points of Order -- there was a Point of Order on a Point of Order at the ACIT
Olivier Crepin-Leblond:WCIT
Olivier Crepin-Leblond:And a third point of order was made on the second point of order. Imagine the mess. Whose point was it anyway?
Cheryl Langdon-Orr:LOL
Maureen Hilyard:If people register with the Chair to speak to an issue, and then the Chair closes it before they can speak , it could be messy
Eduardo Diaz:I like preferably
Maureen Hilyard:I like preferably
Yaovi Atohoun:Preferably
Maureen Hilyard:lol
Olivier Crepin-Leblond:Tijani makes a very fair point. I stand corrected.
Dev Anand Teelucksingh:once the vote is quorate, though ?
Olivier Crepin-Leblond:yes of course. We all have access to how many people voted, but can't know who voted and who did not.
Dev Anand Teelucksingh:okay, good
Heidi Ullrich:Alan, in 1.10.12.3 - "by the ALAC Chair"
Eduardo Diaz:@ALan: typo in 1.10.12.3 - ..Cchair
Carlton Samuels:I'm dropped.
Maureen Hilyard:If they have a conflict, don't they abstain then?
Carlton Samuels:Could Staff ask the opertor to ring me back\
Carlton Samuels:? Thanks much
Gisella Gruber-White:@ Carlton - we are caling you
Gisella Gruber-White:calling you
Carlton Samuels:Thanks Gisella, I'm back
Eduardo Diaz:@alan: typo in 1.11.8 - " ...ensires
Yaovi Atohoun:I am disconnected
Heidi Ullrich:ok, Yaovi
Maureen Hilyard:I agree they should be directed proxies
Heidi Ullrich:Adigo is dialing you back, Yaovi
Eduardo Diaz:I have to run to another meeting.
Maureen Hilyard:proxies given to the Chair should be directed..
Yaovi Atohoun:I am back. Thanks
Heidi Ullrich:Bye, Eduardo
Gisella Gruber-White:Thank you Eduardo
Carlton Samuels:I have to run now so I will drop off. Thanks all
Gisella Gruber-White:Thank you Carlton
Olivier Crepin-Leblond:I also cringe about Proxy voting itself.
Maureen Hilyard:except for secret voting.. all proxy votes are openly recorded as for other voting
Maureen Hilyard:sorry.. I am losing sound intermittently..
Olivier Crepin-Leblond:On the matter of PROXIES -- please be so kind to consider adding a line which makes it CLEAR when conflicting proxies are received. ie. someone gives a directed proxy to person A and then changes their vote in the proxy and notified person A again. Or someone appoints proxy person A and then changes their mind and appoint proxy person B? Perhaps a clause on this to make this rule clear is needed.
Yaovi Atohoun:My concern was ONLY about "documents" but I totaly agree with the rest
Dev Anand Teelucksingh:I also cringe with proxies and especially given recent experiences with conflicting proxies
Maureen Hilyard:agreed
Heidi Ullrich:Thanks, Alan!
Heidi Ullrich:Thanks, All!
Gisella Gruber-White:Thank you all!
Yaovi Atohoun:bye
Cheryl Langdon-Orr:Thanks ALL
Maureen Hilyard:thanks everyone
