Description

During the discussions of the ALAC at ICANN52 in Singapore, the ALAC recommended that we constitute a Task Force (TF) to make recommendations to the ALAC regarding the criteria and expectations for ALSes and how those expectations relate to the work of the RALOs.

The recommendation was that this TF will include at least one ALAC member per region (to be selected by the ALAC members from each region) plus two people selected by the regional leadership (according to the RALO practices). Other may participate if they wish. The TF will be chaired by the ALAC Chair who will not formally represent his region. At-Large Staff will be full members of this TF as their input and opinions need to be considered.

Decisions in this TF will be made by consensus among the entire group or if necessary, by the regionally balanced group of 15 members plus Chair.

     prior to our first meeting I would like to raise some points

    what shall be our goal?  from my point of view we need to create a framework of criteria that can allow all Ralos to work on their specificities related to there own cultural aspects and what already is well working for them.

     This means we need to focus on more wider view: my suggestion as a start point to be discussed could be:

    • all Ralos have worked to establish their criteria to their own ALS. Which of those criteria can already be equal to all Ralos that can be considered as a standard criteria. 
    • which of them can have similar but not equal concept that we could use to formulate a framework
    • from this quite different from Ralo to Ralo, which are really interesting to be discussed and be part of the general framework cutting the parts that brings more peculiarities to original Ralo.
    • after this first analysis  which ones criteria could be useful for the development of ALS organization.

      With these points in mind  we could  start our work brings to the table all criteria already existing from each Ralo and may be as next steps divide ourselves in smaller groups to accelerate the work.

      If we were to wait for all of the RALOs to set their own rules, and then find the ones that are common, we will be here for a VERY long time.

      Moreover, we will not be meeting our obligation to set the minimal standards that we believe are necessary - something that the LAC has agreed to do in forming this TF.

      Lastly, there is a review of At-large starting that will focus on RALOs and ALSes. Do we really want to wait a year and have an external consultant tell us what to do? I far prefer that we take the initiative to get our house in order.
