Dr. T V Gopal served as a Member of the Sub-Committee of the IT Task Force, Government of Tamil Nadu from 27 November 2000 to 25 July 2001. The IT Task Force and its sub-committee have been replaced by the Tamil Nadu Information Technology Council (TNITC). This responsibility has been duly gazetted by the Government of Tamil Nadu. My work with ICANN has been fully formal with the Government of Tamil Nadu.


Dr. T V Gopal has research experience in the use of Technology for Healthcare.


Dr. T V Gopal has a Ph.D in the area of Distributed Computing and currently works in the area of "Cyber Physical Systems". He has proven technical expertise in all layers of the ISO - OSI Reference Model for the Computer Networking & Software Defined Networking. He has first hand experience in the management of "Domain Names" and "Host Configuration" protocols.

Dr. T V Gopal has been acknowledged for contributing unique thoughts on politics in detail by email, on telephone and in personal discussions in a book titled "A Manifesto for Change" by Dr. A P J Abdul Kalam, Formerly President of India and Dr. V Ponraj.

Dr. T V Gopal has several National and One International Award (2019) to his credit.

    I wish to share the following quick thoughts for a start and wait for the comments.

    The Internet evolved from a number of government-funded research projects, individuals from universities and private-sector organisations.
    Most of its early development has been punctuated by the "Open Systems" approach.

    There was remarkable traceability on the "thinking of Individuals [technically thunks]" to the Individuals. The intellect of any given individual has been duly acknowledged and the organisations took cognisance of this.

    Understandably the management of the Internet and global Internet resources such as the Domain Name System relied mostly on the bottom-up coordination and direct participation by those interested in and impacted by the necessary / pertinent decisions.

    By 2005, the umbrella term "multi-stakeholder" got into the popular use.

    The reason why bottom-up and Individuals provided "assurance" is that the concerns in Internet Governance holds the promise of better resolution at a level closest to their origin.

    My interest in this group is largely due to this important aspect of governance and jurisprudence.

    To my mind, evolving a consensus was best within the modus operandi of the Internet Engineering Task Force [IETF]. It nurtured the famous motto “We believe in rough consensus and running code”. Some of the best standards happened in this approach.

    Individuals do have a major role in making these standards happen and used within the scope of their organisation / community.

    It is growth of Internet with adequate disciplines in place that became admirable.

    This is missing in the current Internet Governance models that are now mostly top-down. We need to bring in the necessary bottom-up as well.
    Technology evolves quickly, but formal policies and legal procedures can move slowly.

    Many is always numerically greater than one. Most of the times the concerns at large are believed to be resolvable / decided through "voting". These concerns are either populist or utilitarian. The intentions are not being questioned. But, Individuals fade away into the oblivion faster with the numbers always dominating.

    In my humble opinion, the present governance may not scale down correctly to minority and Individual concerns even when they are legitimate and reasonable.

    Also, the decentralised structure of the Internet governance ecosystem implies that different issues are addressed in different places.

    Our challenge therefore is to identify individuals and built the basic foundational principles of Internet Governance around them. Some of them may become
    visionaries for the future, role models, steer leaders and so on.

  3. Please note that Anna University has granted the necessary approvals for me to participate in matters concerning EPDP and IDNs as appropriate. My first concerns in IRT are primarily in this focus area.
