This Board resolution follows on from GNSO Council's submission of an updated ICANN77 Deliverable Workplan & Timeline SubPro Related Activities to [gnso.icann.org] which provided further clarity to Council's 15 Jun submission.
- ICANN Board Chair 31 Jul 2023 announcement of Board's acceptance of the plan, suggesting a AGB finalization for May 2025, which enables the application round to open in Q2 2026 (with the goal of April 2026). Improved GNSO Stakeholder Group and Constituency Charter Amendment Process OFB-WG
The Generic Names Supporting Organization (GNSO) charter revision process has been updated to reflect the continuous evolution of the ICANN community, ongoing implementation of Specific Review recommendations, and the review role of ICANN Board. These improvements will streamline charter revisions and allow GNSO Stakeholder Groups and Constituencies to continue their focus on policy development.

This Public Comment proceeding is to seek input on the Name Collision Analysis Project (NCAP) Study 2 draft report. The NCAP Discussion Group will consider the results of the Public Comment and produce a final report.

Minutes from the GNSO-TPR meeting on January 16, 2024
The GNSO-TPR working group continued the discussion connected to the Change of Registrant (CoR). The ICANN Staff presented an update to the Pre.rec. #1: (update in Italic)
Preliminary Recommendation 1: The Working Group recommends that, following a Change of Registrant,* the Registrar MUST send a notification of the Change of Registrant to both the Prior Registrant (as listed in the Registration Data immediately prior to the Change of Registrant) and the New Registrant. Additionally, the Registrar MUST send this notification without undue delay, but no later than 24 hours after the Change of Registrant occurred.
1.1 This notification MUST be written in the language of the registration agreement and MAY also be provided in English or other languages.
1.2 The Registrar MUST include the following elements in the Change of Registrant notification:
❖ Domain name(s)
❖ Text stating that the contact information was updated
❖ Date and time that the Change of Registrant was completed
❖ Instructions detailing how the Prior/New Registrant can take action if the change was invalid (how to initiate a reversal)
1.3. The Registrar MAY send the notification via email, SMS, or other secure messaging system. These examples are not intended to be limiting, and it is understood that additional methods of notification may be created that were not originally anticipated by the working group.
1.4. If the Change of Registrant involves an update to the Registrant Name* or Registrant Organization* only, then the Registrar does NOT need to send separate notifications to both the Prior Registrant's email address/phone number and the New Registrant's email address/phone number. Instead, the Registrar MUST send one notification to the email address/phone number as listed in the Registration Data Directory Service (RDDS).
*) Subject to change based on definition of Change of Registrant.
Since the majority of GNSO-TPR members have agreed to remove the present transfer-lock after a completed CoR, and any CoR MUST or MAY be followed by notifications to prior and new Registrant, it is a question about removing the CoR from the Inter-Registrar Policy.
The CPWG discussed this at the meeting on Nov 22, 2023 together with Theo Geurts (Realtime Register).
Proposed Action Item: When the GNSO-TPR CoR discussion is finalized, CPWG should discuss the status of the CoR.
