    Proposal for Myanmar Script Root Zone Label Generation Rules (LGR) CPWG

    The Myanmar script community has formed the Myanmar script Generation Panel (GP), which in turn has developed the Proposal for the Myanmar Script Root Zone Label Generation Rules. As per the LGR Procedure, this proposal is being posted for public comments to allow those who have not participated in the Myanmar script GP to make their views known to the GP. Based on the feedback, the Myanmar script GP will finalize the proposal for submission for integration into the Label Generation Rules for the Root Zone.

    The Unicode standard version 14.0.0 encoded 159 scripts. In Annex # 31, the standard categorizes these scripts as Excluded, Limited Use or Recommended for their use in defining identifiers. The Public Comment elicits feedback from the community on how this categorization should be applied to decide the scripts to use in the Internationalized Domain Names (IDNs) at the second level and the top level of a domain name.

       Question 5 and Answer:

      The Naming Services portal (NSp) operational from 29 August 2020 is a good progress. However, the "honor system" is in focus only through punishments outlined in the subsequent questions 6,7,8,9. 

      I wish there is more clarity on the following aspects.

      #1:

      Over the passage of time, things change, and the information gets out of date. Each registrar has slightly different procedures for changing the information that appears on a Whois record. It generally involves accessing account information via the registrar's website, or via a call center representative. Whois record changes may take a period of time (often in the vicinity of 24 hours) to take effect. 

      #2:

      Formal methods to provide the necessary metrics for the Verification & Validation process outlined in the questions 10 to 18.

      Questions 23, 24 and 25 and Answers: 

      Observation: The best way to ensure the accuracy of the registration data is very likely to remain elusive.

      There was a Google Doc in circulation during the first week of December 2021 with Accuracy Scoping as a topic for comments. I commented that from ICANN 70% accuracy is doable. I could not locate this Google Doc now but I can go ahead.

      Accuracy is typically an indicator of "Correctness".  ICANN is positioning Accuracy as an agreement of a particular measurement with an accepted standard. 

      In my humble opinion, if we have a "severity" ranking we may get a reality check.

      For example, in the table Jothan Frakes titled Reporter Type for Registration Data Inaccuracy based on the document in circulation this week has a case in point given below.
