    For IANA-managed zones, most notably for the root zone, a suite of technical conformance tests are conducted as part of the process of evaluating change requests. IANA expects to conduct a general community consultation on the scope and definition of these tests to inform future evolution of its operational practices. The current tests were defined based on a prior community engagement exercise.


    Initial Report: ccNSO Policy Development Process on the Selection of IDN ccTLDs CPWG

    The ccNSO, through its policy development process, is developing a policy on the selection of Internationalized Domain Name (IDN) country code Top-Level Domains (ccTLDs). The working group responsible for proposing such policy will be seeking community feedback and comments on its initial proposals for the proposed selection criteria, requirements, and related process. In time, this policy will replace the IDN ccTLD Fast Track Process.


    Improved GNSO Stakeholder Group and Constituency Charter Amendment Process OFB-WG

    The Generic Names Supporting Organization (GNSO) charter revision process has been updated to reflect the continuous evolution of the ICANN community, ongoing implementation of Specific Review recommendations, and the review role of ICANN Board. These improvements will streamline charter revisions and allow GNSO Stakeholder Groups and Constituencies to continue their focus on policy development.

    1. Update from GNSO-TPR PDP meeting on Apr 25, 2023

      The WG still discuss the Transfer Emergency Action Contact (TEAC) and Transfer Dispute Resolution Policy (TDRP) Phase 2 charter questions.

      At this meeting, the group focused on Wave 1, Recommendation 27.

      The WG has not yet "restarted" the Phase 2 charter questions with the input given by the Supporting Organizations / Advisory Committees / GNSO Stakeholder Groups / GNSO Constituencies.

      This is with the reference to the CPWG Call dated 26 April 2023.

      In the context of a DNS Record, Time-To-Live  (TTL) is a numerical value that determines how long a DNS cache server can serve a DNS record before reaching out to the authoritative DNS server and getting a new copy of the record.

      TTL is very important for any change to a DNS record to propagate worldwide. It is good to budget at least 72 hours for this update to happen even if we argue that currently it may happen in a few hours. "DNS Record" will not be found until the propagate is complete.

      DNS records (i.e zone files) are instructions that live in authoritative DNS servers and provide information about a domain including what IP address is associated with that domain and how to handle requests for that domain. These records consist of a series of text files written in what is known as DNS syntax. DNS syntax is just a string of characters used as commands that tell the DNS server what to do. All DNS records also have a ‘TTL’,

      The authoritative DNS server is the final source of truth for a domain’s DNS information and is responsible for providing the domain’s IP address information back to the requesting recursive DNS server .

      This may be useful for TRP team and if the process for the "Closed / Restricted / Exclusive Generics". In other words, in addition to the suggestion of ICANN reserved strings, one can have a programming method for these Generics to be operational in a given time - space.

      For the records, the Content Delivery Network (CDN) TTL is different.

    3. Dear Gopal Tadepalli,

      The GNSO-TPR PDP working group decided early not to include technical requirements (DNS delegation of domain names) in the Inter-Registrar Transfer Policy.

      However, it will be useful to create a best-practice document for end-users in how to smoothly change the sponsoring registrar for a domain name, including elements how to handle a DNSSEC signed domain name and keep your contact details updated. Altering the TTL should be included in such a document. The GNSO-TPR PDP will not create a "best-practive" document but it may be a task for At-Large.

      I am not sure your recommendation for the TTL is of relevance for the "Closed generic" discussions. Maybe Alan Greenberg can answer this.

      1. Steinar Grøtterød Many thanks for the clarification. It is just a suggestion for consideration. A technicality such as TTL that can vary typically vary from 300 seconds to 7 days (604800 seconds) may help in positioning the duration of the lock-in time in transfer policy. Lest, we keep debating. It is all about making the DNS lookup faster by caching with a local resolver for the stipulated time as TTL.

        Again, trying out this suggestion to see if the lock-in time on transfers can have a justification like this.

        Likewise, for the "Closed Generics" a similar way may be considered to have them "live" for a choice spell of time but at the programming levell based on the process being spokne of.
