There is no clear definition of DNS Abuse at the moment and ICANN would spend more time debating the definition rather than doing anything about it. It also gets ICANN into a very dangerous "editor" position that may be a kind of mission creep.

That builds in failure into the approach. It would have to bring in people from outside to do it properly. But the lack of a clear definition is going to cause problems.
