    Review of the Draft Applicant Support Program (ASP) Handbook – New gTLD Program CPWG

    ICANN org is seeking feedback on the Draft Application Support Program (ASP) Handbook, which has been previously discussed by the Subsequent Procedures (SubPro) Implementation Review Team (IRT) Sub-Track on ASP as part of ICANN’s efforts to implement the policy recommendations on Topic 17: Applicant Support, of the SubPro PDP Final Report, and taking into account the guidance provided by the GNSO Guidance Process (GGP) on Applicant Support.

    1. Minutes from the GNSO-TPR meeting on February 6, 2024

      The working groupd continued the discussion of Change of Rgistrant (CoR).

      My understanding is that there is consensus NOT to set a "transfer lock period" when there has been a change of registrant data (note altered from Change of Registrant to Change of Registrant Data aka CORD). The majority want to have notification only i.e. notify the prior and new Registrant when there is a CORD. Further - no verification process (other than what is defined in other policies). The majority also want an "opt-out" to a mandatory requirement to send notices to prios and new registrant when there has been a CORD.

      A "material change" will be defined for when a mandatory notice should be sent. The present policy define "material change" when there are alterations/updates to "Name", "Organization" and "Email address".

      IFR2 RT met yesterday, 6 February, at 18:00 UTC.  In that meeting:


      1. The ToR for the Review was adopted
      2. A deep dive of the IANA Naming Function presented by the IANA Team; root zone

          management and performance monitoring and reporting details.

             - principal task is maintaining the contents of the root zone thru additions, transfers and

               other non-technical changes

             - the workflows are event triggered

             - there is a qualified procedure with SLAs for every maintenance task
