This Board resolution follows on from GNSO Council's submission of an updated ICANN77 Deliverable Workplan & Timeline SubPro Related Activities to [gnso.icann.org] which provided further clarity to Council's 15 Jun submission.

ICANN org is seeking feedback on the Draft Application Support Program (ASP) Handbook, which has been previously discussed by the Subsequent Procedures (SubPro) Implementation Review Team (IRT) Sub-Track on ASP as part of ICANN’s efforts to implement the policy recommendations on Topic 17: Applicant Support, of the SubPro PDP Final Report, and taking into account the guidance provided by the GNSO Guidance Process (GGP) on Applicant Support.

- ICANN Board 27 Jul 2023 resolution to acknowledges receipt of a draft New gTLD Program: Next Round Implementation Plan from ICANN org. This Board resolution follows on from GNSO Council's submission of an updated ICANN77 Deliverable Workplan & Timeline SubPro Related Activities to [gnso.icann.org] which provided further clarity to Council's 15 Jun submission.
- ICANN Board Chair 31 Jul 2023 announcement of Board's acceptance of the plan, suggesting a AGB finalization for May 2025, which enables the application round to open in Q2 2026 (with the goal of April 2026). Any delays to the timeline of the Policy Implementation work stream will cause delays to the opening of the round.

Improved GNSO Stakeholder Group and Constituency Charter Amendment Process OFB-WG
The Generic Names Supporting Organization (GNSO) charter revision process has been updated to reflect the continuous evolution of the ICANN community, ongoing implementation of Specific Review recommendations, and the review role of ICANN Board. These improvements will streamline charter revisions and allow GNSO Stakeholder Groups and Constituencies to continue their focus on policy development.

This Public Comment proceeding is to seek input on the Name Collision Analysis Project (NCAP) Study 2 draft report. The NCAP Discussion Group will consider the results of the Public Comment and produce a final report.

Minutes from GNSO-TPR meeting on February 13, 2024
I informed and invited all to attend the At-Large session on Mar 2, 2024 discussion the "Sunset of CoR/CoRD".
The working group discussed a set of Preliminary Recommendations drafted by ICANN Staff. These "Prelim.Rec" will be of interest in the discussion on "sunset of CoR/CoRD".
TPR Group 1(b) Preliminary Recommendations
Prelim. Rec. 1: The working group recommends that the Transfer Policy and all related policies MUST use the term “Change of Registrant Data” in place of the currently-used term “Change of Registrant”. This recommendation is for an update to terminology only and does not imply any other changes to the substance of the policies.
Prelim.rec 1.1 and 1.2: This is impossible to code for – hard to define a typo or not. Original language assumed some manual processes.
Prelim. Rec. 2: The working group recommends that the role and definition of “Designated Agent” is no longer fit for purpose. Accordingly, the working group recommends all references to Designated Agent MUST be eliminated from the Transfer Policy.
Prelim. Rec. 3: The working group recommends eliminating from the Transfer Policy the requirement that the Registrar request and obtain confirmation from both the Prior Registrant and the New Registrant prior to processing a Change of Registrant [as detailed in Sections II.2.1.2 and II.2.1.4 of the Transfer Policy].
This changes the requirement from "authorization" to "notification".
Prelim. Rec. 4: The working group recommends that following a Change of Registrant Data, [unless the RNH previously opted-out of notifications,] the Registrar MUST send a Change of Registrant Data notification to the Registered Name Holder without undue delay, but no later than 24 hours after the Change of Registrant Data occurred.

Prelim. Rec. 5: The working group recommends that Registrars MUST provide Registered Name Holders with the option to opt-out of receiving Change of Registrant Data notifications.
Prelim. Rec. 6: The working group recommends eliminating from the Transfer Policy the requirement that the Registrar impose a 60-day inter-registrar transfer lock following a Change of Registrant. This requirement is detailed in section II.C.2 of the Transfer Policy. Additionally, the working group recommends eliminating from the Transfer Policy the text regarding opting out of the 60-day lock, as this text has been overtaken by the removal of the lock requirement from the Transfer Policy.
TRANSFER POLICY: II. Inter-Registrant Transfer (Change of Registrant)
B. Availability of Change of Registrant
(1) In general, registrants must be permitted to update their registration data and transfer their registration rights to other registrants freely.
(
2) A Registrar MUST deny a COR request under the following circumstances:2.1 the domain name registration agreement has expired2.2 the COR was not properly authorized by Prior Registrant and the New Registrant2.3 the domain name is subject to a domain name related dispute (UDRP, URS, UDRP, or court order)(3) The COR process does not apply in the following circumstances:3.1 the registration agreement expires3.2 the registration agreement is terminated by the Registrar3.3 the Registrar or Registry Operator updates the Prior Registrant's information pursuant to a court order3.4 the Registrar updates the Prior Registrant's information in the implementation of a UDRP decision3.5 the Registrar updates the Prior Registrant's information in accordance with the Expired Domain Deletion Policy3.6 the Registrar updates the Prior Registrant's information in response to an abuse complaintThe sections 2 and 3 can go away completely.
