    @Brian  That is not a good idea. As a Registrant I would like my identify information stay with the DNS,  the identity provider, in an alternate and more appropriate model for SSAD, would identity and do no more, for example, would confirm that the person whose identity is sought to be verified is indeed the person, going by the Driving Licence records, if the identity provider (verifier) in this case is the DL Authority.  The identity verifier would verify and sign off.
