    Proposal for Myanmar Script Root Zone Label Generation Rules (LGR) CPWG

    The Myanmar script community has formed the Myanmar script Generation Panel (GP), which in turn has developed the Proposal for the Myanmar Script Root Zone Label Generation Rules. As per the LGR Procedure, this proposal is being posted for public comments to allow those who have not participated in the Myanmar script GP to make their views known to the GP. Based on the feedback, the Myanmar script GP will finalize the proposal for submission for integration into the Label Generation Rules for the Root Zone.

    Updates to the GNSO Statement of Interest (SOI) Procedures and Requirements CPWG

    Possible (still tentative at this time) Public Comment proceeding on experiences with and/or possible modifications to the GNSO Statement of Interest (SOI) procedures and requirements.

    NCAP Study 2: Impact and Data Sensitivity Analysis CPWG

    The Impact and Data Sensitivity Analysis is a part of the Name Collision Analysis Project (NCAP) Discussion Group's work to produce a Study 2 report. The NCAP Discussion Group will consider the results of the Public Comment proceeding as it develops its draft report, expected to be published for Public Comment in March 2022.

    Supported Scripts for IDNs CPWG (TBC - At-Large IDNs mailing list)

    The Unicode standard version 14.0.0 encoded 159 scripts. In Annex # 31, the standard categorizes these scripts as Excluded, Limited Use or Recommended for their use in defining identifiers. The Public Comment elicits feedback from the community on how this categorization should be applied to decide the scripts to use in the Internationalized Domain Names (IDNs) at the second level and the top level of a domain name.

    1. RySG representative informed the TPR PDP WG at the meeting on Dec 14 2021 that the registries are positive in developing a way to identify the registrar identity in the EPP command connected to a inter-registrar transfer. Per today, the transaction ID do not identify the gaining registrar when a transfer is initiated. However, the Registries prefer a standard defined in a RFC, approved by IETF. Another challenge is that some ccTLDs use the same provisioning fot inter-registrar transfers and there are ccTLD accredited registrars without an IANA id.

      Identifying the gaining registrar will be of great help for the losing registrar and approve communications to the Domain Name Holder from the losing Registrar.

      1. Steinar GrøtterødThank you for sharing the pertinent data. It is always good to see data from the field.  am sorry. I had a very hectic week and could not do further data analytics. 

        Generically:

        Any data that is put out will be analysed and can come back in a (morphed) manner to change the system that enabled the data put out. In the absence of a Feedback Control System as is the present context, there is always a high potential for (potentially) boomeranging "Data Wars"

        To avoid this there is a strong need for a commitment to responsible and ethical sourcing of data, empowered by transparency within the platform that enables us to be held to account for our collection of and use of data. Data can then be appropriately leveraged to avert "Data Wars". It is vital to  preserve trust in this process.

        Data strategy is NOT solely an information technology (IT) function, focusing on the back-end processing and management of ever more complex and voluminous data sets.

        The "Data Warehousing" model needs to be revisited to interoperate with the Open Data Ecosystem. A 2018 Princeton University Press book has a very promising title "Small Wars, Big Data". In the Internet space local act always has a global impact. In my humble opinion, a well architected blend of "Data Warehousing" and "Open Data Ecosystem" can minimize the geographical expanse of the conflict and a possible war. Who knows, this way of localization may elicit better solutions from the local netizens themselves. In this process "Multilingualism" ought to play a crucial role.

        Suggestion: The data being shared are only good indicators for policy making.

    3. To my mind "Data Privacy and Data Protection" are two distinct ideas. It is at times unfortunate that they tend to be used interchangeably.  "Privacy" has authorized access in focus. "Protection" prevents unauthorized access. Data Privacy is the regulations or policies, standards and norms to control "access" to data. Data Protection is a technical control system which keeps data protected from technical issues. Data protection is both procedures and mechanism. In this sense "Protection" is both "WHO IS" and "WHO PAYS".

      As I understand, the GDPR mandates that, the following data will no longer be available from public WHOIS:

      * Domain Name Registrant and technical/admin contact name (registrant organization will remain available)

      * Registrant address (State/Province and country will remain available)

      * Registrant and technical/admin contact email address

      * Registrant and technical/admin fax and/or phone numbers

      To enable WHOIS users to contact domain name registrants and technical/admin contacts:

      * Registries must direct users to the registrar for a method to contact the registrant.

      * Registrars must create an anonymized email or web form to enable users to contact the registrant and technical/admin contacts.

      Presently, Java codes (and by extrapolation in other programming languages)  are openly available to work with WHO IS. 

      GDPR has a clear thrust towards mechanization and the demands on the technology support keep growing.
