Alan Greenberg:@Rinalia, it may vary depending on which AC we are talking about. The GAC may well decide that they do not want or cannot accept "power", just as they do not participate in the NomCom now. So it is not a problem. If the ALAC were to be disenfrachised, I think we would take a dim view on it. With the ccNSO, it THEY cannot participate, we do have a very real problem.

Alan Greenberg:member, we either would need to go to a designator model or a mixed one. BUt the real problem is that even in a designator model (as we are in today), to beable to ENFORCE powers, you need to be a legal entity.
Alan Greenberg:But we accept powers today without ability to enforce, and perhaps we need to accept that (in part) in the future.
Alan Greenberg:As Leon said Membership is view as best. for guarateed powers, but factoring in ALL factors, it may not be the choice.
